2. Commencement These regulations come into operation as follows — (a) regulations 1 and 2 — on the day on which these regulations are published in the Gazette; (b) the rest of the regulations — on the day after that day.

3. Regulations amended These regulations amend the Building Regulations 2012.

4. Regulation 15C inserted At the end of Part 2 insert:

15C. Modifications to Building Code (s. 150) (1) This regulation modifies the text of the Building Code. (2) The Building Code Volume One Part J0.2 is modified to delete paragraph (a) and insert:

(ii) individually achieve an energy rating of not less than 5 stars, using house energy rating software; and

3. Regulations amended These regulations amend the Juries Regulations 2008.

4. Regulation 4 amended Delete regulation 4(2) and insert:

(2) If a person loses income as a result of a day or part-day of jury service and the loss is greater than the fee prescribed under subregulation (1), the summoning officer may, on application by the person, pay a fee for the day that equals the loss. (3) The fee payable under subregulation (2) cannot exceed $1 000 unless the summoning officer is satisfied that — (a) the person’s lost income is greater than $1 000; and (b) not paying a fee equal to the loss would cause undue hardship to the person. (4) The application must — (a) be in a form approved by the summoning officer; and (b) include or be accompanied by the information required by the summoning officer; and (c) be made within 3 months after the last day of the period of jury service. (5) Despite subregulation (4)(c), the summoning officer may extend the period for making an application for a further period not exceeding 1 year if satisfied that exceptional circumstances exist.

Citation This local law is cited as the City of Rockingham Repeal Local Law 2019. 2. Commencement This local law comes into operation 14 days after its publication in the Government Gazette. 3. AG401 AGRICULTURE AND RELATED RESOURCES PROTECTION (EUROPEAN HOUSE BORER) REGULATIONS 2006 DETERMINATION OF RESTRICTED MOVEMENT ZONES—BRETON BAY 1, NILGEN 1, NILGEN 2, RED GULLY 1 AND REGANS FORD 1 Sites where pinewood is infested with European House Borer (EHB) have been found in the localities of Breton Bay, Neergabby, Nilgen, Red Gully and Regans Ford. As a result, the areas identified below are determined to be Restricted Movement Zones (RMZ) under regulation 18A of the Agriculture and Related Resources Protection (European House Borer) Regulations 2006. The determinations of the RMZ Breton Bay and the RMZ Neergabby published in the Government Gazette of 16 February 2018 are revoked. These determinations are replaced by the determination of the RMZ Breton Bay 1. RESTRICTIONS Because of proximity to infested pinewood, the movement of pinewood in RMZ is restricted. Details of the restrictions are as follows— Bringing untreated pinewood into RMZ Movement is not generally restricted. However, a person may be issued a written notice prohibiting pinewood movement into the RMZ if an authorised person believes that the presence of the pinewood in the RMZ will increase the risk of EHB spread. Removing pinewood from RMZ Seasoned pinewood that has been in an RMZ for 72 hours or more must not be removed from that RMZ unless—   The pinewood is pinewood pieces of less than 100 cm³; or   The pinewood has been stored in a suitable building or enclosure or has been fully enclosed in plastic wrapping or other authorised material to prevent exposure to EHB; or   The pinewood has been treated with a preservative in accordance with the relevant standards; or   The pinewood has been chemically fumigated or heat treated in accordance with the regulations; or   Written authorisation has been given by an authorised person. Note: ―seasoned pinewood‖ is pinewood that has a moisture content of 20% or less when tested in accordance with the Australian Standard. Unseasoned pinewood must not be removed from a RMZ during the control period (from 1 September until 30 April) unless the movement is authorised by an authorised person.
