he 37th Conference of ASEAN Federation of Engineering Organisations (CAFEO) was successfully organised by Persatuan TInsinyur (PII) from 11-14 September 2019 with the theme “ASEAN Engineers as The Beacon of Sustainable Development” held at the International Expo Convention Centre and Theatre (JIEXPO) in Jakarta Indonesia.

The CAFEO was attended by delegates from all ASEAN countries. Malaysian delegation was led by its IEM President, Ir. David Lai Kong Phooi while the ’s Young Engineers ASEAN Federation of Engineering Organisations (YEAFEO) delegation was led by IEM Young Engineers Section Chairman (YES), Dr Yew Weng Kean who is also the current YEAFEO Secretary- General.

37th CAFEO was organised in conjunction with the Indonesian Engineering Exhibition and the International Exhibition on Electrical, Power, & Renewable Energy Exhibition. The conference and exhibitions were huge success. The International exhibition showcased the latest development leveraging on engineering expertise, resources, idea, cutting-edge electrical technology and power machinery, equipment, as well as technology for power infrastructure development in Indonesia.

Presidents of fellow AFEO member organisations also led their delegates to this auspicious event.

10 SEPTEMBER 2019 [ARRIVAL – WELCOME RECEPTION] There were more than 123 delegates from Malaysia, 161 delegates from Myanmar, 48 from Brunei, 235 from , 21 from Vietnam, 105 from Cambodia, 2 from Laos, 39 from , 29 from and 176 from Asian countries such as and Taiwan as well as the local Indonesian engineers and general public. Delegates and participants joined in this annual conference to get to know new friends, renew old acquaintances, foster business networking efforts, building/maintaining friendship, sharing of experiences and challenges faced or to be faced. Participants from Indonesia were recorded at approximately 342 in numbers. A total of 1281 participants therefore attended CAFEO 37.

10 young Malaysian engineers gathered at KLIA 2 to depart for Jakarta that morning with another group of 20 departing from KLIA1. The remaining delegations from Malaysia were travelling to Jakarta at different time via the different airlines. Similarly, the delegates from other countries also depart on the same day but arriving in Jakarta at different time. By afternoon most of the delegations from Malaysia, Brunei, Myanmar have arrived at Jakarta and proceeded to check into their respective hotels. The delegation from Cambodia arrived in the evening while the

AER NEWSLETTER • July - December 2020 3 delegation from Philippines also arrived in the late evening. Nevertheless everyone arrived in time for the Welcoming Reception held at the Grand Mercure Hotel, Jakarta.

For the Young Engineers from Malaysia after their check-in, the delegation went out for lunch at a nearby hotel before proceeding to the Convention Centre to check on the arrangement for the meetings and the room facilities that had been provided.

The IEM President, Ir. David Lai Kong Phooi organised a special event and get together session for the Minister of Works Malaysia, YB Baru Bian and his wife, IEM President hosted a special dinner at the Restaurant Bunga Rampai in Jakarta. The other guests at this dinner included the IEM Hon Secretary, Ir. Mohd Khir bin Muhammad, Dato Ir. Lee Yee Cheong, YB Dato’ Seri Ir. Hj. Mohammad Nizar bin Jamaluddin (Exco Perak state), His Excellency Zainal Abidin Bakar, Ambassador of Malaysia to Indonesia, Ir. Habimoto Koesoebjono of PII, Dato Ir. Lim Chow Hock, AFEO Hon Advisor and their spouses. Also at the dinner were Y.Bhg. Dato’ Ir. Ahmad Murad Omar, IEM Vice President, Y.Bhg. Tan Sri Prof. Ir. Dr Mohd Zulkifli Bin Tan Sri Mohd Ghazali and Y.Bhg. Datuk Wira Ir. Md. Sidek Bin Ahmad, both of them members of BEM, Y.Bhg. Dato’ Azmir Merican, CEO, UEM Edgenta Berhad and Ir. Dr Tony Chan, COO, OPUS International [M] Berhad were also at the dinner. It was indeed a very sumptuous dinner with beautiful ambience .

