1.0 MESSAGE FRO M THE MINISTER

The Samoa Tourism Authority is the government agency mandated to coordinate sector development and I , together with the Board of Directors hereby present the Annual Report and A ccounts for the Financial Year July 201 4 to June 201 5 . This y ear marks the launch of a new Tourism Sector Plan for the period 2014 to 2019 on the Vision that ‘by 2019 Samoa will have a growing tourism sector, which engages our visitors and people and is recognised as the leading Pacific destination for sustainable t ourism’.

The highlights for this financial year was the diligent preparations by Samoa of which the tourism sector was an integral part in the coordination of the United Nations Small Island States (SIDS) Conference in September 2014. The preparation for the Conference had g ained significant support in the improvement of national infrastructure but also towards competitive debt financing for business enhancements.

Tourism continues to play a leading role in the development of Samoa with its current contri bution of more than 2 0 % to national GDP, and registered tourism earnings for this financial year at approximately $340.5m illion Tala hav ing increased by 4.73% or $15.4m , when compared to the previous financial year , or has increased by 11% or $34.1m illion whe n compared to base year 2010. This is mainly attributed to an increase in both visitor arrivals as well as an increase in average spending per visitor for the period under review. Total earnings for the Financial Year is also the highest earni ngs recorded , exceeding the previous highest target achieved in FY 2011/12 period.

This financial year has witnessed the registration of new tourism investment of 23 new accommodation facilities within the various categories w here 8 are now operational with the rest at th e planning stage. One of these milestones is the opening of the Return to Paradise Resort at the famous location of the Gary Cooper Hollywood Movie “Return to Paradise” filmed at Matautu , Lefaga. Tourist Attractions are significant in telling tourists our story as a Culture and People, and one of the developments to ensure this was the further enhancements of the Samoa Cultural Village as further developed and enhanced during this reported period.

The importance of sanitation in tourism development is signi ficant and has seen the promotion of a National Beautification programme that has launch ed the Garden Toilet

design by STA supported by the visit of the United Nations appointed Mr. Toilet Jack Sim who was bestowed the Chief Title Tuifalevao of the village of Falevao and thereafter in the same year launch ed the International Toilet Day on the 19 th of November of each year as per the Sanitation Project administered by the Ministry of Natural Resources & Environment.

It is also within this financial year that development in the training of human resources and the building of capacities in the specialised tourism faculties was implemented with vigor and most especially in culinary to promote great dining, feasting and drinking in traditional , organic and intern ational cuisine, concoction s, infusions and beverages. The significant training programmes this year were made most important and more frequent due to the major international events happening in the country during this financial year.

As I often remind, Tourism is every one’s business as the success of the development of sustainable tourism is reliant on the diligence of the tourism employees and stakeholders to provide excellent products and services that will exceed our tourists expectations, whilst gov ernment is to ensure that the governance parameters ensures the safety and tranquility of our nation to sustain the hospitality culture of our people and the ambience of the beauty and cleanliness of our country of which tourists now refer to as ‘Beautiful Samoa’ and is emanated through the positive behaviour of our people and as told by many of our international SIDS delegations.

My final remarks is to thank all of Samoa which is inclusive of the Board and Staff for the work implemented in this financial year that serves another year of successfully sustaining the benefits of tourism for our country , and in the same vein also thank our Development Partners for their support . 2.0 FROM THE CHIEF EXECUTIVE OFFICER

First and foremost we would like to echo the sentiments of the Prime Minister in e x tending our gratitude to the Tourism Development Partners such as the N ew Z ealand Aid Programme, and the United Nations Development Programme (GEF) . I also wish to thank the G overnment of Samoa for its support rendered the tourism sector through the annua l budget allocations and other assistances provided the sector as one of government’s identified national development priorities . The sector also wishes to thank the Minister of Tourism and Prime Minister for his vision in continuing the development suppor t and direction in the coordination of the sector and the promotion of national support for Tourism.

The content of this report, features in detailthe annual programme and ac tivities implemented within the reported period . This year sets out a new directi on in the i mplementation of the new Tourism Sector Plan 2014 – 2019 as well as the continuation of the consultations in setting an activity design to guide the assistance to the sector , and noting that the thematic areas identified by the natio nal wide approach consultations comprised of Destination Marketing and Research, Product Development and HRD Training, Investment and Business Enabling Environment, and Transport Infrastructure and Access. The current Tourism Sector Plan addresses the issu es and opportunities that the sector will coordinate in activities within its short to long term programmes for the achievement of the forthcoming desired outcomes.

The Minister’s Statement has provided some of the significant highlights during the reporte d period which included the preparations for major events in our country and prompting significant capacity building in tourism and hospitality services. One of the new tourism products realised during this period is in the category of holiday homes which will continue to be a strong feature in the near future.

A new record number of trainees were recorded during this period and has benefitted the sector and new employees accordingly.

3.0 EXECUTIVE SUMMARY

This Annual Report covers the Financial Year July 201 4 - June 201 5 . Government’s commitment to the development of the tourism sector in driving national economic growth remains. The Financial grant for the reported Financial Year was $10,187,000 tala budget and was a 15.6% decrease from the previous financial year.

The Authority is required to report on government investment and its strategic sector positions and performance. This r eport endeavours to report on the performance of the Authority and the sector in the Financial Year July 2014 to June 2015.

The report focuses on the strategic focus and work plans implemented by the Authority in establishing a sector vision that ‘by 2019 Samoa will have a growing tourism sector, which engages our visitors and people and is recognised as the leading Pacific destination for sustainable tourism’. The Samoa Tourism Sector Plan 2014 – 2019 was launched and followed closely by the Authority in c oordinating the development of the tourism sector. The report emphasize the functions of the Authority as stipulated by the Tourism Development Act 2012, and outlines the main functions of each division together with change the establishment of the Policy & Sector Coordination Division to support policy advise to the Board and the roles in Sector Coordination. The Authority has continued to engage the Tourism Industry and the Host Communities in efforts to ensure the tourism development objectives and over all national support for tourism. Tourism Development continues to be the economic activity that contributes to the development of Host communities. It is in this Financial Period that Samoa played host to the United Nation SIDS Conference.

