I. Introduction

Since the start of INTERREG IV in 2007, various projects, studies and initiatives have been launched to establish a “North-South Corridor” as axis between the east Sea and the Adriatic Sea that is crucial to boost the economical development within the old west/east European border area by pointing out the great transport advantages of the new linkage.

The "Berlin Declaration" of November 2007 marked the beginning of an initiative demanding "an attractive transport infrastructure as well as internationally competitive and efficient means of transportation within the Scandinavian-Adriatic Development Corridor". The declaration was followed by the COINCO-charter in March 2008. Based on this development, in 2008 the German Federal Ministry of Transport, Building and Urban Development advanced the development of concrete EU funded cooperation projects. In November 2008, the Scandria "sister project" South-North Axis (SoNorA), led by the Veneto region, started within the Central Europe Programme. Both are complemented by the projects Transitects, which focuses on North-South- transport via the Alps, and COINCO-North. Scandria also signed a common agreement on joint green transport corridor activities with the Swedish Ministry of Enterprise, Energy and Communications as well as the transnational territorial cooperation projects East West Transport Corridor II (EWTC II) and TransBaltic. Now the ongoing TransGov project brings together recent initiatives that aimed to create cooperation in the Baltic Sea region. This review provides a collection of the projects mentioned above and adds other important projects and initiatives that have been or still are essential in promoting, shaping and establishing this corridor. It collects examples of projects and initiatives and gives and overview resp. delivers a critical “mapping” of the current stakeholders.

II. Projects

a. Baltic- Adriatic Transport Cooperation (BATCo) - 4/2010 – 6/2013

The Baltic-Adriatic Transport Cooperation aimed to improve the connectivity within the European railway network between the Adriatic Sea and the East Sea, especially the linkage to important sea and inland ports and intermodal hubs as well as the accessibility of peripheral regions. Through a promotion of a shift of transport from road to rail, the project supported a reduction of CO2 emissions and protection of the environment. Results Political promotion of the corridor: the BAT-Corridor is a recognized transport corridor and a great example, how regions can express and promote their interests on a European level. Within this framework the publication “The Baltic Adriatic Axis. Element of the future European TEN-T Core Network” provided a consistent argumentation. BATCO was focused on east Europe which did not meet the interests, expressed by the East German parts of the corridor.

b. Freight and Logistics Advancement in Central/South-East Europe – Validation of trade and transport processes, Implementation and Application (FLAVIA) - 03/2010 – 04/2013

FLAVIA aimed to improve the intermodal freight transport without constructing new infrastructure. Logistic process optimization was the centre of attention which was carried out through using methods like benchmarking, bottleneck- and accessibility analysis. Furthermore the project intended to increase networking and intermodal freight transport. Results Flavia delivered essential results about the relevant logistic markets within the Scandria corridor, Austria, Czech republic and Germany in a range of reports like "Needs of logistics market players", "Missing liner services", "Missing terminals", "Cross border problems" and "Interoperability". A feasibility study on the intermodal network for the Development agency Southwest-Saxony (GVZ), named "Connection of secondarily terminals better to main hubs” has been conducted and is of great importance. c. South East Transport Axis (SETA) – 01/2011 – 12/2013

The south east transport axis is the interconnection of the (SETA) TEN-T corridors IV, VI, VII and V, X. As an important supplement to the TEN-T core network SETA improves the international accessibility of the participating regions and supported regional and economical development. The extension of interregional networks as well as hinterland linkages to the northern Adriatic ports Koper and Rijeka are the main focus. Results SETA has a strong focus on middle and eastern European countries. An important issue is the connection between ports and the hinterland north-eastwards. By supporting environmentally friendly transport, green corridors are about to be established. Project Partner

d. South-North Axis (SoNoRa) – 11/2008 - 07/2012

The project SoNoRa focused on improving the South-North axis between the east sea and the Adriatic Sea to stimulate central Europe’s Economy. Results Giving recommendations for policy actions concerning transnational Cooperation in the field of transportation infrastructure and TEN-T revision in 2010 have been great achievements of the project. On top of that, pre-feasibility and pre- investment studies for the connection at the hubs along the north-south axis have been issued. Furthermore, studies aiming an optimization of transport flows and operational concepts have been carried out. A dialog platform for international institutions and private stakeholders has been established.