Meanwhile at 7.00 p.m., the CAFEO delegations arrived at the Grand Mercure Hotel, Jakarta for the Welcome Reception. During the dinner, the delegations were required to perform their national country performances and for this year Malaysia delegates prepared the “Jalur Gemilang” and “Keranamu Malaysia” with their Young Engineers performing a dance. IES also did a dance, while Philippines delegation did some line dancing and songs. Myanmar and Brunei sang with their best vocal. Prior to the country performance, the individual delegates were invited to the stage for some Karaoke session while others took to the dance floor. During the Welcome Reception, everyone had an enjoyable time sampling the varieties of local Indonesian food and cuisines as well as enjoying the songs sung by engineers from different member organisations and Asian countries.

Opening and Expo The President of Indonesia, H.E Ir. H. Joko Widodo officiated the CAFEO 37 Opening Ceremony on the morning of 11 September after the head of AFEO Delegates performed the customary “Streaming of Colours” and the cultural dance performance Figure 2: ASEAN handshake with all AFEO Heads of Delegates during by the dance troupe from Indonesia. CAFEO 37 Opening Ceremony All delegates attended this opening ceremony at the JIEXPO Convention Centre and Theatre. Many of the delegations stayed either at the Grand Mercure Hotel, Jakarta, Swiss Berlin Hotel or the Holiday Inn Express & Jakarta International Expo. The

4 AER NEWSLETTER • July - December 2020 young engineers especially those from the Malaysia delegation stayed at the Ibis Kemayoran Jakarta hotel and had to wake up early to experience the famous Indonesian public transport “Go-Jek”. They travelled by bike to the Convention Centre as pillion riders.

After the opening ceremony, the President of Indonesia, HE Ir. H. Joko Widodo was conferred AFEO Distinguished Hon Patron. The AFEO Distinguished Honorary Fellows were also conferred upon Ministers from Indonesia, Malaysia, Brunei, Myanmar and Cambodia. (Ministers’ name were listed below)

Later, the President of Indonesia was accompanied by, YB Tuan Baru Bian, Minister of Works, Malaysia; Y.Bhg. Dato Seri Setia Ir. Awang Haji Suhaimi bin Haji Gafar, Minister of Development, Brunei Darussalam; General (Ret.) H.E. Mr. ITH Samheng, Minister of Labour and Vocational Training Cambodia concurrently the Chairman of Council of BEC; H.E. Dr Myo Thein Gyi, Myanmar Union Minister, Ministry of Education; Honourable Luhut Binsar Pandjaitan, the Co-ordinating Minister for Maritime Affairs, Republic of Indonesia; Dr Ir. Siti Nurbaya Bakar, Minister of Environment and Forestry, Republic of Indonesia; Ir. Budi Karya Sumadi, Minister of Transportation, Republic of Indonesia and Dr Ir. Mochamad Basoeki Hadimoeljono, Minister of Public Works & Public Housing, Indonesia; all head of delegations and ASEAN leaders; to visit the Indonesia CAFEO Exhibition Booths. The AFEO member organsiations have their booths set up at this exhibition.

IEM-AFEO booth had the honour of being visited by the Minister of Public Works & Public Housing, Dr Ir. Mochamad Basoeki Hadimoeljono together with his Deputy Minister Dr Ir. Dais H. Sumadilaga. Dr Ir. Mochamad Basoeki was glad that young engineers from ASEAN countries are participating in this important conference as he believed all youth will be the leaders of tomorrow to lead ASEAN countries forward to better achievements. He organised a sharing session the next day dedicated for all ASEAN young engineers to have a platform for them to share their knowledge and experiences.

Similarly at the International Expo, with the support of MATRADE, the Malaysian delegation had a Malaysian Pavilion with 15 booths. Headed by Y.Bhg. Datin Rusiah, MATRADE (Malaysia) business networking sessions were conducted with the exhibitors. YB Tuan Baru Bian, Minister of Works, Malaysia visited and performed the opening ceremony for the Malaysia exhibition booths at the Expo.

fter the opening ceremony, YEAFEO and WE-AFEO meetings commenced. The CAFEO Technical sessions for the Authors’ Paper APresentation was also held concurrently. The paper presenters from different ASEAN countries also presented their papers for the conference at the same time in a separate hall. For the rest of the AFEO delegates, the AER Certificate Ceremony commence with presentation of certificates to the AER newly admitted members. The AER Head Commissioner gave out the certificates and medallions to the keen AER Members in the different grades who came from various ASEAN Countries to collect their certificates. The event ended with a simple dinner.

