The Reinvention of the Soldier-Emperor Under Heraclius Chapter 9 The Reinvention of the Soldier-Emperor under Heraclius Theresia Raum 1 Introduction In 611, the Sasanian Persians continued their longstanding attack on the East- ern Roman Empire and led an army into Asia Minor. Under the command of General Shahin, they captured the city of Caesarea, the most important mili- tary base in Cappadocia. They managed to occupy the city for several months until they were surrounded by the Roman troops of general Priscus, the com- mander of the expeditionary forces in Asia Minor. The besiegers were now besieged and soon found themselves in a predicament as they suffered from a lack of food and fodder. In the summer of 612, the Persians managed to escape the encirclement. The Romans, briefly confident of victory, were outwitted and beaten.1 The events in Caesarea resulted in great frustration among the Roman population; in particular, the Emperor Heraclius, who had recently gained the throne, must have felt resentment towards Priscus and blamed him for the fail- ure. The Emperor’s resentment towards the general, however, may have had a personal dimension. According to the Chronicler Nikephoros, earlier in 612, he had left Constantinople and joined Priscus in Caesarea to discuss the military situation in person. Priscus had then showed more than simple reluctance. He first pretended to be ill, and even upon receiving Heraclius, he said directly to the latter’s face that an emperor should not go to war, but stay in his palace and delegate military matters to his staff.2 This anecdote is reported by Nikephoros’ short history written at the end of the 8th century. Although it might be an anachronism, there is no reason to distrust Nikephoros. Priscus dared to criticize the emperor and managed to have him return to Constantinople, without having achieved anything – a humiliation in front of both the army and the urban elites, which may have seriously damaged Her- aclius’ authority had he not resolved to dismiss Priscus shortly after.4 Yet, it is clear that the general’s accusations did little more than echo the common opinion of his time. For centuries no Roman emperor had left the capital city of Constantino- ple to campaign in person, the last being Theodosius i at the end of the 4th century.5 To be more precise, Emperor Maurice had tried to break with this tradition and personally led a campaign around 590, which he, however, aban- doned before any contact with the enemy due to strong adversities.6 Hera- clius’ break with tradition and personal engagement in battle in his campaigns against Persia is regularly commented upon in modern manuals and scholarly assessments of that emperor’s military achievements.7 His decision to leave the capital for military purposes, however, offers more than a glimpse of his personality, but had wide-ranging implications for Eastern Roman emperor- ship. In fact, it ended a system of capital-based rulership, which had bound emperors, since Arcadius, to influential stakeholders in Constantinople.8 At the same time, it reintroduced a practice that had been common for emperors in the 3rd century and was continued again by Heraclius’ successors.     The Crucial Development of Heavy Cavalry under Herakleios and His Usage of Steppe Nomad Tactics Mark-Anthony Karantabias The last war between the Eastern Romans and the Sassanids was likely the most important of Late Antiquity, exhausting both sides economically and militarily, decimating the population, and lay- ing waste the land. In Heraclius: Emperor of Byzantium, Walter Kaegi, concludes that the Romaioi1 under Herakleios (575-641) defeated the Sassanian forces with techniques from the section “Dealing with the Persians”2 in the Strategikon, a hand book for field commanders authored by the emperor Maurice (reigned 582-602). Although no direct challenge has been made to this claim, Trombley and Greatrex,3 while inclided to agree with Kaegi’s main thesis, find fault in Kaegi’s interpretation of the source material. The development of the katafraktos stands out as a determining factor in the course of the battles during Herakleios’ colossal counter-attack. Its reforms led to its superiority over its Persian counterpart, the clibonarios. Adoptions of steppe nomad equipment crystallized the Romaioi unit. Stratos4 and Bivar5 make this point, but do not expand their argument in order to explain the victory of the emperor over the Sassanian Empire. This city became the capital of onehalfof a divided Empire, and as most of the Western half was gradually overrun and fell to `barbariuns'from outside the Empire during the next 150 years, Constantinople became the centre forthesurtrival of `classical' culture. The Byzantine Empire slowly changed, of course, being affected by the emergence ofMedievalEurope to the Westand oflslam to the East andSouth, but despitethepressuresfromthesetwopotentaenemies, the essential culture ofearly Byzantium adhered to Roman traditions, particularly in art, architecture, and all other applied arts, such as coinage. He fought against several barbar- ian towns, some of which were dominated and from others he was expelled. He thus reincorporated big land extensions into the Byzantine Empire. The Italian Peninsula, the Mediterranean Coast of Africa and the High Armenia are some of the most significant treasures acquired by Justinian I. He also estab- lished a system of fortifications in the Balkan borderlands to prevent slaves and Avars from attempting invasion. Such achievements resulted in the exhaustion of the Estate resources and that made it impossible to face the Persian armies, who were guided by Chos- roes I and entered the East Frontier in the Byzantine Empire. The invasions began in 545 when Justinian was over sixty. So, tired as he was, he preferred to negotiate peace with the Persians. The Treaty was revewed several times up to 562 when peace of 50 years was arranged. Those peace treaties benefited Persia because they stipulated Byzantium had to pay an annual tribute. After Justinian I's death in 565, Byzantine Emperors of the second half of the Sixth Century faced the difficult task of governing a State whose weak economy obstructed the development and undermined the stability of society. The Emperors had to choose between paying tribute to Persians or increasing taxes to their citizens in order to pay for a war that would free them of the con- tracted responsibilities with the Persian Empire.

    The Theban Legion (also known as the Martyrs of Agaunum ) figures in Christian hagiography [1] as an entire Roman legion — of "six thousand six hundred and sixty-six men" [2] — who had converted en masse to Christianity and were martyred together, in 286, according to the hagiographies of Saint Maurice, the chief among the Legion's saints. Their feast day is held on September 22. The account According to the legend related ca. 443–450 by Eucherius of Lyon,[3] the garrison of the Legion was the city of Thebes, Egypt. There the Legion were quartered in the east until the emperor Maximian ordered them to march to Gaul, to assist him against the rebels of Burgundy. The Theban Legion [4] was commanded in its march by Saint Maurice (Mauritius), Candidus, Innocent, and Exupernis (Exuperius), all of whom are venerated as saints. At the Swiss town of Saint Maurice-en-Valais, then called Agaunum, so it was said, the orders were given— since the Legion had refused to a man, to sacrifice to the Emperor— to "decimate" it by putting to death a tenth of its men. This act was repeated until none were left. According to a letter from Eucherius, bishop of Lyon written about 450, bodies identified as the martyrs of Agaunum were discovered and identified by Theodore (Theodulus), the first historically identified Bishop of Octudurum, who was present at the Council of Aquileia, 381 and died in 391. The basilica he built in their honor attracted the pilgrim trade; its remains can still be seen, part of the abbey begun in the early sixth century on land donated by King Sigismund of Burgundy.
