Draft Minutes of a meeting of the Cyngor Cymuned &Arddleen Community Council held on Thursday 20th July 2017 at Arddleen Community Hall 7.30 p.m

Present; Cllr M R Williams (Vice- Chairman) Cllrs A A White, T N Davies, H V Jones, Mrs L M Roberts, Mr E Wigley, Mrs P M Jones and 4 members of the public.

The Chairman welcomed the members of the public and gave them permission to speak.

Minutes of the previous meeting on the 18th May 2017 were confirmed with the amendment that the apologies of Cllr B C Foulkes were noted. These were then signed. 187/2017

Matters arising;

188/2017 (148/2017) Awards for All have provisionally given a Grant re: Community Defibrillator in Llandrinio & to add a cabinet to Arddleen. League of friends have also replied to say that they could now give a Defibrillator – request has been sent if this could now be used for Penrhos Old School and this will be approved at their Board in November. 189/2017 (149/2017) Grant has now been received from ARWAIN for £12000 so that a feasibility study into the future maintenance of Rodneys’ Pillar can be carried out. They have stated that the study should be made into a toolkit which could be used by other organisations for other projects. Clerk checking is this would add extra costs to the original estimates. Community will need to raise £3500 approx – meeting with Bausley & Community Council organized for beginning of Aug. Suggestion made that Mr Vickers is invited to this meeting along with representative from Criggion Quarry. 190/2017 (150/2017) Dog fouling remains a problem in Arddleen – if an approximate time can be given of the perpetrator’s then the Clerk can ask the Dog Warden to attend. Clerk will also contact Cabinet Member of C.C re: additional litter bin. 191/2017 (151/2017) Clerk will remind Criggion Quarry Liaison Group for a copy of the Minutes of the meeting held on Friday 28th April. The Quarry have also responded that they hire in a road sweeper and no not have their own. 192/2017 (161/2017) Arddleen newsletter will send extra copies in a pdf file which had been forwarded to the Llandrinio Ward Councillors.

Correspondence

162/2017 Suggestion from Chairman Cllr Mrs S M Townsend that correspondence is dealt with either for action or for information only with the items marked for information simply recorded as such. This was agreed and the following items were delat with as information only. 163/2017 have now agreed to increase the Household waste recycling days back to 5 days a week and weekends – permit system will operate for commercial-type vehicles & trailers. Email also received asking that Community Recycling Sites are not contaminated with the wrong type of material. 164/2017 Historic Environment update 165/2017 Welshpool Town & Community Plan 2017 – 2022 available for consultation Tues 25th July 8 – 7 p.m at the Tourist Information centre 166/2017 Introduction of the Powys Pennies Grant administered by Powys Association of Voluntary Organisations (Powys employees gifting the pence in their Monthly salaries) 167/2017 Clerk & Councils Direct for circulation 168/2017 Notice of meeting of North Montgomeryshire Local Council Forum on Tues 20th June 7 p.m

County Cllr Mrs L M Roberts would look into whether this would be possible. 180/2017 Model Local Resolution protocol received from One Voice Wales – it was agreed that this would be adopted. 181/2017 Donation request from Four Crosses Evergreen Club – it was proposed by Cllr A A White and seconded by Cllr H V Jones that a Grant of £100 be awarded. 182/2017 Appointment of candidate for Powys County Council Standards Committee – It was agreed to vote for Cllr Nigel Bowen. 183/2017 Donation request from Arddleen Community Hall – Clerk has requested sight of audited Accounts

Planning

184/2017 Minutes of a planning committee meeting held on Thursday 13th July at 10.00 a.m at Arddleen which included two pre-application advisory letters from Roger Parry. Letter had been received from resident with regard to the residential development opposite Arddleen School as the lane is very busy. 185/2017 Application DECC2017 0013 received in respect of the upgrading of overhead lines at The Meadows – details circulated to Councillors – no objections other than the application referred to land at Llandrinio Hall whereas it was actually The Meadows. 186/2017 Planning application received VAR 2017 0012 – to modify Section 106 at Finchfield, Rhos Common – this had been circulated to Councillors and it was agreed to Object as local people still need to buy affordable properties. 187/2017 Minutes of a planning Committee meeting held on Thursday 20th July at 9.30 a.m at Llandrinio.

Financial matters 188/2017 Bank balance as at 20th July 2017;- Current Account £ 303.50 Deposit Account £25440.31 Bank statements were checked and initialed by Cllr M R Williams. 189/2017 Permission granted to pay;- i) Four Crosses Evergreen Club £100 under L.G.A 1972 s137 ii) Petty Cash Imprest £50.00 under L.G.A 1972 s112

iii) Mrs C E Davies Salary = Expenses 01.04 – 30.06.2017 £1005.00 under L.G.A 1972 s112 iv) Arddleen & Community Association (hire of hall) £20.00 under L.G.A 1972 s112 190/2017 Bank Mandate was signed by the 2 new Councillors. 191/2017 Budget as at 20th July 2017 was discussed and agreed.

Highways

192/2017 Complaint received of sewage in brook at Sarnau – Environmental Health are investigating and will get a sample to test. 193/2017 Powys County Council, Highways Dept, have asked if there are any prohibitions required for Llandrinio as they are in the process of organising some for the B4393 in Four Crosses. It was agreed that there were none. 194/2017 Clerk will notify Police that some residents are leaving their vehicles on the road/pavement on the B4393 between the Shop & the Punchbowl which obstructs visibility from Rhydescyn Lane. 195/2017 Complaint received of street light by kiosk in Sarnau being on all day & night which has been reported to Powys County Council. 196/2017 Confirmation received from Powys County Council that they will be doing work to maintain the flood defence channel in Sarnau. 197/2017 Reminder to be sent to Powys County Council, Highways Dept that pothole in layby between Arddleen and turning for Sarnau has still not been repaired and they promised to measure the speed humps in Arddleen. 198/2017 Road sweeper to be requested to B4393 between Punch Bowl and Church – following the harvesting of maize last year there is still mud left on the road. 199/2017 Reminder to be sent to Rights of Way, Powys County Council that the landowner agreed to waymark the diverted footpaths at Coppice Farm, Penrhos. 200/2017 Letter also to be sent to Mr Wilde to remind him to clear the stiles on the Public Footpath down Haimwood. 201/2017 Clerk to find out if Bus Shelter at Trawsoced could be decorated in line with those in Arddleen which really brighten the village.

Members of the Public invited to speak

202/2017 Concern was raised that there had been another 2 accidents in the past week at Maerdy Junction – Clerk to forward details to Russell George A.M to remind him that double white lines and extra lighting are needed. 203/2017 Clerk to also ask North & Trunk Road Agency if the large directional sign at Maerdy Bridge could be re-positioned as it obscures visibility for tractor drivers. 204/2017 Members of the public were also concerned about the planning planned outside the development boundary in Arddleen and felt that more affordable housing was needed that local people could buy. 205/2017 Concern was also expressed over the speed of vehicles exiting Four Crosses on the B4393 – Clerk to find more details of speed counts. County Cllr Mrs L M Roberts has put an article in the Bridge asking residents to contact her if they are interested in forming a Community Speedwatch. Clerk would also find out the cost of mobile flashing 30mph sign. 206/2017 Mr P Weston , as liaison officer, with Llandrinio Village Hall thanked the Community Council for their Grant which has enabled the security cameras to be upgraded. They are now trying to find out from Powys County Council as to who can be prosecuted at the Recycling Site.
