    Organizational Forms in Professional Cycling – Efficiency Issues of the UCI Pro Tour Luca Rebeggiani§ * Davide Tondani DISCUSSION PAPER NO. 345 First Version: August 2006 This Version: July 2007 ISSN: 0949–9962 ABSTRACT: This paper gives a first economic approach to pro cycling and analyses the changes induced by the newly introduced UCI Pro Tour on the racing teams’ behaviour. We develop an oligopolistic model starting from the well known Cournot framework to analyse if the actual setting of the UCI Pro Tour leads to a partially unmeant behaviour of the racing teams. In particular, we show that the blamed regional concentration of their race participation depends on a lack of incentives stemming from the licence assignation procedure. Our theo- retical results are supported by empirical data concerning the performance of the racing teams in 2005 and 2006. As a recommendation for future improvements, we derive from the model the need for a relegation system for racing teams. ZUSAMMENFASSUNG: Der Aufsatz stellt die erste ökonomische Analyse des professionellen Radsports dar. Er analysiert insbesondere die Anreizwirkungen der neuen UCI Pro Tour auf Teams und Fahrer. Ausgehend von dem bekannten Cournot-Ansatz entwickeln wir ein einfaches Oligopol-Modell, um zu untersuchen, ob die der- zeitige Pro Tour-Organisation zu einem unerwünschten Verhalten der Teilnehmer führt. Wir zeigen, dass insbe- sondere das Problem der geographischen Konzentration der Rennteilnahmen der Teams von den mangelnden Anreizen abhängt, die vom jetzigen Lizenzvergabesystem ausgehen. Unsere theoretischen Ergebnisse werden durch empirische Daten aus der Pro Tour 2005 und 2006 gestützt. Als Empfehlung für zukünftige Entwicklun- gen leiten wir aus dem Modell die Notwendigkeit einer Öffnung der Pro Tour ab, mit Auf- und Abstiegsmög- lichkeiten für Rennteams.

The results are a joint-effort of the STARTER and SEEMORE project. For an uniform input for state-of-the-art-review a template was developed. The composition of the template is specified in this report. Identified mobility policies of different countries are described shortly. An overview of the measures shows which modes of transport are affected by these policies. The system has been configured according to the specifications of the UIC (International Union of Railways), and has been used successfully for some time now. Some of our customers have now asked for official certification of wheel slide protection. For this reason, in autumn last year we decided to certify the system in line with UIC leaflet 541-05. To guarantee independent assessment of the system, the UIC assembled a team of experts to accompany coordinated certification and to assess the system. These are renowned brake experts from the Austrian Federal Railways (ÖBB), German Railways (DB AG), Dutch National Railways (NSS) and Swiss Federal Railways (SBB).

Tom Stubbe aangeworven (27-12-2004) Na het afhaken van Paul Van Hyfte werd Tom Stubbe aangeworven als 23ste renner van de wielerploeg Chocolade Jacques - T Interim. De renner werd voor een periode van 2 jaar aangeworven. Paul Van Hyfte stopt met koersen (19-12-2004) Tijdens de groepstraining van donderdag 16 december bereikte ons het verrassende nieuws dat Paul Van Hyfte met onmiddellijke ingang een punt zet achter zijn loopbaan als professioneel wielrenner. Pol debuteerde in 1994 als prof bij onze ploeg en neemt nu ook afscheid van het actieve wielrennen vanuit de ploeg. Tussenin kende Pol een geslaagde loopbaan in dienst van Lotto en CSC. Hij won de Schaal Sels te Merksem (2001), het Kampioenschap van Vlaanderen te Koolskamp (2001) en de Tritsaertprijs te Zottegem maar was vooral een trouw en gewaardeerd helper. Pol heeft zich veel weggecijferd voor beschermde pionnen zoals Tchmil en Jalabert. In zijn jaren bij Lotto en CSC reed hij in totaal 6 keer de Tour en 1 keer de Vuelta uit. In 2002 leverde Pol ruimschoots zijn bijdrage aan een voor CSC sportief geslaagde Tour. Hij deelde er zelfs de kamer met Jalabert en was in de ploegentijdrit één van de besten bij de rood-witten.
