Administrative Training Initituie ^ ^ 395—400 NIEPA DC II' D06137 CHAPTER—X : SOCIAL SERVICES INCLUDING EDUCATION, ETC, GENERAL EDUCATION 1. introduction The State (Government has spelled out the priorities and objective* in the ‘State White Paper on Education’, within the broad parameter of the National Policy on Education. A number of steps already been initiated for impleraentation of the policy laid down in the White Papcir to make the system more functional and useful- The State Governmcnt’a decision to manage Primary Schools either alone or concurrently with District Councils ushered a new era and removed uncertainity prevail­ ing for about a decade. As the begining has to be made almost from a scratch, it has devolved higher responsibility and liability. The State Government has passed Meghalaya Board of Primary Education Act recently, to Regulate and Control Primary Education in the State. A policy of selective assistance has helped in cheeking the number of Primary Schools. There has been only 3 per cent'increase in number of Primary Schools, between 4th and 5th Survey. The State has not switched over to the national pattern of education (10+24-3) pattern. It is imperative to fall in line with all India pattern. This will en'ail complete restructuring of the existing pattern of educa­ tion involving substantial investment both financial and human resources, since at least one or more clashes has to be tagged with the Primary and Middle Schools numbering over 4000. Simila»Iy, the responsibility for management of -\-2 or Highey Sec­ ondary Stage has to be taken over from the University, This will entail delinking of existing Pre-University course (+2) from the college and constituting Higher Secondary Course ^Class XI and XII) under School Board. This will require upgradalion #f High School to Higher Secon­ dary ^Stage and making provision for about 9000 students currently enrolled in P. U. Course in Colleges. It is also pr<5posed to introduce Vocational Education at the +2 stage^ once the +2 or P. U. Course ii taken over from the N. E. H. U. Along with restructuring the system of education the syllabi and curriculum prevalent about decades are being revised on the pattern of National Core Curriculum. This will require preparation and pro­ duction of lext-books in about five to seven languages, which arc medium of instruction at various stages of School Education. The University (NEHU) is switching over to the three years Degree Course with richer curriculum ron'ent. This will involve additional liability to provide additional facilities to the college like teaching staff, Laborataro, Library etc. An integrated or amalgamated schools system will be established at different levels to facilitate pooling of physical and human resources and optimum utilisation with a view to increase retentive power of the -«ehools and to contain high rate of drop-out. Another important factor was that of the negligence of the national parties in the development of the region and the ever-increasing centralized tendency has become the primary reasons for the emergence of regional political parties in the state. This investigation tries to draw out reasons on the evolution of regional political parties in Meghalaya The study had examined and evaluated the emergence of regional political parties, programmes, role and their contribution to the formation of Coalition Government in Meghalaya during the period from 1972-2013. The idea of Coalition is an act of uniting into one body or to grow together. Meghalaya was inevitable from the detrimental effect of Coalition Government because no single political party is able to secure a working majority in the house on account of the presence of the multi party system.

No.: +91- 8787448383 Abstract: Shillong, the capital city of Meghalaya has undergone substantial change both in structure and character. Over the years, there has been a gradual increase in the population of Shillong from about 223366 in 1991 to over 267662 in 2001 and further to 354759 in 2011 (Census Reports 1991, 2001 and 2011). Number of vehicles registered per year has also shown an increasing trend. The road density of Shillong is also very low compared to other cities of the country, which thereby leading to the problem of traffic congestion. Unplanned growth of educational institutions and administrative centres across places within the town further aggravate the existing traffic congestion problem during school or office opening and closing hours. Thus, this paper tried to examine the spatio-temporal analysis of vehicles to understand the nature and pattern of traffic flow and also to capture the major classification of vehicles in the city. Results showed that spatio-temporal analysis of traffic congestion across five selected locations revealed that congestion is highest in Dhankheti intersection, followed by Mawlai and Garikhana. In terms of composition of vehicles across all locations, four-wheeler cars are found to dominate the scenario, which is followed by 2- wheelers and buses.

Baruah NEIDS, North-East Hill University (Shillong, India) Ethnic conflicts have been plaguing the North Eastern states of India. The situation is so serious that in April 2000, while inaugurating a seminar, the Governor of Meghalaya pointed out that each community of the region was involved in violent conflicts with one or more of the other communities. He maintained that this violence was affecting the everyday life of the ordinary citizens in a manner that threatened their rights as members of a democratic society.2 What effect do these conflicts have on democratic governance? Are these conflicts related to the problems arising out of the introduction of modern democratic governance in traditional societies? How is tradition responding to modern governance? Many of the ethnic communities of the region are rooted in traditional tribal cultures, which some sections zealously guard.
