Quorum present. Invocation. Reverend William Debrot, United Methodist Church, opened the meeting with prayer. CONGRATULATIONS EXTENDED TO VEHICLE STICKER CONTEST WINNER. Honorable Jane M. Byrne, Mayor, and Honorable Walter S. Kozubowski, City Clerk, presented to the City Council, Laura Debrot, of Carl Schurz High School, as the winner of the Vehicle Sticker Drawing Contest. Miss Debrot was presented with a Certificate of Recognition and a savings bond, and the school was presented with art supplies. Miss Debrotji thanked the Mayor, the City Clerk, and the City Council for the honor accorded her. The Mayor also introduced Miss Debrot's father. Reverend Debrot, Carline Strong, her art teacher and Gerald A. Gallagher, Principal of Carl Schurz High School. Miss Debrot was warmly applauded by all the Members of the City Council and assembled guests.     Traffic Impact Study Wolf Point Development Chicago, Illinois Prepared for Hines Submitted by: Kenig, Lindgren, O’Hara, Aboona, Inc. November 8, 2012 Introduction This report summarizes the methodologies, results, and findings of a traffic impact study conducted by Kenig, Lindgren, O’Hara, Aboona, Inc. (KLOA, Inc.) for the proposed Wolf Point Development to be located in Chicago, Illinois. The site is bounded by the Apparel Mart building/Kinzie Street to the north, the Chicago River to the west and south, and Orleans Street to the east. Figure 1 shows the location of the site in relation to the area street system and Figure 2 shows an aerial view of the area. The development proposes three towers. • West Tower (Site A) - A residential tower providing approximately 500 residential units and 200 parking spaces for residents. • South Tower (Site B) - An approximate 1.8 million square-foot mixed-use tower with 1.2 million square feet of office space, approximately 600 residential units, and 400 parking spaces for the tower residents and employees. • East Tower (Site C) - An office tower with approximately 1.5 million square feet of space and 200 parking spaces for employees. The West (residential tower), South and East Towers will only have one full inbound and outbound access via the existing driveway (Wolf Point Plaza) off Orleans Street opposite South Mart Drive. The existing Kinzie Street private access drive located west of the site will be restricted to only service related traffic associated with the buildings adjacent to Wolf Point and truck traffic traveling to/from the West and South Towers of the Wolf Point Development.

    in coordination with Impacts service March 1-11 and April 26-May 6 • Train service will be temporarily suspended between the Mart and the Loop for two 9-day periods, with additional service impacts on the Loop ‘L’ on weekends • Red and Brown line riders may experience more crowded trains and longer travel times, particularly during weekday rush periods • In the peak of the rush period, we recommend leaving early or late, or using alternatives As part of the Chicago Department of Transportation’s (CDOT) ongoing reconstruction of the Wells Street Bridge over the Chicago River, we’ll need to temporarily cease train service on the bridge for two 9-day periods: from 10pm, Friday, March 1 through 4am, Monday, March 11; and again 10pm, Friday, April 26 through 4am, Monday, May 6. To assist our riders, we’ve developed a comprehensive alternative service plan incorporating additional bus service, shuttle buses, some rerouted trains, and a Loop shuttle train to alleviate some of the tempo- rary inconveniences for both weekday and weekend riders. During these periods, CTA train service will be significantly impacted, including reduced capacity on the Red and Brown lines during the peak of the rush period. CTA strongly encourages its riders to plan ahead for longer commutes by leaving earlier, changing travel patterns or consider alter- native service. While CDOT closes the 90-year-old Wells Street Bridge for an extensive reconstruction—rebuilding one leaf of the bascule bridge during each 9-day segment—we’ll be performing needed replacement of tracks on and near the bridge that will increase safety and reliability for riders and is part of the CTA’s $33.8 million Loop Track Renewal project launched in March 2012.
