Da li bi se to moglo reći i za sve druge države na prostoru bivše SFRJ? Mnogo takvih i drugih sličnih pi- tanja moglo bi se postaviti, danas 20 godina nakon što je razbije- na. U svakom slučaju mišljenja smo da ima sasvim dovoljno raz- loga da se problematici „20 godina od razbijanja SFRJ“ posveti jedna ovakva knjiga. Da li smo i koliko uspeli u nameri da temu razbijanja SFRJ u potpunosti rasvetlimo, drugo je pitanje, jer izgleda da i tada, kao i sada ono što bismo svi trebali da znamo o razbijanju SFRJ, ipak ne znamo. Neko je daleko stariji, a posebno mudriji, već poodavno re- kao da kada se Evropa razboli lek pokušava da nađe na Balkanu. Istorijsko iskustvo svedoči da je jedna ozbiljna zemlja nečijom nedoraslom (zlo)voljom uzdrmana i iščupana iz korena onih koje je života koštala. Kao začetnici ideje ove Knjige želeli smo da okupimo što više različitih mišljenja i viđenja svega onoga što se događalo na području bivše nam domovine. Iako se ponekad čini da se odnosi među „bivšom braćom“, danas „otkravljuju“ i normalizuju, ipak ni- smo uspeli da privolimo i one koji, možda, drugačije misle o svemu, da nam prezentuju svoje viđenje stvari. 10 REČ UREDNIKA / WORD OF THE EDITOR Autori koji su se odazvali našem pozivu, po sopstvenom izboru, ličnim stavovima i stilom obojili su zadati naslov i svojim dragoce- nim radovima razbistravali su i ono „đe se pamet najviša zaglavi...“. Reči autora su, zaista, bile daleko starije od našeg mišljenja i priređivačkog odnosa prema njima i nadamo se da nam niko ne može zameriti na nameri da svakome damo priliku da slobodno kaže šta misli o jednoj nesumnjivo velikoj i tragičnoj temi kao što je „20 godina od razbijanja SFRJ“ kao i o mnogim pojavama, koje su tesno povezane sa onim što se događalo u proteklih dvadeset godi- na. Racionalnosti, smirenosti i spretnosti tumačenja lomnosti jedne zemlje za nas, i nadamo se čitaoca, imaju vrednost retkosti. Bilo kako bilo, očekujemo razumevanje čitaoca, pa i kritiku nas i autora, kao i recenzenata, ovog i ovakvog Zbornika. Ć. 11 WORD OF THE EDITOR On September 19th, 2011 the Belgrade newspaper „Politika“ transmitted the text of the „Novi list“ from Rijeka under the title „Hrvatskoj bilo bolje u Jugoslavija“ („For Croatia it was better in Yugoslavia“ – rem. of the translator). Could we say that also for all the other states in the region of the former SFRY (Socialist Federa- tive Republic of Yugoslavia – rem. of the translator)? Many such and other similar questions could be posed today, 20 years after the SFRY has been disrupted, broken-up. In any case, our opinion is that there are quite enough reasons to dedicate a book like this to the theme „20 years since the breaking –up of the SFRY“. Another question is if we have, and how much, succeeded in the intention to elucidate totally the theme of the breaking – up of the SFRY as it seems that then, like now, we nevertheless do not know what we all should about the breaking – up of the SFRY. Somebody by far much older, and especially wiser, said already a long time ago and by improper remembrance that when Europe falls ill it tries to find the medicine on the Balkans. The historic experience testifies that one serious country has been rocked and uprooted from those who gave their lives for it by somebody's immature (ill-)will. As the initiators of the idea for this book, we wanted to gather as many different opinions and visions of all what was happening on the area of our former fatherland as possible. Although it sometimes 12 REČ UREDNIKA / WORD OF THE EDITOR seems that the relationships between the „former brothers“ today are „thawing“ and getting normal, we nevertheless did not succeed to inveigle also those who, maybe, have a completely different opinion about everything, to present us their vision of the things. The authors who have answered our invitation, have stained per their own choice, personal attitudes and style the defined theme and cleared even that „where the highest mind gets stuck...“ with their precious works. The words of the authors were, really, by far older than our opi- nion and we hope that nobody can complain about our intention to give everybody the chance to express freely his/her opinion about an undoubtedly big and tragic theme like „20 years since the breaking – up of the SFRY“ as well as about many phenomenons which are closely related to what was happening in the last twenty years. The rationalities, calmnesses and agilities of the interpretations of the fragility of one country have for us, and hopefully for the re- ader, the value of a rarity. Anyway, we expect understanding from the reader, even also a critic of us and the authors, as well as the reviewers of this and such memoir. Проблем односа западног света према Србима током протекле две деценије – проблем не само Косова и Метохије и будућности Ре- публике Српске, Хага или евроинтеграција, већ односа у једном сло- женијем смислу – није плод српских идиосинкразија које су у раско- раку са јасно дефинисаним западним принципима. Тај проблем је, напротив, плод својеврсне патологије постмодерног Запада који од тих принципа систематски одступа. Кључне речи: принципи западне политике; анти-хришћански од- нос према Србима; српско неразумевање, Макијавелизам; Косово – Република Српска * * * Тон западне политике на Балкану током протекле две деце- није, а поготову подршка водећих НАТО сила независном Ко- сову и централизованој Босни и Херцеговини под муслиман- ском доминацијом, не могу се схватити ван контекста вредно- сног система доминантних политичких, медијских, академских и културних елита данашње западне Европе и северне Америке. Поглед на свет тих елита заснива се на патолошкој негацији вредности и легитимитета сопственог – европског, хришћан- ског, „западног'“ – историјског и цивилизацијског наслеђа. Ин- 14 Срђа Трифковић систирање на афирмацији „Другога“ у име постмодерних идео- лошких норми попут мултикултурализма и антидискриминаци- онизма, попримило је карактер секуларне религије која не сме да буде подвргнута критичком испитивању. Одбацивање историјских, културних, духовних и цивили- зацијских аргумената за останак Косова и Метохије у саставу Србије од стране западних елита изискује анализу њиховог систематског и дугорочног покушаја да сопствена друштва претворе у постнационални меланж култура, раса и веровања. У оба случаја главни добитник је савремени џихад, инхерент- но агресивни, демографски експлозиван и идеолошки крут исламистички покрет који има глобални карактер и светско- историјски значај.