The Samoa Touri sm Authority Management and Staff continue to persevere in implementing actions that ensures awareness in the tourist source markets, research and planning information important in the decision making processes of the Sector, as well as provide advise on p roduct and services development and providing due support in training to further enhance tourism workforce skills. The Authority continues to work with line Ministries to advise and seek assistance for Tourism Climate Change Adaptation and means to ensure a more Beautiful Samoa. The implementation of the plans will lead also to Sustainable Tourism as identified by Samoa as the most suitable for its islands in the prioritizing of actions to ensure the sustainability of the Samoan Culture, Beautiful Environme nt, benefits to the Industry, the Host Community and Samoa at large.

The challenges to tourism development remains to be limitations in air access, desirable attractions for experiential purposes and demand for key Accommodation categories. 3 .1 Functions of the Authority

The core functions of the Authority as set out in its main Legislation – Tourism Development Act 2012 Part V Section 16(1) , (a) – (m) are stipulated below :

1) The Authority shall be responsible for the administration, promotion and regulat ion of tourism industry in Samoa in accordance with this Act, and other relevant laws.

a) hosting or participating in any forum or meeting in relation to any purpose provided for under this Act, and ensuring that the resolutions of any forum convened to prom ote engagement between relevant stakeholders are auctioned and addressed for the benefit of tourism in Samoa; b) formulating proposals for incentive schemes to develop tourism, and performing any function and exercising any power in relation to the approval of incentives for any tourism business in accordance with any law giving such a role to the Authority; c) formulating tourism related policies and preparing and approving the tourism development plans, and advising the Minister and Government in relation to such policy and planning matters; d) ensuring that consultation takes place with other government agencies in relation to the enforcement of laws affecting tourism, and developing processes and procedures whereby such laws may be more effectively implemented through streamlined processes and other appropriate means; e) participation in the administration of the licensing requirements applying to providers of tourism accommodation and other tourism businesses in accordance with this Act and the Business Licenses Act 1998; f) ensuring that appropriate standards and systems of ratings are formulated for the tourism industry and applied through the licensing regimes, and by other appropriate means; g) administering an inspectorate to monitor and report on any aspect of tourism and tourism businesses as required by this Act, and to conduct such inspections and investigations as are necessary for the effective implementation of this Act; h) maintaining records, statistics and accounts in relation to its functions under this Act; i) implementing marketing strategies and promotional activities; j) undertaking research into any matter concerning tourism;

k) monitoring the effectiveness of the marketing and promotional activities, verifying the statistics, records and projections relat ing to tourism, and making recommendations to enhance the effectiveness of such programs and activities; l) disseminating information relevant to tourism in Samoa; and m) doing all other acts and things to implement this Act effectively and the provisions of a ny laws under which it has functions, powers and responsibilities.

3.2 Core Functions as stipulated by its Corporate and Annual Plan s

 Encourage private sector investment in the tourist and visitor industry  Encourage visits to Samoa by people from other co untries, including travel and holidays within Samoa  Encourage the development and improvement of accommodation facilities for tourists  Coordinate and improve the activities of all sectors providing these services  Advise the Government and the private secto r on all matters relating to tourism  Prepare, implement and maintain comprehensive tourism development and marketing plans for Samoa.

3 . 3 Marketing & Promotions Division

The Marketing and Promotions Division implements activities in selected internation al markets, which target the enhancement of destination awareness, interest and demand. These activities are broadly categorised as direct marketing, travel trade activity, international media and public relations, events and meetings and partnerships.

3 . 4 Planning & Development Division

The Planning & Development Division facilitates and promotes the improvement of new and existing tourism products through product consultation and advisory, enforcement of minimum standards for accommodations, periodic si te inspections, support for accessing funding and finance, as well as human resource development, awareness and education . Tourism Climate Change projects are also coordinated by the division.

3 . 5 Research & Statistics Division

The Research & Statistics Di vision is solely responsible for the compilation and analysis of all information pertaining to the tourism sector and industry. Further, they also conduct surveys

on tourist emerging related issues from time to time based on requirements from the Board, Ma nagement and stakeholders.

3 . 6 Policy and Sector Coordination Division

The Policy Advice Division had refer Supervision directly to Sector Coordinator in line with the majority of its functions and direct assistance with work of the Sector otherwise, stil l reporting direct to Chief Executive Officer where needed and for convenience given the diverse range of its duties and tasks. This division has continued to lead the way in providing advice relating to the Government’s objectives to achieve motto of ‘B eautiful Samoa’ Samoa Lalelei over the longer term with a specific focus on the Community, the Tourism Industry, the Government as well as the Authority’s requirements. This division is also responsible for the implementation of approved recommendations a ssociated with the development of new or the review of existing strategic policies. This division also plays the lead coordination role in the National Beautification Committee (NBC) activities

3.7 Finance & Corporate Services Division

The Finance and Cor porate Service Division is responsible for the management of the Authority’s financial resources. They also provide the necessary administrative and support services to the core output divisions. More importantly, it is also responsible for overseeing and coordinating the human resources of the Authority.

4.0 MARKETING A ND PROMOTIONS

Overview

Activities, focused on improv ing consumer and trade interest and demand were implemented in selected source markets during the year. These were promoted across digital and traditional channels as well as in - person, and were rolled - out mostly in New Zealand and . The most notable was the 'Beautiful Samoa' campaign. 'Beautiful Samoa' is the over - arching brand message for the 'Vi sit Samoa Year 2016' campaign. The new promotion includes new TV commercials, destination images a nd collateral .

In January, a significant milestone was reached when the Sheraton brand opened its first property in Samoa with the launch of the Sheraton Samoa Aggies Grey’s Resort. The development bodes well for the destination and additional momentum i s expected with the opening of the second Sheraton property (Sheraton Samoa Aggie Grey's Hotel) as well as the Taumeasina Island Resort during FY2015/2016.

