In early 2020, Australia was ravaged by fires that can be explicated not merely as the result of global warming but also as the effects of economic exploitation with all its implications of social and racial injustice. The following worldwide spread of SARS-CoV-2 has led not only to unprecedented restrictions in modern academic life – including the cancella- tion of the 2020 German Australian Studies conference – but it has also shown the intricacies between questions of ecological sustainability, social justice and the exploitation of resources. Persisting and tenacious yet equally malleable and adaptable, narratives of race and racism have infiltrated the debates around socio-ecological disasters and health protection, while at the same time exhibit- ing extant patterns of prejudice. Think of higher mortality rates among socially disadvantaged groups, for one, or the re-awakening of fantasies of nationalist protection. The fears of imported diseases, it can be argued, mirror the fears of a dissolution of national integrity. Historically, references to physical health and disease indeed acted as inte- gral devices to script racialised bodies, with the in-group considered the epitome of utmost health and the subjected out-group inscribed with plagues they were said to be carrying over centuries. To take an admittedly extreme example from German history, as Bernd Gausemaier outlines, Jewish people, since ostensibly exposed to tuberculosis in the past, were classified as resistant transmitters of tuberculosis under Nazism.1 Although most contemporary debates deviate in tone and effect from such radical concepts, they can still hint at similar, if not common, origins. The unearthing of such origins as well as their resonance in the present can hardly be wholistic and straightforward, but rather partial. Race, gender, nation, sexuality, Indigeneity, dis-ability, to name a few, are not isolated socio-historical categories, but entangled. Their analytical disentanglement is a matter of complexity through time and space. An innovative approach to the very disentanglement can be achieved through decidedly trans-national and trans-historical lenses. While the following arti- cles do not systematically combine the three aforementioned subjects per se and while not all of them are strictly trans-national, it is their combined reading that can result in radical interventions in social categories. Contemporary bush fires, for instance, can be related to concepts of race and racism, as much as the trans- lation of Indigenous literature can evince the national and historic shifts in racial narratives. And Australian discourses around the current pandemic, it seems, resemble those of the Spanish Flu of 1918/19 – rhetorics of nationalism and race included. We hope this may lead to a broadening not only of individual interest but also of insight to how much seemingly unrelated subjects can exhibit striking relatedness. Hund, Stefanie Affeldt ‘Racism’ Down Under The Prehistory of a Concept in Australia Abstract: The conceptual history of ‘racism’ is hitherto underdeveloped. One of its assertions is that the term ‘racism’ originated from a German-centric critique of völkisch and fascist ide- ology. A closer look at the early international usage of the categories ‘racialism’ and ‘racism’ shows that the circumstances were much more complex. Australia lends itself for validation of this complexity. It once shared a colonial border with Germany, had a substantial number of German immigrants, and, during both world wars, was amongst the opponents of Germany. Even so, the reference to Germany is only one of many elements of the early concept of ‘racism’. Racism is older than its name.1 Depending on the interpretative approach, the difference ranges from decades to centuries. Moreover, the conceptual history of ‘racism’2 is a desideratum. Despite the current omnipresence of the term, its etymological emergence and intellectual development are mostly unexplored. This has found widespread expression in the fact that, until today, ‘racism’ is often considered an exonerative term for a kind of racial thinking purportedly not affected by it. This observation applies to early attempts of distinction between race theory and racism that were meant to rescue racial thinking as value-neutral scientific consideration. It also applies to later analyses that consider ‘racism’ as a reaction to the Nazis’ discrimination of parts of the white race. The background of such discursive strategies is observable in the entry “Rasse” [‘race’] in ‘Geschichtliche Grundbegriffe’ [Basic Concepts in History], a principal work of conceptual histo- ry. 3 It was edited by three conservative historians, Otto Brunner, Werner Conze, 1 In the current discussion of the history of racism (which does not deal with the conceptual history), the following positions are, amongst others, taken: – a.     Z f A /ASJ 30/2016 | 5 From the editors of this issue In reference to the recent awareness of “the growing use of the idea of ‘entanglement’ as a key theoretical term in the humanities and social sciences” this issue reflects the increasing challenge “to move away from narrowly defined ‘national’ histories towards an understanding of [Australian] History [and presence] as an interlinked whole where identities and places are the products of mobilities and connections”.1 We take up this flexible approach to gain a deeper understanding of a spectacular experiment which ended in a clash of cultures but also led to transcultural collaboration. It was the result of European ‘entanglement’ overseas, that is, Europe’s presence among Indigenous populations and its invasive influence on these societies. Like elsewhere, the colonial past is still present today in Australia and former colonial power relations continue to have an impact in the present. This causes never-ending intricate debates on the historical, political, social, cultural and legal circumstances of European settlement in Australia. Today’s coexistence of Indigenous people and new Australians of diverse backgrounds is determined by hidden implications, outspoken arguments, and concessions not yet achieved within the fragmentary context of these debates. As a result, the colonial legacy remains in the widest sense a controversial issue for politicians and academics, and this in all her facets. Academic research, therefore, will always reflect contested views on the colonial era of intercultural encounter. This also applies to the perception of the Indigenous peoples’ joint efforts to save their culture in a postcolonial context.

