    SOUTH COAST REGION REGIONAL MANAGEMENT PLAN 1992 - 2002 MANAGEMENT PLAN NO. 24 Department of Conservation and Land Management for the National Parks and Nature Conservation Authority and the Lands and Forest Commission Western Australia PREFACE Regional management plans are prepared by the Department of Conservation and Land Management on behalf of the Lands and Forest Commission and the National Parks and Nature Conservation Authority. These two bodies submit the plans for final approval and modification, if required, by the Minister for the Environment. Regional plans are to be prepared for each of the 10 regions administered by the Department of Conservation and Land Management (CALM). This plan for the South Coast Region covers all lands and waters in the Region vested under the CALM Act, together with wildlife responsibilities included in the Wildlife Conservation Act. In addition to the Regional Plan, more detailed management plans will be prepared for certain critical management issues, (the most serious of which is the spread of dieback disease in the Region); particular high value or high conflict areas, (such as some national parks); or for certain exploited or endangered species, (such as kangaroos and the Noisy Scrub-bird). These plans will provide more detailed information and guidance for management staff. The time frame for this Regional Plan is ten years, although review and restatement of some policies may be necessary during this period. Implementation will take place progressively over this period and there will be continuing opportunity for public comment. This management plan was submitted by the Department of Conservation and Land Management and adopted by the Lands and Forest Commission on 12 June 1991 and the National Parks and Nature Conservation Authority on 19 July 1991 and approved by the Minister for the Environment on 23 December 1991.

    ......................................................................F E A T U R E A R T I C L E – Western Australia: A Small Area Perspective INTRODUCTION Western Australia occupies the western third of the Australian continent, comprising a land area of about 2,529,880 square kilometres. The administration of the urban and regional areas of this large and diverse State is divided amongst 142 local government authorities; nine development commissions; and a number of State and Commonwealth government departments and organisations. The demand for information relating to small geographic areas (such as Local Government Areas — LGAs) and broader regions (such as development commission regions) continues to increase. The Australian Bureau of Statistics (ABS) is committed to identifying and disseminating social, economic and environmental data for small areas to assist governments and communities seeking to enhance local and regional well–being in an environmentally sustainable way. The results of this on–going data gathering from ABS and non–ABS information sources are compiled and available in the ABS' Western Australian Regional Profiles, more details of which are provided on page 26, and through the Integrated Regional Data Base, details of which are available on the ABS website at www.abs.gov.au (select Products & Services/Key Products). This article presents selected social and economic data for LGAs from the 2002 Regional Profiles to provide a mosaic of social and economic life in urban and regional Western Australia. A significant proportion of the social data has been drawn from the 2001 Census of Population and Housing. The Census is the most comprehensive source of information about the characteristics of people in Australia and the dwellings in which they live.

    SALARIES AND ALLOWANCES TRIBUNAL REPORT UNDER SECTION 7A OF THE SALARIES AND ALLOWANCES ACT 1975 LOCAL GOVERNMENT CHIEF EXECUTIVE OFFICERS In accordance with Section 7A of the Salaries and Allowances Act 1975 ("the Act"), the Salaries and Allowances Tribunal is required to "inquire into and make a report containing recommendations as to the remuneration to be paid or provided to Chief Executive Officers (CEOs) of local governments." For the Tribunal to meet its obligation under Section 7A of the Act, it must ensure that not more than one year elapses between one report and the next. BACKGROUND The Tribunal last issued its general report on the remuneration of local government CEOs on 25 June 2010. The recommendations are made for the purpose specified in section 5.39(7) of the Local Government Act 1995, that is, "to be taken into account by the local government before entering into, or renewing, a contract of employment with a CEO". In its 2010 report, the Tribunal noted that its inquiry was being conducted at a time when the Western Australian Government was implementing a local government reform agenda that includes voluntary amalgamations and resource sharing arrangements between local governments. This process is continuing with one amalgamation due to take effect from 1 July 2011 and various local governments entering into transition arrangements with a view to amalgamating at some future date.Consequently, the outcomes of the local government reform process will continue to be taken into account in future reports of the Tribunal. CURRENT ENQUIRY In discharging the responsibilities given to it by the Parliament, the Tribunal has in the context of its current enquiry adopted the following approach.
