CHANGES/QUESTIONS/CLARIFICATION: CHANGE: Answers for questions 37 and 38 were unclear or incorrect as published in Addendum 1 and have been corrected as given here. QUESTIONS/CLARIFICATION: 37. Question: Will the Management Organization (MO) keep administration fees for (pet) licensing? Response: Pet licensing fees are currently collected by the City’s Finance Department; however, the subject of facilities generated revenue may be negotiated. 38. Question: Is (pet) licensing a function of Animal Control Operations? Response: Animal Control Operations i.e., ACO field services, do not currently issue pet licenses. At this time, pet licensing along with business licensing is managed by the City’s Finance Department. Pet licenses may be purchased at the shelter or at City Hall. iv Issued March 11, 2020 Addendum #1 Please note the following changes which have been made for clarification to this Invitation for Sealed Bid. This addendum must be listed as Addendum #1 on Form #6 Acknowledgment of Receipt of Addenda/Amendments of the bid package as verification that you have received and are aware of the information contained herein. CHANGES/QUESTIONS/CLARIFICATION: CHANGE: 1. The last day to submit a proposal has been extended to Wednesday, April 01, 2020 2. The fourth bullet point under section 3 Context has been changed. Received $132,000 of specific use grant funding from Watershed Animal Fund, enabling the City to microchip every animal released by TAW and to hire a Community Outreach & Volunteer Coordinator and a Pet Diversion Specialist/Helpline Coordinator. This was part of a $715,000 grant given to The Coalition for Tulsa Pets. QUESTIONS/CLARIFICATION: 1. Question: There is a requirement that facilities be ADA compliant. Is the building currently in compliance Response: The Animal Shelter was evaluated and addressed in conjunction with a 2013 ADA Self-Evaluation and Transition Plan Update (see https://www.cityoftulsa.org/media/1198/2013-adaupdate.pdf). The report specific to the Animal Shelter is attached. Substantial renovation or construction would likely result in additional compliance requirements, which would be factored into the costs of construction. 2. Question: Can I please have a breakdown of intake numbers by species and also by type (owner surrender, stray, seized, etc.) Response: - See Attachment A 3. Question: Can I have a breakdown of what owner surrenders were classified as (unhealthy/untreatable, treatable-manageable, treatable- rehabilitatable, or healthy)? Response: Currently, that information is not recorded at intake and is unavailable. 4. Question: Can you provide the official live release rate? Response: See Attachment A 5. Question: Under Medical Services, #6 on page 7 it talks about medical staff meeting certification and/or licensing requirements. Does it also dictate what staff is needed? For example, do you have to have licensed vet techs or is it just saying if you have them they need to meet requirements? Response: The Request for CSP does not specify what staff is needed. To the extent medical staff is required to meet the objectives, they must meet applicable licensing and certification requirements. 6. Question: Under heading “F” – Public Services, #4 on page 8 – Can you provide more information on what you are looking for with the customer satisfaction survey? Is this something you anticipate people filling out v onsite, online, both, direct mail outreach? Response: An operator would have flexibility to design customer feedback tools that meet the objectives of capturing the voice of the customer to inform continuous improvements. 7. Question: Under heading “F” – Public Services, #5 on page 8 – It says develop and implement a plan to achieve 80% or higher for all animals. By when do you expect to hit 80%? Year one? Year two? Response: There is no specific target date. An operator would have flexibility to develop an ambitious, but realistic, plan and timetable. 8. Question: Under heading “F” – Public Services, #6 on page 8 For licensing, will the payment processor have to be city approved? Response: Treasury staff would consider this as an operational agreement similar to ASM Global managing the BOK and Cox Convention Centers, Billy Casper Golf managing municipal golf courses, etc., in which the third-party management companies have their own processing agreements, which do not require City Approval. Those management companies do, however, maintain separate bank accounts with BOK, in which revenues are deposited and from which operations are funded. The structure of this arrangement is part of the City’s overall “family” of accounts that our Finance group would also have access to and general oversight of. 9. Question: Under heading “F” – Public Services, #11 on page 8 – The initial response to a complaint must occur within 24 hours – can that initial response be automated? Response: - When Tulsa Animal Welfare (TAW) receives an inquiry via telephone or KANA System, the initial response is provided by our Dispatchers. The citizen is either answered immediately by the Dispatcher or an Animal Control Officer (ACO) is dispatched to respond in person the same day. If an ACO is dispatched, the call is entered in Chameleon where it is time-stamped,

There are many compelling reasons to ban the sate of dogs,cats and rabbits. These animals do not come from reputable or responsible sources but from commercial facilities only interested in the bottom line: the almighty dollar. The conditions in which they are bred and raised are inhumane and substandard. A bylaw to ban the retail sale of pets and the inhumane business practices it supports will send the impOltant message that Delta is committed to the responsible and humane treatment of companion pets.

