The Washoe County Library System’s mission is to make new technologies more accessible to the community through public computing stations, instructional classes and innovative programming.

The Washoe County Library System’s recently approved Strategic Plan illustrates plans to enhance and expand services including increasing the number of technology instruction classes and supporting upgrades to the public computing and instructional lab spaces. Please help the Washoe County Library System develop these plans by taking the Technology Training Survey, available through the month of April. Results of this survey will inform smart internal planning, strategy, and resource allocations. According to Washoe County Library System Director, Jeff Scott, “Collecting patron-level data on library technology use is tremendously beneficial to public libraries. Understanding our community’s unique technology needs is essential to providing patrons with useful technology services.” Director Scott continued, “With the completion of this survey, the community will also help the library increase advocacy strategies for developing sustainable funding sources for public access Internet services and resources.”

Overall, the goal is to better serve the community. The data will help document the Washoe County Library System’s ever-growing needs for technology and connectivity and help the Library System decide what type of equipment, databases, and programs to include in support of the community’s technology needs.

Please visit www. washoecountylibrary.us to complete the survey. All responses are anonymous. Thank you for helping the Washoe County Library System ****************************************************************************** On March 12, 2018, the Deputy Assistant Secretary for the Office of Native American Programs (ONAP) notified Tribal leaders of the U.S. Department of Housing and Urban Development’s (HUD) intent to develop regulations for the Section 184 Indian Housing Loan Guarantee (Section 184) program. The development of Section 184 regulations will be done through consultation sessions with Tribal Nations and Tribal Leaders at the beginning of the regulation drafting process in accordance with the HUD Government-to-Government Consultation Policy. Earlier in the year, HUD held two consultation sessions at the National Congress of American Indians (NCAI) 2018 Executive Council Winter Session and the National American Indian Housing Council (NAIHC) 2018 Legislative Conference.

Tribal Leaders or their designee are invited to consultation sessions in each of the ONAP regions to express their comments on Section 184 regulations to HUD. The session dates and locations are listed below.

• The United Native American Housing Association (UNAHA) Annual Meeting at Holiday Inn Lakewood in Lakewood, CO, April 9, 2018 • An Association of Alaska Housing Authorities' (AAHA) meeting and webinar at AAHA offices in Anchorage, AK, April 9, 2018 • The Northwest Indian Housing Association (NWIHA) Quarterly Meeting at Coeur d’Alene Resort Casino in Worley, ID, April 17, 2018 • The Southern Plains Indian Housing Association (SPIHA) Spring Meeting at the Hard Rock Hotel in Catoosa, OK, April 19, 2018 • The Tribal Self-Governance Annual Consultation Conference at the Albuquerque Convention Center in Albuquerque, NM, April 24-25, 2018 Additional information for each consultation session is posted on theONAP Section 184 Consultation website. At each session, HUD officials will provide a brief overview of the Section 184 program, and then accept comments from Tribal Leaders or their designees, as well as other attendees.

HUD prepared a “read-ahead” document for those interested in participating in the consultation sessions. The read-ahead document is attached to this email, is posted on the ONAP website, and will be available in hard copy at each session. It provides background on the Section 184 program and highlights topic areas that HUD is considering addressing in regulations.

In addition to participating in the regional consultation sessions, Tribal Leaders are encouraged to submit comments on developing Section 184 regulations [email protected].

Input from Tribal Leaders is essential to developing regulations for the Section 184 program. The ONAP staff look forward to hearing from you at the upcoming consultation sessions. Thank you for your continued partnership and collaboration in the effective delivery of HUD's programs.

There are items on the Planning Commission's agenda next week, April 10, specifically items 35 and 36 (GPA-72732 and ZON-72733) for a development proposal regarding 44 acres near the Tule Springs National Monument.