e. Scandinavian Corridor for Growth and Innovation (SCANDRIA) – 09/2009 – 08/2012

Scandria was a cooperation of 19 partners from Germany and Scandinavia willing to assume a future role in developing a green and innovative transport corridor between the Baltic and the Adriatic Sea as well as to promote a new European economic core area. The regional field of attention was the east sea and the northern part of the corridor. As such, the Scandria project was part of the initiative to foster the Scandinavian-Adriatic Development Corridor marking the shortest way from Scandinavia to the Adriatic Sea along the transition point from Eastern to Western Europe. Results Optimization of the transport infrastructure: within the Scandria Investment Strategy, ideas for intermodal hubs, rail transport and heavy good transport, including new techniques of cargo-handling and electro mobility haven been developed. To establish a “green corridor”, a feasibility analysis for alternative fuels in heavy good transport was published. Furthermore, a better linkage between the regions through motorways and an improved port- hinterland infrastructure was promoted. The strategic cooperation between the regions was strengthened. A cooperation platform in the northern corridor area was established and is now well integrated in relevant networks within Europe. A Scandria Alliance shall be established 2013 – 2014 to carry on the projects. f. East-West Transport Corridor II (EWTC II) – 09/2009 – 09/2012

The Project EWTC II was the follow-up of the previous EWTC I, which has been a great success. Therefore, the partners agreed to carry on their cooperation. EWTC II was seeking ways to organise the freight transport in the southern East sea area and along the east-west axis in an efficient and sustainable way. Stakeholders in that region were sensitized for sustainable transport planning and IT solutions in freight transport. Results EWTC II founded the "East-West Transport Corridor Association", a cooperation of transport and logistics companies, intermodal transport corporations, haulers, authorities and academic institutions to boost the development of an east-west transport corridor. To develop a “green corridor”, EWTC II published a Corridor Manual and issued a "Green Corridor Definition". Furthermore EWTC II focused on a "EWTC II Truck Parking Strategy".

g. TransBaltic – Towards an integrated transport system in the Baltic Sea Region – 09/2009 – 09/2012

TransBaltic aimed to set incentives for establishing a multimodal transport system within the East sea region and therefore the integration of transport networks on local level. To process the growing freight transport flows in the East sea region and to optimize the gateway function, transport development concepts were developed. Results The most important result was the macro regional action plan, which included measures for infrastructure, logistic and transport capacity towards an east sea wide connection and cooperation for a sustainable development of the whole Baltic region. Various policy reports have been published to examine the strategic development of the region as well. The "TransBaltic forecasts and scenarios for BSR corridor flows 2030" focused on the global freight transport routes, based on a north-south axis via the ports of the Adriatic sea. Another result was the "Review of the ICT tools supporting green logistics developed in the INTERREG transport projects" which gave an overview on the communication strategies sand instruments (ICT), which were developed within the east sea region. h. Corridor of Innovation and Cooperation – (COINCO North) – 01/2009 – 12/2011

The Corridor of Innovation and Cooperation was a union of territorial authorities in the Scandinavian- German corridor between Oslo and Berlin-Brandenburg, promoting sustainable economic growth. They developed a strategy for a sustainable transport infrastructure within the participating regions and released feasibility studies for networks between the cities and green corridors as well as market studies, especially focusing on high speed train connections. Results The main result was strengthening the administrative network within the region as well as releasing a feasibility study on the development of a high speed train connection within the Oslo-Copenhagen network (targeted maximal travelling time: 2.5 hours), therefore establishing the region „the Scandinavian 8 million city“, a conglomerate of metropolitan areas around Oslo, Copenhagen and Gothenburg. i. Green STRING Corridor – The new green growth centre in northern Europe – 12/2011 – 12/2014

