We serve the interests of consumers and businesses across the UK’s nations and regions, through our work in mobile and fixed telecoms, broadcasting, spectrum, post and online services. Over the past year we have learned that being connected is everything. High-quality, reliable communications services have never mattered more to people’s lives. But as consumers shift their habits increasingly online, our communications sectors are transforming fast. It is an exciting moment for our industries and for Ofcom as a regulator - it requires long-term focus alongside speed and agility in response to change. Against this backdrop our statement sets out our detailed goals for the coming financial year, and how we plan to achieve them. On telecoms, Ofcom has just confirmed a new long-term framework for investment in gigabit- capable fixed networks. In the coming year, we will shift our focus to support delivery against this programme, alongside investment and innovation in 5G and new mobile infrastructure. Following legislation in Parliament, we will put in place new rules to hold operators to account for the security and resilience of their networks. -

Jersey Competition Regulatory Authority (“JCRA”) Decision M622/10 Acquisition of Virgin Media Television Rights Limited and Virgin Media Television Limited by British Sky Broadcasting Group plc The Notified Transaction 1. On 13 August 2010, the JCRA received an application (the “ Application ”) for approval under Articles 20 and 21 of the Competition (Jersey) Law 2005 (the “Law ”) concerning the acquisition of Virgin Media Television Rights Limited and Virgin Media Television Limited, together with the rights to all assets used exclusively in the Virgin Media television business acquisition (together: “VMTV ”) by British Sky Broadcasting Group plc (“ Sky ”), through the intermediary Kestrel Broadcasting Limited. 2. The JCRA published a notice of its receipt of the Application in the Jersey Gazette and on its website on 17 August 2010, inviting comments on the Acquisition by 31 August 2010. During this period, the JCRA received one written submission concerning the Acquisition. This submission is discussed in more detail in paragraph 29 below. In addition to public consultation, the JCRA conducted its own market enquiries concerning the Acquisition. 3. In addition to Jersey, the parties stated that the acquisition had been notified with the relevant authorities in the UK and the Republic of Ireland. On 29 June 2010 the Irish Competition Authority approved the Acquisition. The JCRA has had contact with the Office of Fair Trading (“ OFT ”), the UK authority, regarding the acquisition. The worldwide turnover in the year ending June 2009 was approximately £5.4 billion. -

Sky Chooses Vizrt for Stereo 3D Channel Bergen, Norway, March 23, 2010. Vizrt Ltd. (Oslo Main List: VIZ) Sky Sports today announced that it has chosen Vizrt as the core graphics platform for its 3DTV channel, due to launch in April. Darren Long, Sky Sports’ Director of Operations described his reasons for the decision, “We have worked with Vizrt for more than ten years. They have supported us with excellent graphics for our SD sports coverage, then later for HD and now they will do so again for 3D. Vizrt has always been a real-time 3D system and this meant it was easy for our designers to convert Sky Sports’ current HD designs to their stereo 3D equivalents. The results are stunning and the graphics drew special attention from viewers when we recently ran our world’s first stereo 3D football match trial. I am sure that Vizrt’s graphics will enhance our new 3D channel, just as they do for all our other channels.” The stereoscopic Vizrt system uses a Viz Trio CG operator interface, controlling a Viz render engine PC. This powerful graphics engine uses two graphics cards and the separately rendered HD channels for each eye are synchronised by a new application developed for the process. The stereoscopic convergence point and depth are also adjustable on the fly to allow for changing camera views. The system can also be driven by GPI triggers from the vision- mixing desk. Vizrt UK’s Managing Director, Rex Jenkins added, “Sky Sports demands the highest quality from its graphics systems and we are glad to meet their needs. -