Competition in the short - haul travel market remained strong during the year. This trend will contin ue and largely influenced by a combination of factors which impact on destination - appeal. One such factor is access, which is highly - c ritical, in the case of Samoa. During the year, no new - route developments were noted. Also, capacity between the lucrativ e Australian - market and Samoa continued to fluctuate with direct services rangin g between 2 - 4 per week. The biggest ever Samoa Tourism Exchange took place in May. The event, now in its seventh year attracted more than 50 Buyers from New Zealand, Australia , , USA, Canada, UK, Europe, China and South Korea and 38 Sellers ranging from resorts and hotels to tour operators. Trade interest in the destination remains healthy.

Towards the end of the ye ar, Samoa.travel was refreshed. Its look and fe el was overhauled and a comprehensive site audit was conducted to review, update and create website copy. Whilst activities focused largely on New Zealand and Australia, targeted campaigns also continued in American Samoa, USA, Canada, UK, Europe, China an d South Korea.

During the year, a dedicated STA Australia Market Representative Office was opened in Sydney. The Office and the STA New Zealand Market Representative Office r s are operated directly by

STA. In addition, Market Representation and Partnersh ip arrangements continued in North America, U K/Europe, China and South Korea.

The Head Office Marketing and Promotions team continued to play key roles in strategic development, linking the tourism - plant with international markets, providing support in th e implementation of activities and the delivery of quality visitor information services.

4.1 Direct Marketing

4.1.1 Advertising Destination - branded consumer and trade advertisements were placed across digital, print, TV and radio channels. These were c ustomised in terms of market - segments (e.g. holiday/leisure, romance, business, etc) and the applicable destination attributes most desired by the target audience.

In most cases, travel - packages and contact information were included in the advertisem ents to facilitate enquiries and stimulate interest.

The 'Beautiful Samoa' campaign was launched in June in Australia. The campaign will be rolled out in other markets during FY 2015/2016 and features new commercials, images and style - guide. Beautiful S amoa is overarching marketing campaign which will drive the 'Visit Samoa 2016' initiative.

4.1.2 Promotional Materials A suite of collateral including general and special - interest brochures were developed and distributed throughout the year. And in - li ne with the launch of 'Beautiful Samoa', the new style guide will be applied to all promotional collateral.

Samoa.travel, the main portal for visitor information, performed well during the year. Overall traffic increased by 9%, with approximately 69% of traffic originating from New Zealand, Australia and the USA.

Throughout the year, search engine marketing and optimization campaigns (such as Google Advertising) were implemented. The growth in traffic can be attributed to these activities.

The look and feel of Samoa .travel was refreshed during the year. In addition, (website) copy and structure were improved upon, following a comprehensive site audit. These efforts are part and parcel efforts to improve the 'user - experience' and will be pursued on an ongoing basis.

4.1.3.2 Social Media Social media platforms were used, with good - effect, to complement promotional efforts throughout the year. Whilst the number of Twitter followers declined, the number of followers , well reach and engagement through Facebook and Yo uTube increased noticeably. And during the year, the official Instagram account (@samoatourism) was established.

4.1.3. 3 Samoa Direct The Samoa Direct online booking engine continued to act as a key distribution channel for many operators. Digital advertising campaigns were con ducted mostly in New Zealand and Australia to drive traffic and bookings. The number of participating operators remained largely the same.

In the New Y ear, efforts to enhance Samoa Direct will be undertaken including the assessment of including other visitor services and activities.

4.2 Travel Trade Activity

4.2.1 Joint Marketing Campaigns Collaborative promotional efforts, in the form of joint marketing campaigns, continued with the travel trade. These campaigns utilized trade distribution and promotional mediums including digital, press and TV channels. Such campaigns were also promoted to affiliated retail agents.

Destination familiarisation trips for retail travel and reservations consultants continued. These are important in terms of education and experience. Most of the familiarisation trips were from Australia, UK/Europe and Asia.

4.2.3 Agent Training Travel agent training (for frontline agents) was carried, mostly in main metropolitan and regional centres. 5.0 PLANNING AND DEVELOPMENT

5.1 Sector Capacity Building and Workforce Development

5.1.1 Tourism Sector Training and Capacity Building Programmes

The fourth and final year of the Su rf Life Saving Program encountered various challenges towards the implementation phase of the programme. One of these challenges was a two month delay of the deployment of the volunteer to Samoa. This two month delay from the original deployment of January had affected potential Surf Life Saving (SLS) trainings to be conducted during this off - peak period and preferred resort capacity training period. This was coupled with the Authority’s prior commitments as a result of the UN Small Island Developing States Conference, Teuila Festival, Tourism Cyclone Recovery Programme activities and trainings. These all unfortunately have coincided with the timing of the assignment which has hindered the implementation of essential parts of the assignment. Mr . Mattias Baen ziger commenced his assignment in March 2014 until September 2014. His application for an extension was accepted and completed his assignment in December 2014.

The 2014 AYAD implemented training programs around Samoa in five (5) different locations. Thes e trainings were conducted over a 3 day period encompassing First Aid & CPR, Rescue Techniques and Water awareness. Participants who completed the full course received the Surf Rescue Certificate and the First Aid and CPR Certificate as per below summary.

As part of the Aut hority’s commitment towards broad community water safety awareness, the team engaged with two schools within the Apia region which took 3 hours maximum. The two schools trained in the programme were Vaiala Beach School and Le Amosa. Sinalei Beach Resort, S alani Surf Resort and Return to Paradise Resort also requested trainings for their staff. The volunteer summed up his work with a refresher course for the Authority staff focusing on basic First Aid and CPR. The English version of the Surf Life Saving manu al was refurbished and finalised.