The "Green STRING Corridor"-Project is an interregional cooperation to foster an innovative transport and logistics sector within the green transport corridor between the Oeresundregion and Hamburg. Companies and sectors which are specialized on green transport shall benefit from the “green corridor”. Reachability and the reduction of travelling time, especially fostered through the new Fehmarn belt connection are of importance as well. Results Through establishing a platform and building a network, an ongoing and intensive dialog has started. j. Transalpin Transport Architects (TRANSITECS) – 07/2009 – 06/2012 TRANSITECTS aimed an optimization of Transeuropean transport networks, especially the north-south corridor along the East Sea -Adriatic Sea axis. Through supporting more efficient, rail bound alternatives for transalpine freight transport, the alp bottleneck should be relieved and the transit traffic through the Alps was to become more efficient and environmentally friendly. Results TRANSITECTS conducted traffic surveys for selected transport connections between North Italy- Switzerland/ Austria- South Germany which provided an overview on the alpine freight transport flows and intermodal systems. On top of that, TRANSITECTS evaluated the life cycle assessment of selected tracks through the Alps. TRANSITECTS has established a platform for connection, cooperation and exchange of experience between all involved partners. k. BSR TransGovernance (TransGov) – since 06/2012

The projects objective is to demonstrate how multi level governance models could work in the implementation of green transports for macro- and mesoregional action plans and transport corridors. The focus will be on flagship projects and strategic actions in the EU Strategy for the Baltic Sea Region. It shall be demonstrated, how multi-level governance models, tools and approaches can contribute to a better alignment of transport policies in the Baltic Sea Region at various administrative levels, including a better incorporation of the business perspective. This is expected to increase the commitment of public and private stakeholders to achieving greener and more efficient transport in the Baltic Sea Region. Expexted Results The project will develop and test joint planning and implementation framework for transport policies. This shall happen on macro and micro scale. The process, which involves authorities across national borders will include private stakeholders as well. l. Amber Coast Logistics (ACL) - 10/2011 – 03/1014

Due to an Increase of the transport streams in the Baltic Sea region with its hinterland, the Baltic States, Northwest Russia, Denmark, Germany and Poland within the past years the number of logistics centers along the eastern and southern coast of the Baltic Sea is rising constantly. They form a supply chain that enables logistic players to balance flows of goods and react quickly to market changes. The transport infrastructure in that region is still underdeveloped and access to remote areas remains difficult. Due to this drawback, the service potential of the region is not being exploited. ACL aims to support the development of multimodal logistic centers in the Baltic Sea region and to improve the accessibility of remote areas. Expected Results Through a support of cargo transport, the connection between the southern and eastern Baltic Sea region and Central Europe is improved. Furthermore, the project aims to build a transnational network of stakeholders and players of the transport and logistics sector, facilitation knowledge. m. Baltic Air Cargo Net (AirCargo) – 11/2010 – 09/2013

Transport issues are especially important for the BSR since the distances internally and to the rest of Europe are very long and the conditions for traffic are difficult. The air cargo market has seen an increase of transport, however not as strong as passenger air transport. The Baltic Air Cargo Net project addressed to three different challenges: 1. Structural challenges – the industrial landscape of the regions is changing rapidly which needs an adaption in services 2. Absence of a common ITC infrastructure 3. Network challenges- Air cargo players act mostly isolated. Results The project aimed to enhance operating environment in the air cargo sector by an increase of capacity of regional airports through improving the effectivity and sustainability in the air- cargo sector, by integration of the air cargo issues in BSR agenda of common transport strategies and through a collaboration of among regional airports and airfreight players. n. Bothnian Green Logistic Corridor (BGLC) – 08/2011 – 03/2014

