A REGULAR MEETING OF THE YORK COUNTY SCHOOL BOARD OF YORK COUNTY, VIRGINIA WAS HELD AT YORK HALL 301 Main Street, Yorktown, VA MONDAY, JANUARY 23, 2012 7:00 P.M. PRESENT: MRS. BARBARA S. BETTE MAGAO, SECRETARY III MRS. SANDY FORD, CLERK I. Mrs. Haywood called the Regular Meeting to order at 7:00 p.m. and welcomed Mrs. Cindy Kirschke and introduced Sandy Ford. II. PLEDGE OF ALLEGIANCE Isaiah Sturch, a 5th grade student at Bethel Manor Elementary School, led the Board in the Pledge of Allegiance. III. RECOGNITIONS AND AWARDS a. Seniors of the Month: The following students were recognized for their achievements: Bruton High: Amber Parrott (Mrs. Haywood); Grafton High School – Peter Hoeun Park (Mrs. Kirshke); Tabb High School – Leigh Ann Soistman (Dr. George); and York High School – Brad Myers (Mr. Medford). b. Student Service Awards: Mrs. Barbara S. Haywood presented Bianca Velez (Bethel Manor Elementary School), and Nicole Bergeron (York River Academy) with a plaque in recognition of their award. January 23, 2012 Regular Meeting Minutes Page 2 of 5 c. Community Volunteers of the Month: Mrs. Barbara Haywood presented Mrs. Rachel Sandekian (Bethel Manor Elementary School) and MSgt. Songthara Omkar (York River Academy), with awards relating to their volunteerism. d. York Foundation for Public Education (YFPE) Presentation: Mr. R. Page Minter asked Ms. Myrtle Soles, YFPE Board Member, to come forward to present a Wal-Mart gift certificate on behalf of the York Foundation for Public Education, Inc. and in partnership with the York County Wal-Mart store to the Pledge Leader and Student Service recipients. e. Mr. Medford was recognized for two years of service as Board Chair and received a plaque and gavel. Mrs. Barbara Haywood extended a personal thank you. f. Mrs. Haywood declared a short recess at 7:27 p.m. for the Board to meet tonight’s award recipients. Mr. Medford reconvened the meeting at 7:39 p.m. IV. UNFINISHED BUSINESS: None. V. PRESENTATIONS a. Accent on Academics. Representatives from Tabb Middle School spotlighted two of its most popular elective classes for middle school students; Forensics Science and Criminal Justice. b. Construction Report. Dr. Williams introduced Mr. Mark Tschirhart, Associate Director of Maintenance and Facilities Support. Mr. Tschirhart presented information regarding construction at Dare Elementary School. c. PUBLIC FORUM ON FY13 PROPOSED OPERATING BUDGET After introductory comments from Dr. Williams, the following citizens spoke relating to the FY13 Budget. Carol Bauer spoke regarding “Read Across America” and the importance of having volunteers read to students. VII. MATTERS BY BOARD MEMBERS a. Mrs. Haywood thanked all citizens and students for comments and echoed comments of Board Members stating they will continue their efforts in working with the Board of Supervisors. b. Mr. Minter expressed gratitude to all speakers. Commented he will continue to evaluate data when making decisions. He expressed appreciation to all those who participated in the Science Fair and gave thanks to Mark Medford for his service to the Board as Chair. c. Mrs. Kirschke stated this was her first official meeting and thanked the citizens for electing her to District Two. Shared comments regarding Hybrid 4X4. d. Mr. Medford thanked the Board members for the plaque and expressed appreciation for the opportunity to serve as the Chair for the past two years. Shared comments regarding the budget and thanked all the students who shared input on the Hybrid 4x4. VIII.FINANCIAL MATTERS Mr. Minter summarized the items under financial matters: a. Approval of Claims Certified for Payment for January 2012. b. Financial Reports c. Consideration of approval of Resolution No. 12-03, A Resolution Authorizing Specific Procurement. A motion was made by Mr. Minter and seconded by Dr. George to approve Financial Matters. Motion passed 5-0. IX.CONSENT CALENDAR Mr. Medford reviewed the items on the Consent Calendar: a. Approval of Personnel Actions . b. Approval of motion for overnight field trip for the York High School National Art Honor Society to New York Museums. c. Approval of Donations totaling $3,218.53. A motion was made by Dr. George and seconded by Mr. Medford to approve the Consent Calendar. Motion passed 5-0. X.ACTION ITEMS a. Consideration of Approval of a Proclamation for Career and Technical Education Month, February, 2012. A motion was made by Mr. Minter and seconded by Mrs. Kirschke to approve the Proclamation of Career and Technical Education Month. Motion passed 5-0. b. Consideration of Approval of a Proclamation for National School Counseling week, February 6-10, 2012. A motion was made by Mrs. Kirschke and seconded by Dr. George to approve the Proclamation for National School Counseling week, February 6-10, 2012. Motion passed 5-0. c. Consideration of Approval for a Proclamation for Read Across America Day, Friday, March 2, 2012. A motion was made by Mrs. Kirschke and seconded by Mr. Minter to approve a Proclamation for Read Across America Day, Friday, March 2, 2012. The motion passed 5-0. A motion was made by Mr. Medford and seconded by Mr. Minter to approve a Proclamation for Principal Appreciation Week, February 5-11, 2012. The motion passed 5-0. XI.POLICY REVIEW AND APPROVAL a. Discussion - none b. First Reading - none c. Second Reading (Action) XII.REPORT OF THE SUPERINTENDENT The Superintendent shared comments regarding a visit by New Kent County staff member to Mount Vernon School to see instructional approches relating to literacy. Dr. Williams shared closing comments regarding time and date for the next work session schedule and the upcoming budget presentation.