This year saw an increasing number of ad hoc trainings for the sector for which the team continued to modify their work plan to ensure the key performance indicators are met. The Authority being heavily involved in the UN SIDS pre conference preparations and the Annual Teuila Festival has seen the utilisation of a significant amount of the Authority’s resources and staff. A total of four (4) additional trainings and one workshop were implemented to capacitate and up - skil l the UN SIDS and Teuila Food Vendors that serviced the Teuila main grounds. These trainings were supported by the New Zealand Government through the Samoa Tourism Support Programme and co - shared by the Samoa Tourism Authority . Robert Oliver conducted tra ining on Samoan Cuisines, utilising the Samoan local produce and resources and trained 52 local chefs . APTC approved delivery of the Food Hygiene and Food Safety Training to 86 registered food vendors in relation to knowledge of good personal hygiene, man agement of food through proper usage of cleaning materials and preventative measures. The Ministry of Health in collaboration with the Authority hosted a half day workshop on personal hygiene and food safety. Customer service training was facilitated by S TA Volunteer, Mr . Hani Jossi which focused on the introduction to customer service, basic tools of communication and food safety and food hygiene. A total of 52 vendors attended the training respectively. The last training

delivered by Mattias Baenziger wa s on basic First Aid and CPR with a total of 47 participants trained and ready in case of a first aid emergency.

Given the necessity to ensure these trained vendors deliver quality food and services during the events, the Authority organised a ‘One Da y Food Festival/ Cook Off’ to showcase their learned skills and knowledge as well as provide the opportunity for VIP’s and members of the public to experience and share the many tastes of Samoa in preparation for the UN SIDS Conference and annual Teuila Fe stival. The team played the coordination role and noted the positive feedback from attendees. To wrap things up, the Authority once again committed in organising an ‘Award Day’ for all the registered food vendors whom have successfully participated and a cquired new skills and knowledge from trainings conducted simultaneously. Awards were taxonomized into three categories (Excellence, Attainment and Participation) for which each has been assessed on in order to maintain quality standards and hygiene.

De spite an eventful year, the division continued to facilitate capacity building initiatives for the sector. The South Pacific Tourism Organisation in close partnership with the Authority organised a one week Samoa Culinary Training Workshop targeting local tourism chefs on the theme ”Linking Agriculture to Tourism”. The training aimed to enhance the capacity, knowledge, cooking standards and up - skill the Tourism Industry culinary staff, in particular the use of local food resources, innovation and creativity in food preparation and working closely with local farmers and suppliers in food sourcing. The training was held at Millenia Hotel and APTC with a total of 26 local chefs completed the training.

The division as well played the key role in spearheading t he execution of the HRD and Workforce Component of the Samoa Tourism Support Programme framework. Therefore, following the establishment of the six tourism training modules developed by the Consultants from the New

Zealand Tourism Institute of Technology ( NZTRI), the division organized a one week Train the Trainer Course and Module Piloting targeting key stakeholders and training providers. The programme was intended to build the capacity of our training providers to sustain the quality delivery of the trai ning courses developed. A total of 23 representatives participated and were awarded certificates.

The division however continued to further enhance capacity building developments for the benefit of the sector and to address skill gaps identified through various studies undertaken. Business Planning Training was achieved and implemented under the Post School Education Training Scheme through the Samoa Qualifications Authority. The team however experienced minor difficulties in obtaining the grant for which registration as a Non - Formal Provider was one of the requirements. The grant was properly used for training materials, participants’ transportation costs, refreshments and venues for which were partially funded. The training targeted the middle management level staff to further enhance their skills and knowledge to successfully gauge the effectiveness of business management in the workplace. A total of 40 participants attended the training. The training was delivered by Ms. Christabelle Schuster on both Up olu and Savaii.

5.1.2 Awareness and Education Programs

The division continues to lead the Authority’s local awareness and education programs on radio and television. It is a n effective tool to regularly keep the public and stakeholders informed of the A uthority’s work and tourism related issues. Opportunities to align campaigns with climate change and national beautification messages continued to be implemented effectively given the limited financial resources of the Authority to fund press and televisi on programs.

These efforts were continued to be supported by the weekly and monthly electronic Tourism Circular issued by the Policy and Advice Division targeting specific stakeholders both local and abroad. Active participation at special events such as Samoa Qualifications Career Advisory Programme, NUS Display Booth Exhibition as well as assisting international and local students with their research work on tourism also contributed to the awareness and education campaign. The

division as well coordinat ed and facilitated the Industry Training Manuals Workshops for both Upolu and Savaii that were recently launched by the Authority.

5.1.3 Trainings and Workshops for Staff

The d ivision was also given the opportunity to participate in fully funded overse as trainings, workshops, seminars and conferences. In addition, the staff also attended trainings and workshops which were held in Samoa. These programmes continue to help build the capacity of staff in performing their roles and responsibilities. 5.1.4 Tourism Scholarship Programme (TSP) for NUS

The f ourth year of the government funded Tourism Scholarship Programme at the National University of Samoa (NUS) had progressed well in terms of students receiving scholarship awards for studies in the Certificate of Tourism and Hospitality as well as the Diplo ma of Tourism and Hospi tality in the academic year 2014 . The main objective of the scheme is to e nsur e our young people are given the opportunity to complete their studies at this level of tertiary education if given the resources . The Authority is commit ted in sustaining this support in the future given positive results are consistently achieved.

5.2 Product, Service and Infrastructure

5.2. 1 Accommodation Standards Programme

As part of the preparations for the UNSIDS Conference in August – September, all accommodation properties listed under the Budget, Standard, Superior, Deluxe Categories and residential homes except for Beach Fales and Savaii properties were included in this year’s periodic inspections. Savaii properties that were not included in f irst two quarters inspections; six (6) new accommodation properties and two (2) existing properties completed renovation works were also included in the last two quarters periodic inspections. Inspections for Beach Fales and List Only Properties in Upolu will commence in November 2015.

5.2. 2 Annual Product Update

Annual update for Upolu accommodations was included in the Accommodation Standards inspections due to time constraints, hence why the division was unable to undertake an annual update for all accommodation and attractions for Savaii and Upolu. The attraction sites in Upolu were also covered under the Attraction Sites Upgrading Project that is funded through the Samoa Tourism Support Programme. New staff members of the division however are encouraged to participate during periodic inspections and other field visits which are carried out throughout the year to familiarise with the tourism product which is fundamental to the effective execution of their roles . Representatives from only tw o divisions also took part in our Accommodation Standards inspections that was used to update information on accommodation properties. Update for Savaii attraction sites will commence in August 2015 and representatives from the other four divisions will be invited to participate.