The Bothnian Corridor is located on the western side of the Bothnian Gulf, connecting east- westbound and north-southbound transports in the Baltic Sea Region. It is strategically important, linking transport flows within Northern Europe and the whole continent. Countries like Sweden, Finland and Poland are raw material suppliers e.g. for iron, exporters of pulp, paper and sawn timber. The seafood industry plays an increasing role. The freight transport within Europe is expected to increase by 50 per cent until 2050. This creates a need for an extended and further developed transport system. The BGLC develops green transport solutions and business models for the corridor and its connections. It aims to bring together various stakeholder and public authorities. Expected Results The overall aim is to present a Bothnian Green Transport Strategy, including concrete solutions for decision makers developing the corridor towards a more efficient, sustainable and cost effective logistical system. So far, various studies of cargo volumes and traffic flows as well as tests of new technologies have been carried out. III. Initiatives

a. North-South Initiative - since 12/2010 The North-South Initiative focuses on an improved networking between business locations along the north-south axis. Growth potentials in this new joint European economic region can be used for the benefit of those stakeholders in sub regions who were not able to reach a critical mass before. The North-South Initiative identifies and consolidates the economic interests along the dense chain of metropolitan regions reaching from Scandinavia through the new German states and Bavaria all the way down to the Adriatic. Results Supporting and positioning of the East Sea- Adriatic corridor as an economically growing axis as well as coordinating the TEN-T policy within the corridor. A corresponding declaration was signed on the 21.12.2011 from 25 partners. A company survey has been carried out in 2011. b. North Adriatic Port Association (NAPA) – since 03/2010

The five NAPA seaports are located at the northern tip of the Adriatic Sea. They aim to establish a joint European logistics platform to present themselves as an alternative to the European west-and north ports. In addition, the association anticipates cooperation in the development of maritime and hinterland connections. Results Joint Marketing in emerging markets, Lobbying for better connections and infrastructure improvements between port and hinterland as well as Coordination of the ITS Multi-port Adriatic Gateway. c. Brenner Corridor Platform (BCP) – since 05/2007

The Brenner Corridor Platform aims an improved and more efficient configuration of the existing train track between Munich and Verona. Parallel to planning the Brenner basis tunnel and its components as well as controlling the environmental impact (both carried out by the BBT, the legal entity for controlling, planning and construction of the tunnel) in a joint cooperation, additional work is done, which includes the promotion of train freight transport and the support of environmentally friendly policies. Results The construction of the tunnel is of high strategic importance for the north-south connection through Europe, as it has a great impact on the intermodal transport through the Alps. The BCP as an additional cooperation platform eases coordination and strengthens the network by adding a good policy aspect to the planning and construction process. Project Partner The BBT is the legal entity, controlling planning and construction of the tunnel, owned by the Austrian federal railways, the Italian federal railways as well as various regions. The BCP brings together Representatives of Germany, Austria, Italy, the regions Bavaria, North Tyrol, South Tyrol, Trentino and Verona as well as the rail operators of the three countries.

d. Central European Transport Corridor (CETC) – since 04/2004

CETC aims a development of the transport corridor between Skane in Sweden and the Adriatic Sea. That axis is also known as the international route 65. The corridor will strengthen the development of a multi modal infrastructure and economic links, supporting sustainable growth and increasing the competitiveness of this region. Besides, the ports of Szczecin and Swinoujscie will be backed in the development. The corridor is an alternative to the north-south axis through East Germany and the Alps. Results The initiative supports the central European transport corridor; a committee of the member institutions has been established. The Committee meets twice a year and the presidency is handed over every six months, it is aiming to facilitate transport through reducing barriers within the network and increasing the overall competitiveness of the region. e. Baltic Sea Region (BSR) transport Cluster – since 2009

The BSR transport cluster initiative was established in 2009, starting as an agreement of three transport projects which made a commitment to cooperate on the development of green transport solutions. The harmonisation of results and the exchange of experience were main goals. Through finding synergies with various transport projects in the BSR and North Sea programmes, the cooperation expanded. In 2012, the BSR made available funding for a transport cluster. By then, the number of projects which were involved in the initiative has grown to eight. In September the “BSR Transport Cluster for sustainable, multimodal & green transport corridors” started up to last for one year until September 2013. Results Presentation of a manual with guidelines, KPIs and steering mechanisms to identify basic technical and organizational elements, promoting a sustainable network of logistic centers in areas of low accessibility and provide management information, analyzing options and scenarios for pollutants emission control based on investigations on atmospheric transport of pollutants as well as demonstrating business solutions for green transport. Overall, the Cluster has successfully promoted a corridor approach in strategic transport planning.