  • Parramatta's Archaeological Landscape
    Parramatta’s archaeological landscape Mary Casey Settlement at Parramatta, the third British settlement in Australia after Sydney Cove and Norfolk Island, began with the remaking of the landscape from an Aboriginal place, to a military redoubt and agricultural settlement, and then a township. There has been limited analysis of the development of Parramatta’s landscape from an archaeological perspective and while there have been numerous excavations there has been little exploration of these sites within the context of this evolving landscape. This analysis is important as the beginnings and changes to Parramatta are complex. The layering of the archaeology presents a confusion of possible interpretations which need a firmer historical and landscape framework through which to interpret the findings of individual archaeological sites. It involves a review of the whole range of maps, plans and images, some previously unpublished and unanalysed, within the context of the remaking of Parramatta and its archaeological landscape. The maps and images are explored through the lense of government administration and its intentions and the need to grow crops successfully to sustain the purposes of British Imperialism in the Colony of New South Wales, with its associated needs for successful agriculture, convict accommodation and the eventual development of a free settlement occupied by emancipated convicts and settlers. WILLIAM REDFERN, one of our most distinguished Australian medical forebears, arrived on these shores, in trial and despair, over a century and a half ago. He came as a convict who suffered in turn the horror of a sentence of death, the misery of life imprisonment and exile, and a bitter residue of disdain and persecution. Yet William Redfern rose from the depths to an honoured place in our history. He was a pioneer of Australian medicine, agriculture and husbandry, and a citizen who contributed greatly to the welfare of the early colony. He was the first medical practitioner to receive an Australian qualification, and our first teacher of medical students. It is an honour to recall, in this Sixth Post-Graduate Oration, the work of William Redfern and the debt we owe to him. This is made possible by the records of his day, stored richly in the Mitchell Library, and by the biographical work of the late Dr. Norman Dunlop (1928a, b) and other historians.

In this edition a significant restructure of the Handbook has taken place in an effort to improve usability for the reader. The staff of both Houses of Parliament have done an enormous amount of work to restructure this volume for easier reference which has resulted in a more accurate, reliable and internally consistent body of work.

Barlee Bramley Lodge Ashwell, Hertfordshire National Library of Australia State Library of New South Wales Filmed: 1965 2 BIOGRAPHICAL NOTE Sir Frederick Palgrave Barlee (1827-1884), the son of the Reverend Edward Barlee, was born in Worlingworth, Suffolk. He worked in the Ordnance Department at Chatham and Woolwich and in 1851 took up an appointment as storekeeper and barrack master at Sierra Leone. He was private secretary to the governor in 1853. In 1855 Barlee married Jane Oseland and two weeks later they sailed to Western Australia, where he took up the position of Colonial Secretary. He remained in the post for twenty years, serving under three governors: Captain Arthur Kennedy, John Hampton and Frederick Weld. He was ex officio a member of the Executive Council and the Legislative Council and was involved in every area of the government. He represented Western Australia at the Intercolonial Conference in Sydney in 1873. He travelled widely and was active in many organisations and causes, including the Anglican Church, the Swan River Mechanics Institute, the Workingmen’s Association, and the Roebuck Bay Pastoral and Agricultural Association. He supported the introduction of representative government in Western Australia. In 1875 Barlee went to England on extended leave. The Colonial Office was anxious to prevent him from returning to Perth and in 1876 he was appointed Lieutenant-Governor of British Honduras. He returned to England in 1882 and then made a short trip to Western Australia. He was knighted in 1883.

Alexander Collins ABSTRACT Irish-born Sir John Winthrop Hackett was a man of restless energy who achieved substantial political authority and social standing by means of the power gained through his editorship and part-ownership of the West Australian newspaper and his position in parliament. He was a man with a mission who intended to be a successful businessman, sought to provide a range of cultural facilities and, finally, was the moving force in establishing a tertiary educational institution for the people of Western Australia. This thesis will argue that whatever Hackett attempted to achieve in Western Australia, his philosophy can be attributed to his Irish Protestant background including his student days at Trinity College Dublin. After arriving in Australia in 1875 and teaching at Trinity College Melbourne until 1882, his ambitions took him to Western Australia where he aspired to be accepted and recognised by the local establishment. He was determined that his achievements would not only be acknowledged by his contemporaries, but also just as importantly be remembered in posterity. After a failed attempt to run a sheep station, he found success as part-owner and editor of the West Australian newspaper.

It was ‘a universal truth’, he said, that leaders ‘are accountable’. ‘Leaders who fail to appreciate this fundamental precept of accountability must also fail to muster the profound commitment true leadership demands’. Furthermore, leadership required a keen understanding of the nature of teamwork, and of the fact that ‘teamwork is adversarial’, whether the team be pitted against another, against the environment or against the standards that the team has set itself. The key to successful leadership is ‘to simply and clearly identify the adversary to the team’ and to overcome the team’s or one’s own shortcomings to forge a cohesive unit united against the adversary. Finally, a leader must be an effective communicator. ‘Communication is the conduit of leadership’, and ‘Leadership uncommunicated is leadership unrequited’. ‘Leadership messages must be direct, simple, [and] fundamentally relevant to each member of the team’.1 While Cosgrove was speaking broadly of contemporary leadership in the military, government and business, his general statements were as applicable to the late eighteenth century as they are today. This thesis examines the subject of leadership in the colony of New South Wales (NSW) for the period 1788 to 1794. The two principal leaders for that period were Captain Arthur Phillip R.N. and Major Francis Grose, the commandant of the New South Wales Corps who assumed command of the colony on Phillip’s departure in December 1792.