    DOG LAW ENFORCEMENT ORDINANCE COUNTY OF CASS, MICHIGAN An Ordinance relating to and providing for animal control within the boundaries of Cass County; providing for the employment of a County Animal Control Director and describing the duties, authority and responsibilities of that office; prescribing the licensing and vaccination of dogs and the confinement of animals under certain circumstances; authorizing the establishment of a County Animal Shelter for the impoundment of dogs and other animals and their redemption; permitting the seizing and euthanizing of dogs and other animals; providing special controls or penalties for keeping vicious animals; authorizing a dog census to be made of dogs; enumerating certain violations and penalties thereof; prescribing the County Treasurer’s duties with regard to licensing; authorizing certain fees and expenses and the receipt and disbursement of funds; and repealing other ordinances inconsistent herewith. THE PEOPLE OF THE COUNTY OF CASS, STATE OF MICHIGAN DO HEREBY ORDAIN THE 2006 REVISED ANIMAL CONTOL ORDINANCE. ARTICLE I Section 1. The County of Cass deems that the ownership of an animal carries with it responsibilities to the County and its residents with regard to care and control of such animals. In interpretation and application, the provisions of this Ordinance shall be construed to impose a primary responsibility for compliance therewith on the owner of such animal. The County of Cass concludes it advisable to adopt a revised Dog Law Enforcement Ordinance in the interest of protecting public health and safety, promoting the welfare of animals within Cass County and providing for the orderly and uniform administration of the provisions of Act 339 of the Public Acts of 1919, as amended.

The Board of Directors and our management staff wish you and yours a very good and healthy New Year. At this time, we would like to make a special note of welcome to our new neighbors who have recently moved into their new homes in the Reserve North section of Canal Walk. Welcome. FINANCES Our finances and budget are currently looking extremely good. We are on or under in all areas of our budget. Given a mild, as predicted, winter, we should continue to remain within budget. The only significant unquantified expense expected would be any costs of repairs associated with transition to which we are reserving monies to offset these expenses. TRANSITION Stage One transition evaluations has been completed, and we are in the process of determining the total costs that may be associated with any repairs. These costs, as well as those expenses already expended, which can be attributed to defects in material or construction, as well as the aforementioned cost to repair, will be the points of negotiation with the builder. Stage One covers the main Clubhouse (inside and out), the common areas around the Clubhouse, including the parking lot, and parts of Stryker, Tallman, Hardenberg, Silcox, Witherspoon, Hancock, Jays Corner, Delaware Crossing, Bray, Revere, Abrams and Norwich Courts, Yates, Farringdon Plaza, Jacob and Nostrand Way and adjacent wooded areas. As you may have observed, the builder has started repairs to roads, sidewalks and driveway aprons as was necessary and required.

    SPCA Monterey County Cat & Dog Sheltering Statistics July 1, 2019 - June 30, 2020 In March of 2019, the world was greatly impacted by COVID-19. To keep our staff and volunteers safe so that we could continue to help the animals who depend on us, we modified many programs, including our sheltering services. We moved to an appointment-based intake system, and while we never turned any emergency away, we encouraged people to keep healthy pets as long as possible to reduce the number of animals in our shelter and therefore the number of people needed to care for them. We continued to stay open for people needing to make compassionate end-of-life decisions for elderly and severely ill pets. Because we were taking in so many emergency cases and helping people to keep their healthy pets through our free Pet Food Bank and other services, you will notice a difference in this year's live release rate which had been trending upward in recent years due to our lifesaving work. While our TLC Program still saved thousands of pets by mending broken bones and healing broken spirits, we had a significantly higher percentage of pets coming to us in need of compassionate end of life services. In addition, because fewer animals needed to be sheltered, we had fewer pets available for adoption than we normally would during the late spring and early summer months. While pets were adopted quickly and often had long waiting lists of eager adopters, having fewer pets available lowered our adoption totals for this year.