5.3 Tourism Business and Investment

5.3.1 New Tourism Businesses

The division has noted an increase in the number of developers who contacted our team for advice on new developments whilst at th e initial stage of development. Awareness programs communicated via various modes including radio, online through Tourism Circular and Television Adverti sements were also implemented. All proposed and new tourism developments/businesses are required to formally register with the Authorit y. This process helps gather initial information on the status of developments by the time the operators approach the Authority for the first time. Site inspections are conducted on a quarterly basis to assess locations, collect information on developmen t progress and provide guidance on next steps to be taken. The completion of the review and reprinting of the Tourism Operator Training Manuals which is available in both English and Samoan is also available to assist potential operators in planning thei r projects.

5.3.2 Tourism Investment

The D ivision represent s the Authority at N ational I nvestment C ommittee meetings in the absence of the CEO. The division assisted the Ministry of Foreign Affairs and Trade with the coordi nation of site visits for two groups from China, one of which was from Shenzhen. The Authority in collaboration with key Government agencies assisted the process with the division playing a facilitation role to ensure up to date information are made avail able to the interested investors and requests are facilitated smoothly.

Moreover, the division represents the Authority on a regul ar basis at the Apia Waterfront Meetings. The division also assisted in the coordination of consultations between the Auth ority, Ministry and Natural Resources and Environment and the New Zealand High Commission, on interpretive signage content and locations as part of the quick wins for the project.

5.4 Samoa Tourism Support Programme

5.4.1 Attraction Site Upgrading

The P lanning and Development team leads the coordination and implementation of this project’s work - plan. Consultations for the To Sua Ocean Trench Stairway Access project through the Samoa Tourism Support Programme that was carried out by the selected Technica l Adviser from Hume’s Architects completed. In conjunction with Smith and Henry Engineers; Hume’s Architects prepared and provided the Preliminary Design Report and Concepts for the purpose of providing a safer access to To Sua Trench. Clarifications and cost estimates were also provided as part of the consultation process for the key stakeholders and the To Sua Ocean Trench management. The Selected option (c) – Design Option 1 provided the alternative conceptual imagery for the stair. A draft Terms of Reference for Construction and Supervision works for To Sua Access Stairway (phase 2) to be procured has been completed and will progressed with implementation once the review for the Activity Design Document for Attraction Sites component is finalised. T he division is regularly called upon meetings with the New Zealand High Commission to discuss the Attraction Site Component in regards to finalising of the list of priority sites to be developed and upgraded through this program and timeframes for each act ivity.

5.5 Tourism Cyclone Recovery Programme (TCRP)

Two years on from the destruction by Tropical Cyclone Evan December 2012, operators are still profoundly involved in reconstruction and market recovery works with the im plementation of the “Build Back Better” approach. Regular efforts of TCRP funding opportunities made available by the Aid Programme has seen fulfillment through increased number of operators accessing their eligible assistance, rebuilding in compliance to national industry standards; regenerating pre cyclone demand from their target markets and capacity recovery for misplaced employees.

The response rate towards TCRP has not been consistent and has experienced peak and slow times, however, the familiarisa tion of the funding requirements and procedures increased within the industry. Moreover, it still maintains the positive response from applicants who continually strive to improve their products whether it be through the physical structure, the demand of the product or delivery of the service. Despite the increased familiarisation of the industry with the available funding requirements, the recent six month period has experienced low and slow response from the industry.

The Focal Point and Secretariat c arried out two FG site inspection to all the properties who have received funding and noted reconstruction/rebuilding works to the affected tourism properties have adapted the build back better approach and thus increase resilience. Awareness visits to pr operties eligible under the reconstruction grant that have yet to apply for funding was also included in the FG site visits.

Assessment and consideration of applications received for two funding rounds (7 & 8) completed within reporting period with two (2 ) applications for reconstruction (Output 1) and twenty six (26) for marketing (Output 2). The response rate for reconstruction has seen a drop over the last six month period due to unavailability of operators to prepare and submit required documentation. However, there has been a positive feedback from applicants who were granted funds over the last funding roun ds and were impediment to utiliz e their approved funds in time.

To counter the problem regarding displaced employees within the sector, it was essential to provide trainings for the affected operators especially most have hired new workers to assist with operations. Training courses targeting dis placed employees of the affected properties has been in progress with the implementation of intensive Australian accredited courses and identified short - term training opportunities for the tourism sector. The following provides an update of trainings comp leted within this reporting period:

The following activities were undertaken for the period reported under this funding assistance:

i) The Coastal Engineer for Manase was recruited and following the Preliminary Design phase for Manase ’s Coastal Protection which identified the best option for protection as beach replenishment with suitable control measures, the tourism climate change project called ICCRTS funded by th e Global Environment Facility (GEF) through UNDP had taken up the proc urement of consultancy services for the Detailed Design and Supervision works. Evaluation for this task is now in progress. Procurement for the construction and implementation will follow and will be funded through the assistance of the Adaptation

Fund pr oject under MNRE which also targets coastal resilience and implemented also through UNDP. ii) It is anticipated that the villages of Tafatafa, Siumu and Lano will be looked at next under this component as it was identified in the Design to have similar condit ions with Manase and this component can look at conducting a Preliminary Design and/or a technical study of the most feasible options of coastal protection for the mentioned villages. The Tenders Board approved the single procurement of Tonkin and Taylor International to undertake the assessment of the three sites and the contract services for Tonkin and Taylor is currently being reviewed. Timeframe for this activity is July – October 2015. iii) The procurement for a Financial Risk Management specialist has be en challenging in the past year, however, the Economic and Financial Management Pty Ltd was selected and contract signed within this reporting period and assessment to be completed by September 2015.

5.6 Tourism Climate Change Project

The division conti nued to assist the Climate Change section with their ongoing projects. Following the impacts o f Cyclone Evan on Manase, the US Aid C - CAP focused on assisting Tanu Beach Fales by identifying a suitable solution to the coastal erosion. The Elcorock wall wa s identified as a suitable solution. The Authority was involved as a C - CAP counterpart and part of the agreement with the US government and C - CAP, the Authority will b e the caretaker of the specializ ed machine. Planning and Development division attended the special ceremony to launch the completion of the Elcorock Wall project and the official handover of the E lcorock speciali z ed sewing machine.

