Tan Teck Ying and Sdr. Tiang Kor Lin he 37th Conference of ASEAN Federation of Engineering Organisations (CAFEO) was successfully organised by Persatuan TInsinyur Indonesia (PII) from 11-14 September 2019 with the theme “ASEAN Engineers as The Beacon of Sustainable Development” held at the Jakarta International Expo Convention Centre and Theatre (JIEXPO) in Jakarta Indonesia. The CAFEO was attended by delegates from all ASEAN countries. Malaysian delegation was led by its IEM President, Ir. David Lai Kong Phooi while the Malaysia’s Young Engineers ASEAN Federation of Engineering Organisations (YEAFEO) delegation was led by IEM Young Engineers Section Chairman (YES), Dr Yew Weng Kean who is also the current YEAFEO Secretary- General. 37th CAFEO was organised in conjunction with the Indonesian Engineering Exhibition and the International Exhibition on Electrical, Power, & Renewable Energy Exhibition. The conference and exhibitions were huge success. The International exhibition showcased the latest development leveraging on engineering expertise, resources, idea, cutting-edge electrical technology and power machinery, equipment, as well as technology for power infrastructure development in Indonesia. Presidents of fellow AFEO member organisations also led their delegates to this auspicious event. 10 SEPTEMBER 2019 [ARRIVAL – WELCOME RECEPTION] There were more than 123 delegates from Malaysia, 161 delegates from Myanmar, 48 from Brunei, 235 from Philippines, 21 from Vietnam, 105 from Cambodia, 2 from Laos, 39 from Thailand, 29 from Singapore and 176 from Asian countries such as Japan and Taiwan as well as the local Indonesian engineers and general public. Delegates and participants joined in this annual conference to get to know new friends, renew old acquaintances, foster business networking efforts, building/maintaining friendship, sharing of experiences and challenges faced or to be faced. Participants from Indonesia were recorded at approximately 342 in numbers. A total of 1281 participants therefore attended CAFEO 37. 10 young Malaysian engineers gathered at KLIA 2 to depart for Jakarta that morning with another group of 20 departing from KLIA1. The remaining delegations from Malaysia were travelling to Jakarta at different time via the different airlines. Similarly, the delegates from other countries also depart on the same day but arriving in Jakarta at different time. By afternoon most of the delegations from Malaysia, Brunei, Myanmar have arrived at Jakarta and proceeded to check into their respective hotels. Nevertheless everyone arrived in time for the Welcoming Reception held at the Grand Mercure Hotel, Jakarta. For the Young Engineers from Malaysia after their check-in, the delegation went out for lunch at a nearby hotel before proceeding to the Convention Centre to check on the arrangement for the meetings and the room facilities that had been provided. The IEM President, Ir. David Lai Kong Phooi organised a special event and get together session for the Minister of Works Malaysia, YB Baru Bian and his wife, IEM President hosted a special dinner at the Restaurant Bunga Rampai in Jakarta. The other guests at this dinner included the IEM Hon Secretary, Ir. Mohd Khir bin Muhammad, Dato Ir. Lee Yee Cheong, YB Dato’ Seri Ir. Hj. Mohammad Nizar bin Jamaluddin (Exco Perak state), His Excellency Zainal Abidin Bakar, Ambassador of Malaysia to Indonesia, Ir. Habimoto Koesoebjono of PII, Dato Ir. Lim Chow Hock, AFEO Hon Advisor and their spouses. Also at the dinner were Y.Bhg. Dato’ Ir. Ahmad Murad Omar, IEM Vice President, Y.Bhg. Tan Sri Prof. Ir. Dr Mohd Zulkifli Bin Tan Sri Mohd Ghazali and Y.Bhg. Datuk Wira Ir. Md. Sidek Bin Ahmad, both of them members of BEM, Y.Bhg. Dato’ Azmir Merican, CEO, UEM Edgenta Berhad and Ir. Dr Tony Chan, COO, OPUS International [M] Berhad were also at the dinner. It was indeed a very sumptuous dinner