The Hague, 13 March 2012 File no. #599702 Europol cooperation with the United States Department of Homeland Security (DHS) Following a series of bi-lateral meetings between Europol and the DHS, a short- term joint activity was initiated aimed at exploring opportunities to share best practice and lessons learned in countering violent extremism (CVE) and in setting up and maintaining fusion centres. The activity mainly comprises a series of trans-Atlantic video conferences between EU and US specialists and bi-lateral visits to coordination, or fusion, centres. Some subjects in which the DHS are active are grouped as set out below: 1. Case Studies: Analyses of the Oslo attacks will be prepared by the DHS in coordination with the […] and shared with state and local law enforcement (SLLE) officials in the US and Europe via briefings. 2. Training: Analysis will be conducted of all existing training curricula being used by US and EU officials for CVE. Fusion Centres: In coordination with […], successes, challenges and recommendations for enhanced fusion centre processes will be identified, examined and shared. For its part, Europol has agreed to cooperate with the DHS in facilitating engagement with the EU around these topics. In order to action a set of deliverables, Europol will organise a series of events and conference calls that will seek to involve Member States that have experiences in the subjects covered and who can offer feedback on best practices and lessons learned. The main deliverable following this ad-hoc activity will be reports from Europol and the DHS through their respective Management Board procedures with recommendations for possible future cooperation activities on countering violent extremism.