Power Game IN Tito’S YUgoslavia: Conundrum OF Aleksandar Ranković’S Overthrow from Power* Abstract: Article strives to explain the ousting of Aleksandar Ranković through rivalry within the League of Communists of Yu- goslavia that originated from both Party and state crises. Reforms adopted in 1950s, made Yugoslavia more difficult to control from the federal level, since republican and other centers saw their op- portunity in self-management to expand power on account of the federal government. Whole process is observed from the stand- point of a struggle for power within the LCY, and the state and question how much Yugoslavia needed to be centralized. Tito put in a tremendous effort to create an image that Ranković’s over- throw was in fact a continuum in Party’s policy, neglecting the facts that they had been the closest associates till 1963. Srđan CVETKOVIĆ Institute for Contemporary History [email protected] Fall of Aleksandar Ranković and Condemnation of “Rankovićism”*1 Abstract: This study examines the circumstances which lead to the purge of Aleksandar Ranković, the longtime person “Number one” in the State Security’s apparatus. The study also analyses the impact it had on the future events in the history of Yugoslavia. The political fall of Aleksandar Ranković coincided with the beginning of the process of redeining relations between the member-states of the Federation sparkling suspicions that the two events were closely interlinked. Moreover, Aleksandar Ranković was posthu- mously proclaimed Serbian nationalist. In this study, we also ana- lyse what affairs during the Ranković’s ouster can be linked to his name; how much truth there is in the accusations of his involve- ment in the wire-tapping of the Yugoslav top level political lead- ers’ affair and what were his ambitions to become one of them. What implications did these events have on the wider scope of the state’s political actions? One of the most important aspects of this crisis was the crisis between the republic and the province, whose relationship was based on the 1974 Constitution. In terms of relations of the Socialist Republic of Serbia and the Socialist Autonomous Province of Vojvodina the degradation started 1981, when in the wake of the Albanian demonstrations (i.e. the counterrevolution in Kosovo), the republic leadership demanded a redefinition of the relations within Serbia, i.e. the change of the Constitution. Responding to the specific criticism from Belgrade, Vojvodinian leaders formed a working group which, in eight comprehensive studies, gave their view of the normative and economic problems of Serbia and Vojvodina. Nolte: The struggle over culture in Yugoslavia continues, with none of us any the wiser as to its origin, purpose, seriousness or even- tual outcome. Narshal Tito, following his speech to the People's Youth (see AS-8), elaborated his views still further in a meeting with leading Yugoslav journalists. The discussion at various prty forums has gathered momentum since then, and there have been some tangible consequences in actual cultural policy. But the discussion itself and its political context have raised more questions than they have answered. President Tito met with the Executive Committee of the Yugo- slav Press Association on February 6, but the edited text of his re- marks was not released until eight days later. At the assembly, a Decree concerning the federal organization was to be adopted. The Decree contained principles of Yugoslavia’s future organization (six republics, along with the parity of republics and nationalities). Neither scholars nor politicians, in the former country and abroad, have questioned the veracity of the assertion that the Decree was adopted at this Session. The Decree was instrumental in the communist drive to impose a federation and communism, when confronted with pre-war politicians in the Transitional and Constitu- tional Assemblies, in 1945 and 1946. The communists were able to claim that federalism had already been instituted. Later, the Decree was widely invoked during Tito's Yugosla- via, both by those who advocated greater ''states' rights'' and by those claiming that Yugo- slavia was already too decentralized. On closer inspection, it is more than questionable whether such constitutional De- cree could have been adopted in such a situation. Many issues the decree governs were matters of contention and final decision making within AVNOJ after the Second Session (and in 1945). Technicalities also point to the Decree not being adopted at that moment, but in an informal situation by the communist leaders at a later date, however, not later than February 1945.

The Debate between Dobrica Ćosić and Dušan Pirjevec in the 1960s From a perspective rooted in conceptual history, the following article stu­ dies the transformations of Yugoslav political discourse from the end of World War II until the 1960s, in order to later analyze the famous debate held by the Serbian writer Dobrica Ćosić and the Slovene critic Dušan Pir­ jevec regarding cultural cooperation between the Yugoslav republics. By examining the transition from a centralist model to a more decentralized model based on the conceptual paradigm of selfmanagement and the conse­ quences of such a transformation on the official approach towards the na­ tional question, the text aims at taking a closer look to the development of the new political language of Yugoslav communism and its effects on the political and intellectual debates of the time.
