Tendering will be conducted through the National Competitive Tendering Method as specified in the Public Procurement Regulations, 2013 – Government Notice No. 446 and Public Procurement (amended) Regulations, 2016 – Government Notice No. 333 and is open to all national Tenderers as defined in the Regulations. 5. Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary of Tender Board, Tanzania Airports Authority, P.O. Box 18000, Dar Es Salaam from 07.30 to 15.30 hrs local time on Mondays to Fridays except on public holidays. 6. A complete set of Tendering Document(s) in English language and additional set may be purchased by interested Tenderers on the submission of a written application to Director General, Tanzania Airports Authority, P. O. Box 18000, Dar es Salaam and upon payment of a non-refundable fee of TZS 100,000.00 Payment should be done through Government Electronic Payment Gateway (GePG) after obtaining Control Number issued by the Director General, Tanzania Airports Authority. 7. All tenders must be accompanied by a Tender Securing Declaration form in the format provided in the tender document. 8. All tenders in one (1) original plus two (2) copies properly filled in, and enclosed in plain envelopes clearly marked the Tender Number, Lot No and Description of Business applied for. DO NOT OPEN BEFORE 11.00 HOURS, LOCAL TIME ON 13TH JANUARY 2020, must be delivered to the address of The Secretary, TAA Tender Board, Tanzania Airports Authority, P.O. Box 18000, Dar es salaam at or before 11.00 hrs Local time on Monday, 13th January 2020. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ 2 representatives who choose to attend in the opening at the Tanzania Airports Authority HQs, Terminal One, Julius Nyerere International Airport. 9. Late tenders, portion of tenders, electronic tenders, tenders not received, tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.     TANZANIA Transport Sector Review Acknowledgement This Review was undertaken by the African Development Bank (AfDB) as part of its economic and sector work program in Tan- zania. The country’s needs for transport infrastructure and ser- vices are immense and well beyond the financing limitations of the Government, multilateral institutions, bilateral donors and the private sector combined. It is, therefore, important to identify priorities to ensure that investments are properly integrated and generate the maximum economic and social benefits to the eco- nomy. This Transport Sector Review was based on discussions with a wide range of transport and infrastructure institutions and individuals in the country including the donor community together with a review of the large number of sector reports and studies that have been completed over the past several years. The recommendations of this Review are based on the priority requirements in the various modes and their inter-linkages but ta- king into account projects that have been committed to by other donors and the Government and the level of resources that are expected to be available to AfDB during the next African Deve- lopment Fund program cycle. The Review was spearheaded by the AfDB’s Transport and ICT Department, Transport Division 2, under its Manager Amadou Oumarou. Project coordination was undertaken by Lawrence Kiggundu, Chief Infrastructure Engineer, Tanza- nia Field Office and supported by Girma Bezabeh, Transport Engineer, OITC2. The analysis and report was prepared by Charles M. Melhuish, Transport Economist (Staff Consultant) over the period January 2012–May 2012.     2.2 Tanzania Aviation Key airport information may also be found at: http://worldaerodata.com/ The Tanzanian aviation industry is mainly governed by the Tanzania Civil Aviation Authority (TCAA). The authority regulates air services and airport services and provides air navigation services in Tanzania. It was founded by an Act of Parliament in 2003. The authority is responsible for the disposition of aviation safety and for the licensing of aviation personnel. Together with the TCAA, Tanzania Meteorological Agency (TMA) ensures that safety standards are observed through provision of weather forecasting for operations of the aviation industry. In conjunction with the Tanzania Airports Authority (TAA), the TAA and the TCAA are both responsible for the airport operations. Within the industry there have been major developments such as upgrading and rehabilitation of several international and domestic airports. International Airports in Tanzania include Julius Nyerere International Airport (JNIA) Dar Es Salaam, Kilimanjaro International Airport (KIA) Kilimanjaro and Abeid Amani Karume International Airport Zanzibar. National Airports in Tanzania include Mwanza Airport, Tabora Airport; Tanga Airport, Dodoma Airport, Kigoma Airport, Mafia Airport, Lake Manyara Airport, and Songea Airport. It includes also airstrips such as Shinyanga, Kahama, and Morogoro. Julius Nyerere International Airport (JNIA) is one of 58 government owned airports operated and maintained by the TAA.