5.6.1 “Enhancing the resilience of tourism – reliant communities to climate change risks” project

Tourism as widely known continues to be impacted by climate change and the Global Environment Facility funded project implemented through UNDP during the period reported started on some of the key activities. These included the development of Tourism Development Area Management Plans for the 6 targeted areas. The consultations for the formulation of these Management Plans were conducted through the use of the Participatory three dimensional model planning tool to engage the communities and tour ism businesses to plan and envision the development of tourism in the areas with an understanding of climate change risks . The technical support of MNRE through the Forestry Division and others helped the project facilitate these workshops which were condu cted in three different locations namely Manono, Apia and Salelologa.

Technical Guidelines for climate resilient practices is also being produced together with the (six) 6 TDA Management Plans for the villages of Saleapaga, Lalomanu, Sataoa, Saanapu, Le puiai and Faleu Manono, Lano, Manase, Falealupo, Satuiatua, and . The Guidelines will serve as a practical tool to guide adaptation activities for the tourism development areas listed above.

During the reported period, this project cont racted technical engineering services to draw the Detailed Design and supervise the implementation of the replenishment of Manase with offshore wave breakers to address the critical c oastal erosion problem affecting the eastern end of the village. The Aut hority through this project will collaborate with the Adaptation Fund “Enhancing the resilience of coastal c ommunities” project through PUMA, MNRE to implement this activity.

In this regard, this project at FY end was in the process of procurement for consultancy services to work together with the Meteorology D ivision of MNRE, provide tourism tailored information from the Climate Early Warning System (CLEWS).

Overview

The Tourism Industry had a solid period for the year under review with good growth recorded for both Visitor Arrivals and Earnings of 4.63% and 4.73%respectively.

Our top four primary markets which represents85% of our total visitors continue to perform well with the exception of our American Samoa market which recorded a negative annual growth of 9.83%.However, this was mostly cancelled out by the record growth achieved by our USA market which increased by 29% with New Zealand and Australia remaining steady.

Our secondary markets also performed well with China, and Other Pacific Islands being the significant movers recording excepti onal growths of 37%, 18.7% and 10% respectively. This highlights the potential that we have always seen with the Chinese Market but also the importance of hosting Regional Conferences that is attended by our fellow island neighbours with the SIDS Conferenc e being the major one.

Tourism Earnings usually mirror the performance of our Visitor Arrival numbers and this year is no different with both achieving very similar growth. However, total earnings of $340.5m for this financial year makes it a record year s urpassing 2011/12 period where total earnings of $336.3m was recorded but through higher total visitor arrivals.

Our Occupancy Rates for our top four Accommodation Categories all recorded minimal decreases when compared to the same period in 2014 with the exception of our Standard Product which increased its average by 2%. This resulted in the net overall average increase of 0.2% compared 4.7% that was achieved in the last financial year.

Overall, the performance of the Tourism Industry for the period under review was great especially given the stagnant growth that was experienced last year. The outlook also remains positive especially with the increased investments now being made to improve our deluxe products capacity with the pending opening of Taumeasina Island Resort and the re - opening of the Sheraton Aggie Greys at Vaisigano. These new developments along with improved access and capacity from our primary markets gives the industry renewed optimism to build on the growth that was achieved this year and m eet or exceed the targets that have been laid out in our Sector Plan.

This year also saw the launching of our Economic Impact Assessment Report which provided a detailed analysis of the impact made by tourism expenditure on incomes, employment, public sect or revenue and balance of payments; and to determine the overall impact of tourism on National GDP. Key finding from this report which is included in the latter part of this review reaffirms government’s decision to prioritize the sector in its developmen t strategy.

 Total visitor arrival numbers of 132,682 have increased by 4.6% compared to the previous financial year period and is the highest annual growth recorded over the past 5 years.  Our Holiday Market under Purpose of Travel represented the highest contribution to total arrivals representing 35% and exceeds VFR’s which represents 33% for the first

time over the past 5 years although both recorded minor decreases in overall contribution when compared to the previous year.  Our t op four primary markets continue to perform well although it now only represents 85% of overall visitors compared to 87% in the previous financial year with the slight decrease mainly associated with the drop in numbers from our American Samoa market

 Total tourism earnings of approximately $340.5m have increased by 4.73% or $15.4mcompared to the previous year or has increased by 11% or $34.1mwhen compared to 2010. This is mainly attributed to an increase in both visitor arrivals as well as an increase in average spending per visitor for the period under review. Total earnings for the Financial Year is also the highest earnings recorded since records have been compiled exceeding previous high that was set back in the 2011/12 period.  V FR’s continues to provide the majority of earnings contributing 43% while our New Zealand market contributed 45% towards total earnings.

 All of our Accommodation Products achieved positive growth for the year with the exception of our Su perior Products which recorded minor decreases for the period.  Our Standard Products recorded the highest net growth of 2% for the year in review.  Overall, there was very minimal growth for average occupancy rates at 0.2%.

 Total Ships visit ed have increased from 12 from 14compared to the previous financial year but we would have had a record year in terms of ships docked this year if it wasn’t for the cancellation of 4 ships due to bad weather

 Total cruise ship passengers however has recor ded a slight decrease by 4.8% or 913 passengers as less mega ships ported compared to 2013/14

ECONOMIC IMPACT ASSESSMENT FINDINGS;

The EIA findings was based on information collected from Inbound International Tourist spending in Samoa, the Domestic Touris m spending in Samoa; and Cruise Passenger spending in Samoa. The results are as follows:

 Direct tourism expenditure is SAT 370 million.

 Direct tourism expenditure as percent of GDP is 20%

 93% of total tourist expenditure comes from the inbound internation al tourists

 The total expenditure recorded in this survey is higher than the current estimates of foreign exchange earnings from the Central Banks of Samoa.

