Despite supposedly improving economic statistics, the majority of the people are still mired in poverty reeling from high prices of basic commodities and services, unemployment, unlivable wages, sham land reform, inadequate housing and so on. Even its much touted campaign against poverty is under question as more cases of corruption by people from the Aquino administration surface. No hope can be pinned on this president whose government fails to lighten and instead adds to the burden that the people, especially from the basic sectors, endure. Noynoy Aquino’s reckless implementation of privatization, liberalization, deregulation and denationalization, all earmarks of neoliberal globalization, proves his puppetry to U.S. imperialism. Just like Gloria Macapagal-Arroyo, Aquino has been anointed to be the U.S. lackey in Asia especially in its current “pivot to Asia-Pacific.” In exchange for Obama’s pat on the head and American military aid, Malacanang welcomes stronger U.S.

How Nations Learn Praise for the Book ‘The chapters examine how industrial latecomers have crafted strategic and pragmatic policy frameworks to unleash the universal passion for learning into business organ- izational practices that drive production capability development and foster innovation dynamics. The transformational experiences described in the book offer a multitude of ways in which learning is organized and applied to advance a nation’s productive structures and build competitive advantage in the global economy.’ Michael H Best, Professor Emeritus, Author of How Growth Really Happens: The Making of Economic Miracles through Production, Governance and Skills, Winner of the 2018 Schumpeter Prize ‘The analysis of development and catching-up has finally shifted away from sur- real problems of ‘optimal’ market-driven allocation of resources, toward the processes of learning and capability accumulation. It separates the world into high and low-income economies. To create inclusive pros- perity, we urgently need to understand How Nations Learn. 27 NOVEMBER 2020, FRIDAY ✓ Headline STRATEGIC November 27, 2020 COMMUNICATION & Editorial Date INITIATIVES Column SERVICE 1 of 2 Opinion Page Feature Article LLDA Board endorses P609-billion BOO scheme for rehab of Laguna de Bay ByJonathan L. Mayuga November 27, 2020 Fisherman traverse one of the narrow tributaries of the heavily silted Laguna de Bay. The Laguna Lake Development Authority (LLDA) has endorsed an unsolicited proposal from a private consortium to rehabilitate and develop Laguna de Bay, the country’s largest lake and biggest aquaculture hub. In a news statement, LLDA General Manager Jaime “Joey” Medina disclosed that the agency’s Board of Directors has approved the proposed P609-billion Laguna Lake Development and Rehabilitation Project “after months of review and evaluation.” The unsolicited proposal will be undertaken through a Build-Own-Operate (BOO) scheme, which means that the proponent will finance, construct, operate, maintain and own facility and can collect fees and charges to recover their investment. The government, on the other hand, will provide the authorization and assistance in securing the BOO contract and has the option to buy the output, or service provided by the operator. The consortium is led by Taguig Lake City Development Corp. (TLCDC), with two big foreign companies as partners that have the experience, expertise and track record in undertaking such a project. Medina said the endorsement comes on the heels of successive strong tropical cyclones, the latest of which is Typhoon Ulysses that triggered massive flooding in Metro Manila, Rizal province and other areas. “This is a welcome opportunity as this will truly aid in addressing the Laguna Lake’s continual problems in siltation, industrial pollution, sedimentation, and lakeshore flooding,” Medina said.

Despite encouraging Jdevelopments at the beginning of his presidency last July 2016, such as the release of 19 peace consultants of the National Democratic Front of the Philippines (NDFP) and the resumption of the peace talks between the Government of the Republic of the Philippines (GRP) and the NDFP, his strong criticism of continuing US intervention in the country, and his promises to end contractualization and the demolition of urban poor people’s houses, there remains little cause for celebration. • Buddhism and the Global Bazaar in Bodh Gaya, Bihar
DESTINATION ENLIGHTENMENT: BUDDHISM AND THE GLOBAL BAZAAR IN BODH GAYA, BIHAR by David Geary B.A., Simon Fraser University, 1999 M.A., Carleton University, 2003 A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE DOCTOR OF PHILOSOPHY in The Faculty of Graduate Studies (Anthropology) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) December 2009 © David Geary, 2009 ABSTRACT This dissertation is a historical ethnography that examines the social transformation of Bodh Gaya into a World Heritage site. On June 26, 2002, the Mahabodhi Temple Complex at Bodh Gaya was formally inscribed on the UNESCO World Heritage List. As a place of cultural heritage and a monument of “outstanding universal value” this inclusion has reinforced the ancient significance of Bodh Gaya as the place of Buddha's enlightenment. In this dissertation, I take this recent event as a framing device for my historical and ethnographic analysis that details the varying ways in which Bodh Gaya is constructed out of a particular set of social relations. How do different groups attach meaning to Bodh Gaya's space and negotiate the multiple claims and memories embedded in place? How is Bodh Gaya socially constructed as a global site of memory and how do contests over its spatiality im- plicate divergent histories, narratives and events? In order to delineate the various historical and spatial meanings that place holds for different groups I examine a set of interrelated transnational processes that are the focus of this dissertation: 1) the emergence of Buddhist monasteries, temples and/or guest houses tied to international pilgrimage; 2) the role of tourism and pilgrimage as a source of economic livelihood for local residents; and 3) the role of state tourism development and urban planning.