with beautiful ambience . Meanwhile at 7.00 p.m., the CAFEO delegations arrived at the Grand Mercure Hotel, Jakarta for the Welcome Reception. During the dinner, the delegations were required to perform their national country performances and for this year Malaysia delegates prepared the “Jalur Gemilang” and “Keranamu Malaysia” with their Young Engineers performing a dance. IES also did a dance, while Philippines delegation did some line dancing and songs. Myanmar and Brunei sang with their best vocal. Prior to the country performance, the individual delegates were invited to the stage for some Karaoke session while others took to the dance floor. During the Welcome Reception, everyone had an enjoyable time sampling the varieties of local Indonesian food and cuisines as well as enjoying the songs sung by engineers from different member organisations and Asian countries. 11 SEPTEMBER 2019 [DAY 1] Opening and Expo The President of Indonesia, H.E Ir. H. CAFEO 37 Opening Ceremony All delegates attended this opening ceremony at the JIEXPO Convention Centre and Theatre. Many of the delegations stayed either at the Grand Mercure Hotel, Jakarta, Swiss Berlin Hotel or the Holiday Inn Express & Jakarta International Expo. The 4 AER NEWSLETTER • July - December 2020 young engineers especially those from the Malaysia delegation stayed at the Ibis Kemayoran Jakarta hotel and had to wake up early to experience the famous Indonesian public transport “Go-Jek”. They travelled by bike to the Convention Centre as pillion riders. After the opening ceremony, the President of Indonesia, HE Ir. H. Joko Widodo was conferred AFEO Distinguished Hon Patron. The AFEO Distinguished Honorary Fellows were also conferred upon Ministers from Indonesia, Malaysia, Brunei, Myanmar and Cambodia. (Ministers’ name were listed below) Later, the President of Indonesia was accompanied by, YB Tuan Baru Bian, Minister of Works, Malaysia; Y.Bhg. Dato Seri Setia Ir. Awang Haji Suhaimi bin Haji Gafar, Minister of Development, Brunei Darussalam; General (Ret.) H.E. Mr. ITH Samheng, Minister of Labour and Vocational Training Cambodia concurrently the Chairman of Council of BEC; H.E. Dr Myo Thein Gyi, Myanmar Union Minister, Ministry of Education; Honourable Luhut Binsar Pandjaitan, the Co-ordinating Minister for Maritime Affairs, Republic of Indonesia; Dr Ir. Siti Nurbaya Bakar, Minister of Environment and Forestry, Republic of Indonesia; Ir. Budi Karya Sumadi, Minister of Transportation, Republic of Indonesia and Dr Ir. Mochamad Basoeki Hadimoeljono, Minister of Public Works & Public Housing, Indonesia; all head of delegations and ASEAN leaders; to visit the Indonesia CAFEO Exhibition Booths. The AFEO member organsiations have their booths set up at this exhibition. IEM-AFEO booth had the honour of being visited by the Minister of Public Works & Public Housing, Dr Ir. Mochamad Basoeki Hadimoeljono together with his Deputy Minister Dr Ir. Dais H. Sumadilaga. Dr Ir. Mochamad Basoeki was glad that young engineers from ASEAN countries are participating in this important conference as he believed all youth will be the leaders of tomorrow to lead ASEAN countries forward to better achievements. He organised a sharing session the next day dedicated for all ASEAN young engineers to have a platform for them to share their knowledge and experiences. Similarly at the International Expo, with the support of MATRADE, the Malaysian delegation had a Malaysian Pavilion with 15 booths. Headed by Y.Bhg. Datin Rusiah, MATRADE (Malaysia) business networking sessions were conducted with the exhibitors. YB Tuan Baru Bian, Minister of Works, Malaysia visited and performed the opening ceremony for the Malaysia exhibition booths at the Expo. The CAFEO Technical sessions for the Authors’ Paper APresentation was also held concurrently. The paper presenters from different ASEAN countries also presented their