YEAFEO Activities and Meetings All the representatives of the Young Engineers Section (YES) of the member organisations were involved in their activities which included, the YEAFEO Governing Board meeting. One of the key agenda was the signing ceremony for the Amendment of YEAFEO Regulations which allowed the young engineering technologists and technicians to become part of YEAFEO. The young engineer delegations had a group photo and did the ASEAN handshake at the end of their YEAFEO Governing Board meeting.

After YEAFEO Board meeting, these young engineers went to the Jakarta City Hall for a forum discussion with Anggota Muda - Persatuan Insinyur Indonesia (FAM-PII) followed with a dinner. The Governor of Jakarta, H.E Pak Anies Baswedan hosted the dinner held at the City Hall, Jakarta. The Governor of Jakarta highlighted that young engineers should be more active and should organise more activities that could interlink with each other to build a stronger bonding between the ASEAN countries.

The Day One activity ended with a site visit to Cimanggis-Cibitung, a toll road construction project site and witnessed the pierhead “sosrobahu” rotating process. Cimanggis-Cibitung toll road construction project has a total road length of 26,473KM which located between Depork City, Bekasi City, Bogor Districts and Bekasi Districts. “Sosrobahu” is a unique, proven

This is a technology available in early 1988 and in used until today. The benefit of using “Sosrobahu” technology is it could reduce traffic impact during construction, faster construction period and more economical benefit impact during construction. “Sosrobahu” technique also allows long stretches of flyovers to be constructed above existing main roads with the minimum disruption to traffic. This technique was invented by an Indonesian engineer named Tjokorda Raka Sukawati. The visit was carried out at night after the dinner.

WE-AFEO and its activities Similarly, the WE-AFEO also had their programme which included their Activities Report and special activities arranged for the Women Engineers. The WE-AFEO Governing Board meeting was also held at the end of the day followed with the photography session. The dinner ended with songs and singing with the local band members from the restaurant.

AFEO Working Groups in session The AFEO various Working Groups and AER Steering Committees started the parallel meetings discussing topics and issues of concern to ASEAN such as disaster, energy, environmental, MRA and others.

The Seminar on Disaster Preparedness with speakers from Philippines, Malaysia, Thailand and Indonesia was also arranged and the room was packed with 80-100 participants. The Organising Chairman, Dr Suttisak Sorulump also made his presentation of disasters caused by earthquakes. His presentation were on disasters occured in Indonesia and Philippines. After lunch the participants who attend the Seminar were taken by coach to the ASEAN Co-ordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) which is the Home of ASEAN One Centre One Response in time of disaster. It is an inter-governmental organisation aimed to facilitate co-operation and co-ordination among ASEAN Member States with the United Nations and international organisations for disaster management and emergency response in ASEAN region. The visit was very informative and interesting and ended at 4.00p.m. but the delegation only reached the Convention Centre at 5.30p.m. due to the massive traffic in Jakarta.

YEAFEO delegates started their Day Two activities with YEAFEO Activities Report to share their experiences on what activities that could be organised within respective organisations, the challenges they faced as well as how to overcome such difficulties. Souvenir exchange was one of the key activities carried out at every CAFEO to indicate appreciation and bonding amongst the ASEAN countries.

8 AER NEWSLETTER • July - December 2020 After this exchanges of souveniers, the YEAFEO delegation left the Convention Centre for Bandar Djakarta Ancol to have their YEAFEO dinner. This YEAFEO dinner provided a platform to connect all young engineers and created rapport to become closer. The dinner ended the YEAFEO Day Two with Karaoke session and random performance from YEAFEO delegates.

One Day Forum for WE-AFEO For the WE-AFEO, the woman engineers organised a One Day Forum on “Engineering Profession and Engineering Education Toward 2050”. The sub theme included “Woman and Technology Innovation Best Figure 11: Different topics of discussion Practices for SDGs” and “Women related to engineering in Sustainable Development: How They Affect Change throughout Society”. The forum was also attended by local Indonesia women engineers. Similarly at the end of the event, exchange of token of appreciation was held followed with another night of outing and sight-seeing.