 There are opportunities for both Domestic Tourism and Cruise Tourism to play vital roles in the fut ure development of tourism in Samoa.

7 .0 POLICY AND SECTOR COORDINATION

Introduction

During the course of this fiscal year, t he Policy Advice (PA) Division as it used to be has changed Supervision from that of CEO to Sector Coordination as well as name changed from Policy Advice to Policy and Sector Coordination Division to better reflect it s current functions and services and also to align with few new arrangements necessary to effective and efficient service delivery although a few matter s have still needed direct authority of the Chief Executive Officer . The more reasons for name changed has been enhanced with the inclusion of the Sector Coordinator together with a Policy Analyst that ha ve assisted very much with the Authority’s effort in engaging Communities in order to learn and ensure an interest in Tourism Development.

With the slight change in nature of our work and priorities, o ur division had directed all energy and assistance to Tourism Sector and its work plan. Otherwise a few fu nctions have still remained directly under authority and endorsement of the Chief Executive Officer due to their nature and of previous arrangements. So again, bulk of our work is assisting Tourism Sector Coordination Unit in implementing its work Plan. Ve ry crucial as we not only get the feel of working and serving the whole Tourism Industry but also to realize that engagement when working with the Industry and Community.

Other than the Sector Coordinator other personnel that makes up the P SCD are Commun ication and Public Relations, Events Management, National Beautification Committee, Policy Analyst, Information Technology and Graphic and Designs and Executive Assistant to CEO plus our two (2)temporary staff from VSA Scheme one assisting work of Event Ma nagement and one expertise in landscaping.

7.1 National Beautification Committee

The National Beautification Committee has continued its work throughout the year with its lavatory inspection still ongoing every two months for both Upolu and Savaii. The si gnificant thing about these inspections were the renovation of public toilets at Matagialalua, the wharf at Matautu and at Savalalo next to Flea Market so as the establishment of new facilities like one at Mulinu’u and of course our recently famous Garden Toilets where two are located within STA Cultural Village. Next accomplishment is the Apia Waterfront Project that saw the utilization of a

Landscaping Expertise that further saw the development of a few win wins like the Malaefatu Playground opposite Tano a Hotel one of a few together with landscaping work contributing to Apia’s Facelift already in the pipeline with kind assistance of New Zealand Government. NBC boys had continued to install Village and directory s ignage for whole of Samoa. Lastly , was the usual suppor t to all set clean up days through out the year that all Ministries and private businesses partake in.

7.2 Teuila Festival

This year proved to be a remarkable year for STA and stakeholders for hosting Teuila that was bigger and better than eve r before. Teuila Festival 2014 coincided with SIDS Conference and thus Teuila lasts for two whole weeks. Prior to the actual Festival, preparations kicked off from January 2014 with all planning and logistics. One particular one was the training provided f or all Food Vendors, members of the public that were interested to set up a Food Stall during the festival with ultimate goal of providing a variety of Samoan and overseas cuisine that can be both enjoyed by locals and overseas delegates attending SIDS. Al though it was hard work, but it was all worth it in terms of its increasing popularity and more people turning up to all its stage events. Main new features and many new programmes were seen and witnessed by the Public including many dance groups from over seas that were willing to travel down to be part of this great and most successful event thus far. For instance, Miss Faafafine Beauty Pageant a people’s pageant held at Main Stage for the very first time sure drew in the most crowd s . Among other most popu lar events were the Cultural Dances and High School students Dreamshow.

7.5 Cultural Village

With recruitment of STA newly formed Cultural group, 5 girls and 4 boys together a full band thus added another major feature to our Cultural Village visits and d emonstration. We had now being able to showcase our Entertainment Group with their normal Thursday Tour and demonstration at their own assigned part of the field and during anytime a Ferry is docked at the nearby Matautu and of course during other related Tourism Events where needed. Meanwhile, a huge makeover has been done to our Cultural Village in rearranging of Fales and fields to reflect a more vibrant environment and space suitable for all planned activities and cultural demonstrations.

STA Cultural Group had continued to host and put on display the following talents and skills: tattooing, handicra fts, carving, screen printing, S amoan food (umu) demonstration and sampling, fire knife dancing, traditional healing etc.

7.6 Events

The Authority has con tinued to le a d the way in Samoa through its effective and efficient facilitation and coordination of events at a national and international level. Similarly to the previous year we had made a commitment to continue assisting and sponsoring these events as they were very promising to attract more tourists and locals alike. Again, events that were held and assisted with are as follows:

Miss Pacific had returned to its base this year after successfully hosted the beauty pageant in 2013. Samoa Tourism Authority remain ed the Secretary to Miss Pacific Pageant hence, – the Events Coordination unit continued in assisting all Partners and stakeholders as usual in prepar ation of Pageant 2014 that was held in Apia later in the year . It was a worthy cause given that our newly crown Miss Samoa – Miss Latafale Auva’a won Miss Pacific 2014 that made Samoa won 6 crowns similar to American Samoa but a bit less than .

7.7 Information Technology and Server

From the IT’s corner, a very crucial services in relation to the ongoing performance of PSCD Division and network maintenance working parallel with server administration. Has continued to provide that technical ass istant to Consultants/TAs, Management and general staff with regards to Internet connections, email setups, PA system and other related IT support during general consultations and seminars as well as the ongoing technical support to CEO and Management with Boarder Management System. In addition, the monitoring of email and internet users on a daily basis to ensure System is professionally use without the abuse of some staff that could have skyrocketed costs and fees. IT is also responsible for providing adv ice and quotes for the procurement of all technical assets and IT related stationary.

7.8 Media Awareness, Public Relations and Communications

Keeping the Industry, the public and the media informed of what STA is carrying out to ensure ‘tourism for Samoa ’, is the responsibility of the P CSD Division. It is the duty of the P CSD team to develop, implement and drive a strategic communications programme covering industry and STA developments. This is an effective communications programme that will feed to al l the local and international media, the local community as well as the local and international tourism industry and interested stakeholders all and any news that reflects and advises ALL about what is happening in the tourism sector and its benefits to th e larger Samoan economy.