papers for the conference at the same time in a separate hall. For the rest of the AFEO delegates, the AER Certificate Ceremony commence with presentation of certificates to the AER newly admitted members. The AER Head Commissioner gave out the certificates and medallions to the keen AER Members in the different grades who came from various ASEAN Countries to collect their certificates. The event ended with a simple dinner. YEAFEO Activities and Meetings All the representatives of the Young Engineers Section (YES) of the member organisations were involved in their activities which included, the YEAFEO Governing Board meeting.     Rilis PUPR #2 14 Desember 2017 SP.BIRKOM/XII/2017/608 Menteri Basuki Resmikan Pemutaran Pier HeaD Teknologi SosrobaHu Di Jalan Tol Layang Jakarta-Cikampek II Jakarta -- Menteri Pekerjaan Umum dan Perumahan Rakyat (PUPR) Basuki Hadimuljono meresmikan pemutaran perdana konstruksi pier head Teknologi Sosrobahu di Jalan Tol Layang Jakarta-Cikampek II yakni di Pier Nomor P.179 KM. 21+600, arah ke Cikampek, Rabu, (13/12/2017) malam. Selama pemutaran berlangsung tidak dilakukan penutupan lajur jalan tol sehingga kendaraan tetap dapat melintas. "Dengan mengucap Bismillahirahmanirahim, pemutaran perdana konstruksi pier head teknologi Sosrobahu kita resmikan dan semoga keberhasilan diikuti pula pemutaran berikutnya. Semoga Allah memberikan keselamatan pada kita semua," kata Menteri Basuki yang ditandai dengan acara penekanan tombol secara simbolis. Peristiwa tersebut kembali mengulang sejarah pada 29 tahun yang lalu, tepatnya tanggal 27 Juli 1988, pada saat teknologi Sosrobahu atau landasan putar bebas hambatan untuk pertama kalinya digunakan di Indonesia pada Jalan Tol Wiyoto-Wiyono. Teknologi yang ditemukan oleh Tjokorda Raka Sukawati menjadi kebanggaan dunia teknik sipil Indonesia yang terus dikenang hingga kini. Teknologi Sosrobahu menjadi jawaban atas sulitnya membangun kontruksi jalan di atas jalan yang sudah beroperasi dan padat volume kendaraan seperti halnya di Jalan Tol Layang Jakarta-Cikampek II. Dengan Teknologi Sosrobahu, pembuatan pier head dilakukan sejajar garis jalan sehingga tidak memerlukan ruang bebas yang luas dan setelah selesai dilakukan pemutaran. Bila memakai teknik konstruksi konvensional, dipastikan sebagian besar lajur jalan akan ditutup dan membuat kemacetan jalan lebih padat. "Waktu yang dibutuhkan memutar satu pier head 90 derajat selama 30 menit. Sangat cepat sekali dan tidak menggangu aktivitas di jalan tol.

Ganiron Jr Railway Technical Society of Australasia, New Zealand Graduate School of Engineering, Dela Salle University, Manila [email protected] Abstract In order to minimize traffic disturbance during the construction of flyover, the 450 tones pier head is turned 90 degrees. A device is used in Metro Manila Skyway Project in the Philippines. The Sosrobahu device is a hydraulic non friction rotating device; it is a flat jack with a diameter of 80 cm and place in the center of pier. The pier head is then cast over the pier parallel to road axis, oil is injected into the device until the force produced but the oil pressure nearly equals the weight of the pier head, then the pier head is turned 90 degrees. Oil pressure is then released and the gap injected with non-shrink grout. Four post-tensioned U cables of total ultimate capacity of 600 tones are then turned through the pier head and pier, post-tensioned and grouted. Introduction The Metro Manila Skyway project has been designated by the government as one of its priority flagship projects, largely due to its positive economic factors. The project aims to provide a vital link between Metro Manila and the regional growth centers in both the northern and southern areas of Luzon through an elevated expressway system connecting the South and North Luzon expressway from Alabang to Balintawak via the inner western corridor of Metro Manila.
