There are many compelling reasons to ban the sate of dogs,cats and rabbits. These animals do not come from reputable or responsible sources but from commercial facilities only interested in the bottom line: the almighty dollar. The conditions in which they are bred and raised are inhumane and substandard. A bylaw to ban the retail sale of pets and the inhumane business practices it supports will send the impOltant message that Delta is committed to the responsible and humane treatment of companion pets. Delta has been my community for 36 years. I want my community to be a humane community that does not allow the suffering of any animal. Please, pass this bylaw so that Delta canjoin Vancouver, Richmond and New Westminster (and over 200 cities across the U.S. and Canada) in the prohibition ofselling dogs, cats and rabbits in pets storeS-lIDless they are from a qualified rescue organization or shelter. By-law: Prohibiting the sale of dogs and cats or rabbits except those animals that are offered for adoption by the animal rescue societies approved by Delta. I feel that it is awful for the pets sold in retail businesses like puppies, Fish and Critters at Scottsdale Mall. They are kept in small areas on display by glass enclosures ~nd are treated like a commodity not the feeling, suffering animals they are. It creates an attitude that pets are a toy or an accessory. These retail outlets also support puppy mills and sell dogs and cats that are birthed and cared for in poor conditions and the parent dogs or cats are required to produce every time they are in heat. This results in puppies and cats that require more veterinary care in their lifetime. Please join municipalities like New Westminster, Richmond and the City of Vancouver in . supporting the by-law that does not allow retail sale of dogs and cats. Responsible pet shops have stopped the sale but the little shops often don't. Today, I am writing you to ask that Delta join Vancouver, Richmond and New Westminster (and over 200 cities across the U,S. and Canada) in the prohibition of selling dogs, cats and rabbits in pets stores-unless they are from a qualified rescue organization or shelter. There are many compelling reasons to ban the retail sale of pets in Delta. Animals sold in pet stores do not come from responsible or reputable sources, In fact, they cannot come from 'a certified Kennel Club breeder because that organization prohibits its members from selling to pet stores, The animals come from 'mills': commercial breeding facilities or back yard breeders that operate with an emphasis on profit. The mills' conditions are usually substandard and force the animals to live in inhumane conditions. And the problems do not end once the animals reach the stores, In a retail environment, potential pets almost never receive adequate care. Thus, at a critical time in their development, they are not properly exercised or socialized which is not only cruel but leads to behaviour issues. Further, mills and backyard breeders produce pets that often have health problems. These include but are not limited to eye/ear/respiratory infections, hip dysplasia, epilepsy, and heart and liver conditions, Obviously, these conditions result in suffering to the animal, but they also present a consumer protection issue, Their new pets' health conditions can cost the owners tens of thousands of dollars. Of course, many people are not willing or able to assume these unanticipated costs, As a result, many pet store animals are surrendered to shelters or, worse, abandoned. These high surrender/abandonment statistics are exacerbated by the fact that pet store purchases tend to be 'impulse buys.' What should be a carefully-considered decision is made hastily without a full understanding of the significant responsibility associated with pet ownership, There have been numerous cases of sick puppies purchased at Puppies, Fish and Critters, located in Scottsdale Mall on 120th Street, and the suffering must end, I have a family friend who purchased a puppy there a few years ago. She had some health problems very shortly after they brought her home. When the vet dida blood panel analysis on her, they found her liver enzymes were extremely elevated. Delta has demonstrated their leadership in animal welfare, with your state-of-the-art Delta Community Animal Shelter. In addition, my personal experience with your animal control officers is that they are quick to respond to calls about stray animals. A bylaw to ban the retail sale of pets and the inhumane business practices such sales support will send the important message that the communities of South and North Delta are committed to the responsible and humane treatment of companion pets. In an ideal world, all pet owners would be motivated to adopt from their local shelter or SPCA, but this is not realistic. Rather than adopt, many people prefer to buy their pets from a breeder.