These forms of awareness include the creation of press releases, press conferences, television programmes (TV1 Lali/TV3 Samoa le As ō ), weekly radio programmes (Radio2AP, Radio Polynesia Talofa FM), online updates and correspondenc e. The communication strategy formulated and in draft form also includes leading negotiations and discussions with villages, communities and specific groups as required by the Authority in the efforts to communicate important tourism messages to the commu nity at large.

The PSCD Division continues to assist the STA Marketing Team locally based and those STA Marketing Reps overseas, through the facilitation and implementation of itineraries and programmes for overseas media visiting Samoa under the Authori ty’s Media Visit Campaign.

8.0 FINANCE AND CORPORATE SERVICES

Introduction

The Finance and Corporate Services division of the Samoa Tourism Authority is an integral part of the Samoa Tourism Authority that plays a vital supporting role in the effect ive implementation of the core activities of the Authority’s outputs through ensuring compliance with the Public Bodies and Accountability Act 2001 and other relevant national and international legislations that regulate the administration and finances of Samoa Public Bodies.

Additionally the Finance and Corporate Services division is also responsible for overseeing and coordinating the human resource of the Authority.

8.1 Financial Report

8.1.1 Annual Accounts – FY 2014 - 2015

We herewith present the Sa moa Tourism Authority’s audited annual accounts for the financial year 2014/2015, and we are pleased to state that the Authority’s books subsequent to the audit arrived at the following:

. the accompanying financial statements give a true and fair view of th e state of affairs of the Authority as at 30 June 2015, . Financial statements of the Authority have been prepared in accordance with International Financial Reporting Standards, and are in compliance with the Public Finance Management Act 2001 and Companies Act 2001 (amended 2006) in relation to the form or content of financial statements made under the Public Bodies (Performance and Accountability) Act 2001. . There are no circumstances which would render any particulars included in the financial statements t o be misleading or inaccurate.

8.1.2 Internal Control Systems

Samoa Tourism Authority’s internal control systems continue to be effective in ensuring that accountability and transparency are upheld throughout the execution of the Authority’s operations. These systems are further strengthened with the assistance of our accounting software MYOB, and existing Administration and Accounting policies and procedures. Any issues

raised with relevant recommendations by auditors during audits to fortify internal c ontrol systems of the Authority are implemented where necessary.

8.2 Finances

The government grant continues to be the main source of revenue for the Samoa Tourism Authority, contributing to 94.48% of the Authority’s total revenue for the year (last FY 98 .63%). The remaining 5.52% was generated from sponsorships and registrations for the Teuila Festival, proceeds from the Miss Pacific Islands Pageant 2014, hire of STA assets, sale of promotional materials, and foreign exchange gain. The grant from the go vernment for the year was decreased by approximately 15% ($10,133,696) when compared to last year ($11,608,916).

8.3 Financial Analysis

In comparison to last financial year (FY2013.2014) with an excess of $441,167 the Authority’s financial performance thi s year declined towards the end of the last quarter resulting in an end of the year deficit of ($939,543). The impact of the decline is reflected in the Authority’s deteriorated financial position as at year end with a current ratio of .22 (last financial year’s .71) implying insufficient liquid assets to cover short term liabilities when they fall due.

Although the Authority’s financial performance last year was better, it should be noted that the Authority’s total expenditure for the year when compared t o last year increased only by a minute 0.16%. Total income on the other hand decreased by 12% due to the 15% cut to its grant from government for the year when compared to last year.

Overall the overspent of 9% for the year ending 30 June 2015 is attribu ted to two major campaigns namely the ‘Beautiful Samoa” a fresh brand campaign that was launched in Brisbane, Melbourne and Sydney Australia in June and the Australia Samoa Roadshow. These campaigns are just the beginning of the Authority’s campaigns lead ing up to Samoa becoming a ‘First Class Destination’ when Samoa’s first class hotels Sheraton and Taume a sina Resort officially open next year.

The Samoa Tourism Authority’s enduring good relationship with its suppliers ’ facilitated agreements to settle the se debts in the first half of the new financial year.

8.4 Human Resource

8.4.1 Staff

The Authority during the year employed a total of 86 employees including our NZ marketing representative and assistant and the Australian marketing representative. To tal employment increased significantly during the year when compared to last financial year with 66 employees. The employee turnover this year is 8.13% (FY2013/2014: 10.45%) which means a total of 7 staff members will need to be recruited and trained to f ill the vacant posts. Of that total 3 are professional staff members and 4 operational.

8.4.2 Resignations / Terminations

During the financial year 4 employees resigned to pursue other endeavors and 3 employees were terminated on grounds of misconduct.

8.4.3 Reti rements

No staff member retired during the year.

8.4.4 End of Contracts

Ms . Mativa Imo the former Manager Research and Statistics was succeeded by Mr Kitiona Pogi in November last year when her second contract with Samoa Tourism Authority ended. Ms Amia ifolau Afamasaga - Luatua completed her 5 year contract (2009 - 2014) in December as the Tourism Climate Change Coordinator after which she was appointed to the position of Tourism Climate Change Project Manager for a contractual period of 3 years.

8.4.5 New Recruitments

STA welcomed 23 new employees during the financial year as replacements for the resigned, terminated and promoted staff members as well as for the new positions approved by the Board of Directors.

The new recruits comprise the Research an d Statistics Manager, Miss Samoa, 1 Marketing and Promotions Officer, Ausiva Samoana (4 Musicians and 10 Dancers), 1 Marketing Support Officer, 1 additional Office Driver, 1 Receptionist a Cleaner and 2 additional NBC workers.

8.5 Overseas Trainings

The S amoa Tourism Authority was again fortunate this year to have received several invitations to a number of fully and partially funded overseas training opportunities for its staff members.

Selection of candidates is carried out by Management based on the requirements of the programmes, eligibility criteria, and the relevance of the programme to the respective areas of responsibilities for effective capacity building of staff members. Staff members who attend the trainings are to share the knowledge acquired and their experiences with the Manageme nt and Staff through a presentation on return.