Following this Ir. Dr Heru Dewanto, President of PII hosted a dinner for the heads of Delegations of the different AFEO Organisations, Presidents and their spouses attended this dinner at the 16th floor of the Grand Mercure Hotel, Jakarta.

For other delegates it was a free and easy night to shop around Jakarta and to enjoy the night life of the city.

Technical Visits for YEAFEO The Young Engineers started their Day 3 activities with technical visit to Go-Jek Indonesia HQ office. Go-Jek shared their business model and strategic with these young engineers on how they can sustain in the market and how they make themselves unique as compare with their competitor. Go-Jek also shared how they make the evolution to become a technology-based ecosystem in order for them to provide what customers need. After their presentation, YEAFEO were honoured to be given an office tour to look and experience their working environment.

MRT Jakarta started in 2008 to resolve the traffic woes. Jakarta was faced with the challenges to look into improving its transportation system, hence providing mobility and improving life quality. MRT Jakarta modelled its project very closely with other countries who are operating similar system like Japan, Taiwan, Singapore as well as Malaysia.

The third technical visit, was a “Meet and Greet” session organised by the Minister of Public Works & Public Housing, Indonesia, Dr Ir. Mochamad Basoeki Hadimoeljono. It was a great session for all YEAFEO delegates sharing experiences with the engineers working at Department of Public Works & Public Housing. After the “Meet and Greet” session, the young engineers were given the opportunity to take the public transport – MRT to the venue of the closing banquet which is at the JIEXPO.

WE-AFEO FORUM The Women Engineers continued with their Country Report and organised activities with the Engineering Forum.

Country Report The head of delegates and President of Member organisation presented their Country Report which took up the entire morning of Day 3. After lunch the AFEO Governing Board meeting was held and attended by Figure 13: Group photo of YEAFEO representatives of WE-AFEO, delegates during Closing Banquet of YEAFEO and Chairmen of the CAFEO37 Working Groups and Steering Committees; each presenting their reports on the findings of their meetings held on Day 2. By mid noon the meeting ended with the Signing Ceremony for the Amendments of the YEAFEO Regulations, the Jakarta Declaration and the exchange of gifts and appreciation tokens amongst the heads of delegation and another photo session ensues.

Everyone got ready for the Banquet Dinner which witnessed the presentation of awards to the ASEAN Outstanding Engineering Achievements to prominent projects in the various ASEAN countries.

10 AER NEWSLETTER • July - December 2020 Other awards included Outstanding Personality Award, Conferment of Honorary Fellows and Honorary Members as well as the ASEAN Building Safety Award. The event ended with cultural performance courtesy of PII and the hand over of the flag to the next host. PII President, Ir. Dr Heru Dewanto handed the flag to the VUSTA Vice President, Dr Sc. Nghiem Vu Khai to host CAFEO 38.

Vietnam being the next host for CAFEO 38 had announced that the Conference and meeting would be held at Da Nang City from 25-27 November 2020. The dinner ended at 11.30 p.m.

Figure 14: Group photo taken after technical visit of Menara Astra 14 SEPTEMBER 2019 [DAY 4) TECHNICAL VISIT/LOCAL TOUR CAFEO 37 official event wrapped up with a technical visit to Menara Astra. Menara Astra was completed in 2017 and won the MIPIM Asia Awards 2018 as Best Innovative Green Building which this building is design based on Singapore’s Building and Construction Authority (BCA) Green Mark Platinum Building. Their maintenance team shared with the ASEAN visitors on their plan and execution on maintenance so as to ensure that their building are always certified to Platinum Green Building.

Before all delegations including the Malaysian delegates depart back to Malaysia and Figure 15: Group photo their respective countries, every one of the at Gerbang Passer delegation spent the afternoon shopping in Baroe before returning to Malaysia Jakarta. Some went to their famous Baroe for shopping session while others did their shopping at the famous shopping malls and traditional markets. This was a wonderful trip to Jakarta and everyone hoped to see each other once again during CAFEO 38 at Da Nang City, Vietnam from 25-27 November 2020. Bye until we meet again.