    DOG LAW ENFORCEMENT ORDINANCE COUNTY OF CASS, MICHIGAN An Ordinance relating to and providing for animal control within the boundaries of Cass County; providing for the employment of a County Animal Control Director and describing the duties, authority and responsibilities of that office; prescribing the licensing and vaccination of dogs and the confinement of animals under certain circumstances; authorizing the establishment of a County Animal Shelter for the impoundment of dogs and other animals and their redemption; permitting the seizing and euthanizing of dogs and other animals; providing special controls or penalties for keeping vicious animals; authorizing a dog census to be made of dogs; enumerating certain violations and penalties thereof; prescribing the County Treasurer’s duties with regard to licensing; authorizing certain fees and expenses and the receipt and disbursement of funds; and repealing other ordinances inconsistent herewith. THE PEOPLE OF THE COUNTY OF CASS, STATE OF MICHIGAN DO HEREBY ORDAIN THE 2006 REVISED ANIMAL CONTOL ORDINANCE. ARTICLE I Section 1. The County of Cass deems that the ownership of an animal carries with it responsibilities to the County and its residents with regard to care and control of such animals. In interpretation and application, the provisions of this Ordinance shall be construed to impose a primary responsibility for compliance therewith on the owner of such animal. The County of Cass concludes it advisable to adopt a revised Dog Law Enforcement Ordinance in the interest of protecting public health and safety, promoting the welfare of animals within Cass County and providing for the orderly and uniform administration of the provisions of Act 339 of the Public Acts of 1919, as amended.

At this time, we would like to make a special note of welcome to our new neighbors who have recently moved into their new homes in the Reserve North section of Canal Walk. Welcome. FINANCES Our finances and budget are currently looking extremely good. We are on or under in all areas of our budget. Given a mild, as predicted, winter, we should continue to remain within budget. The only significant unquantified expense expected would be any costs of repairs associated with transition to which we are reserving monies to offset these expenses. TRANSITION Stage One transition evaluations has been completed, and we are in the process of determining the total costs that may be associated with any repairs. These costs, as well as those expenses already expended, which can be attributed to defects in material or construction, as well as the aforementioned cost to repair, will be the points of negotiation with the builder. Stage One covers the main Clubhouse (inside and out), the common areas around the Clubhouse, including the parking lot, and parts of Stryker, Tallman, Hardenberg, Silcox, Witherspoon, Hancock, Jays Corner, Delaware Crossing, Bray, Revere, Abrams and Norwich Courts, Yates, Farringdon Plaza, Jacob and Nostrand Way and adjacent wooded areas.     SPCA Monterey County Cat & Dog Sheltering Statistics July 1, 2019 - June 30, 2020 In March of 2019, the world was greatly impacted by COVID-19. To keep our staff and volunteers safe so that we could continue to help the animals who depend on us, we modified many programs, including our sheltering services. We moved to an appointment-based intake system, and while we never turned any emergency away, we encouraged people to keep healthy pets as long as possible to reduce the number of animals in our shelter and therefore the number of people needed to care for them. We continued to stay open for people needing to make compassionate end-of-life decisions for elderly and severely ill pets. Because we were taking in so many emergency cases and helping people to keep their healthy pets through our free Pet Food Bank and other services, you will notice a difference in this year's live release rate which had been trending upward in recent years due to our lifesaving work. While our TLC Program still saved thousands of pets by mending broken bones and healing broken spirits, we had a significantly higher percentage of pets coming to us in need of compassionate end of life services. In addition, because fewer animals needed to be sheltered, we had fewer pets available for adoption than we normally would during the late spring and early summer months. While pets were adopted quickly and often had long waiting lists of eager adopters, having fewer pets available lowered our adoption totals for this year.

    Ordinance No. 1622(16) An Ordinance of the City Council of the City of Lompoc, County of Santa Barbara, State of California, Amending Lompoc Municipal Code as it Pertains to Animals WHEREAS, the City contracts with the County of Santa Barbara for animal control services; and WHEREAS, the County Board of Supervisors recently amended the County of Santa Barbara animal control regulations; and WHEREAS, the Director of Santa Barbara County Animal Services requested the City to similarly amend the City’s animal regulations; and WHEREAS, the City Council finds the amendments to the Lompoc Municipal Code (LMC) set forth in this Ordinance are exempt from the California Environmental Quality Act (CEQA) review pursuant to 14 California Code of Regulations 15061(b)(3). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LOMPOC DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. Section 6.04.010 of the LMC is amended to read as follows: 6.04.010 Definitions For purposes of this Title, unless the context clearly indicates otherwise, the following words and phrases have the meanings set forth below: “Animal” means all nonhuman members of the animal kingdom, including domestic, exotic, and livestock species. “Animal Control Officer” means an officer or employee of the City or of the County of Santa Barbara authorized to carry out and enforce the powers, duties, and provisions of this Title relating to the care, control, and treatment of animals within the City. “Animal Control Supervisor” means an officer or employee of the City or of the County of Santa Barbara responsible for the direct supervision of animal control officers and/or animal shelter operations.