he IEM National Monitoring Committee (NMC) organised Tthe Certificate Presentation Ceremony on 12 December 2019 and this event was organised with an evening talk presented by Y.Bhg. Datin Rasiah Mohamed, Director Construction & Business Services (CBS) section of Export Y.Bhg. Datin Rasiah presentation Promotion & Market Development Division, MATRADE, Y.Bhg. Datin Rusiah spoke on “MATRADE Trade Mission – Promoting Malaysia’s Enterprises to ASEAN. How will this benefit the Engineers”. Her talk touched on Malaysia External Trade Development Corporation - or MATRADE embarking on efforts to create opportunities for Malaysian companies globally. MATRADE’s mission to promote Malaysia’s export has enabled IEM Members listening attentively to the many local companies to carve talk. MATRADE provides assistance in handling space reservations, stand design and its construction, pre-event publicity and the scheduling of business meetings with foreign buyers.

Y.Bhg. Datin Rasiah elaborated also on the benefits of being a MATRADE member and the introduction to various grants offered for it’s member. This session therefore provided awareness to Engineers who own businesses and keen to explore opportunities in ASEAN region.

The talk was attended by 30 members and those wanting to collect their AER Certificates.

The AFEO Honorary Fellow and Hon Member certificates were also presented to IEM members who received the conferment but were not able to be in Jakarta, Indonesia then to receive the medallions and the scrolls.

On the activities for its AER members, the IEM NMC and the AER Secretariat managed to organised various webinar sessions during the Malaysia pandemic Covid-19 lockdown.

ertubuhan Ukur, Jurutera dan Akitek, Brunei (PUJA) did not undertake many activities during the year 2020. Although the Pcountry border were closed due COVID-19, local Bruneian were able to move freely and without the need to wear masks. Some of the activities organised were:

MANPOWER AND INDUSTRY STEERING COMMITTEE (MISC) - (CONSTRUCTION) BRIDGING PROGRAM IN SEPTEMBER 2020 The MISC (Construction) Bridging Program is an initiative under the Manpower Planning Executive Committee, Prime Minister’s Office (PMO), which is developed to provide initial training for young graduates to be knowledgeable and able to experience construction issues and environment.

The first batch of 33 trainees started their training in October 2020. The RCC-Visor program which familiarise trainees with construction supervision experience provided basic experiences PUJA President, Ir Hj Mohd Zin, Ir in the construction industry. These Julian Fung, briefing the Minister trainees were assigned to and guided of Development at the MISC by Consultants in the three engineering launching function disciplines of Civil & Structural, Architecture as well as Mechanical and Electrical Engineering. PUJA CHARITY GOLF TOURNAMENT – 1 NOVEMBER 2020 AER Members participated in the PUJA Charity Golf Tournament organised by PUJA Engineer’s Division. This is an annual event which is organised to provide funds for the Engineer’s Divisions of PUJA and also with the primarily aim to collect charitable donations for NGOs in Brunei.

This year, PUJA President, Ir. Hj Mohd Zin presented the donations to Persatuan Sindrom Down Brunei (Down Syndrome Association) and Persatuan Orang Kurang Pendengaran Kebangsaan Negara Brunei Darussalam (Hard of Hearing Association). The Guest of Honour for this year’s event was Yang Berhormat, Ir. Dato Seri Setia Hj Suhaimi, Minister of Development who is an AER Member.

AER NETWORKING DINNER - 10 NOVEMBER 2020 AER Members attended a social gathering and networking dinner hosted by Brunei AER Country Registrar, Ir. Dato Othman Yaakub. The function was attended by 50 AER members including Yang Berhormat Ir. Dato Seri Setia Haji Suhaimi, Minister of Development and Pengiran Indera Wijaya Pg Dr Ismail, former Minister of Development.

Invited guests included the present and also the former Presidents of Philippines Institute of Civil Engineers (Brunei Chapter), Mr. Noel Sia and Mr. Tony Vera (AER) respectively.

In his opening remarks, Ir. Dato Othman highlighted the key functions of AER and how AER Engineers in Brunei had networked and benefited. Ir. Julian Fung in this capacity as Secretary of AER Brunei National Monitoring Committee then highlighted the objectives of “AER and its Benefits” to Professional Engineers who would be joining the AER.

Ir Alice Lim, in her closing remarks, urged AER members who are employers to encourage their engineers and counterparts to join the AER, in particular the young engineers to whom being an AER member will enable them to gain the necessary recognition and mobility to work within ASEAN and beyond.
