Strasbourg, 3 September 2003 MIN-LANG/PR (2003) 7 EUROPEAN CHARTER FOR REGIONAL OR MINORITY LANGUAGES Initial Periodical Report presented to the Secretary General of the Council of Europe in accordance with Article 15 of the Charter ARMENIA The First Report of the Republic of Armenia According to Paragraph 1 of Article 15 of European Charter for Regional or Minority Languages June 2003, Yerevan 2 INTRODUCTION The Republic of Armenia signed the European Charter for Regional or Minority Languages on May 11, 2001. In respect of Armenia the Charter has come into force since May 1, 2002. The RA introduces the following report according to Paragraph 1 of Article 15 of the European Charter for Regional or Minority Languages. This report has been elaborated and developed by the State Language Board at the Ministry of Education and Science based on the information submitted by the relevant ministries NGOs and administrative offices, taking into consideration the remarks and suggestions made by them and all parties interested, while discussing the following report. PART I Historical Outline Being one of the oldest countries in the world, for the first time in its new history Armenia regained its independence on May 28, 1918. The first Republic existed till November 29, 1920, when Armenia after forced sovetalization joined the Soviet Union, becoming on of the 15 republics. As a result of referendum the Republic of Armenia revived its independence on September 21, 1991. Armenia covers an area of 29,8 thousand km2, the population is nearly 32000001. Armenia borders on Iran, Georgia, Azerbaijan and Turkey. -

Kurdish Overrepresentation Among Danish Islamic State Warriors
News Analysis April 2018 Kurdish overrepresentation among Danish Islamic State warriors Mehmet Ümit Necef News On 10 February 2018 Vedat Sariboga, a 27-year-old Turkish citizen of Kurdish origin, was sentenced to five years in jail by a Danish court for having gone to Syria to join Islamic State (IS).1 In addition, the prosecution demanded his expulsion to Turkey and a permanent ban on entry to Denmark. Sariboga’s family descends originally from the Kurdish village of Tavsancali in Konya province in central Turkey. He has lived since childhood in Vestegnen (the Western part of Greater Copenhagen), where many immigrants from Konya and their descendants live. Summary The article discusses the possible reasons why Kurds are apparently overrepresented among Danish Islamic State warriors. Research on Turkish citizens of Kurdish origin joining IS is also presented, since it also suggests a corresponding overrepresentation. Rome also underwent a transformation from republic to an imperial golden age, and reference is made to opinion leaders such as Cato, who said of Rome’s enemies: “Let them hate us as long as they fear us.” This sentiment is echoed by Charles Krauthammer (2001) who asserts that America “is the dominant power in the world, more than any since Rome. -

Religious and linguistic minorities among the Kurds have often had an ambivalent relationship with the Kurdish movement and with Kurdish identity. Sunni Muslim speakers of Kurmanji or Sorani too have at times been willing to downplay ethnicity in the name of Muslim brotherhood with dominant Arab or Turkish state elites, but the emphasis on Islam has rarely led them to deny being Kurdish. For the minorities, on the other hand, Kurdish identity has been only one of several possible options, and political conditions have often strongly influenced which identity they prioritised. The Yezidis (Êzîdî) are a case in point: for a long time most Yezidis considered themselves as Kurds and were considered as Kurds by others – in fact it was mostly Yezidis who pioneered modern Kurdish literature and Kurdish broadcasting in Soviet Armenia – but during the past thirty years we could observe a notable move away from Kurdish identity towards a distinct Yezidi ethnicity. -

2018 Non-State Nations in International Relations: The Kurdish Question Revisited RESEARCH MASTERS WITH TRAINING – THESIS SUBMISSION JESS WIKNER 1 Statement of Declaration: I declare that this thesis is my own account of my research and contains as its main content work which has not previously been submitted for a degree at any tertiary education institution. 2 Abstract This thesis explores the fundamental research puzzle of why non-state nations struggle to achieve independent sovereign statehood through secession. It explores why non-state nations like the Kurds desire sovereign statehood, and why they fail to achieve it. This thesis argues two main points. Firstly, non-state nations such as the Kurds seek sovereign statehood because of two main reasons: the essence of nationhood and national self-determination is sovereign statehood; and that non-state nations are usually treated unfairly and unjustly by their host state and thus develop a strong moral case for secession and sovereign statehood. Secondly, non-state nations like the Kurds fail to achieve sovereign statehood mainly because of key endogenous and exogenous factors. The endogenous factors comprise internal divisions which result in failure to achieve a unified secessionist challenge, due to differences in factions which result in divergent objectives and perspectives, and the high chances of regime co-optation of dissident factions. Exogenous factors include the international normative regime which is unsupportive of secession, hence non-state nations like the Kurds do not receive support from the UN and other global bodies in their quest for sovereign statehood; and that non-state nations also seldom receive the backing from Major Powers, both democratic and non-democratic, in their efforts to secede from their host state and set up their own sovereign state. -

It was really an interesting statement to me; it made me think of two things, the first one is the intention behind this statement, while the second was the attitude of Kurds, especially Kurd musicians, towards researchers and researching. As for the first thing, I felt that there was a problem, maybe a social or psychological, of the Kurdish people in general, and the musicians in particular. -

Rasim BOZBUĞA1 Abstract The main purpose of this paper is to review bibliography and investigate relevant information about Zazai tribe and Zaza people in order to explore pos- sible connection between them. Findings about Zazas and Zazai Pastun tribe indicate that these two groups have strong connection which is more than ha- ving phonological similar names. Moreover, religious, cultural, historical re- semblances point out that these two groups share some mutual characteristics. Indeed, it is strongly possible that these two groups have originated from same ancestors or same areas (i.e. greater Khorasan or Northern Iran). The Contemporary Roots of Kurdish Nationalism in Iraq
THE CONTEMPORARY ROOTS OF KURDISH NATIONALISM IN IRAQ Introduction Contrary to popular opinion, nationalism is a contemporary phenomenon. Until recently most people primarily identified with and owed their ultimate allegiance to their religion or empire on the macro level or tribe, city, and local region on the micro level. This was all the more so in the Middle East, where the Islamic umma or community existed (1)and the Ottoman Empire prevailed until the end of World War I.(2) Only then did Arab, Turkish, and Iranian nationalism begin to create modern nation- states.(3) In reaction to these new Middle Eastern nationalisms, Kurdish nationalism developed even more recently. The purpose of this article is to analyze this situation. Broadly speaking, there are two main schools of thought on the origins of the nation and nationalism. The primordialists or essentialists argue that the concepts have ancient roots and thus date back to some distant point in history. John Armstrong, for example, argues that nations or nationalities slowly emerged in the premodern period through such processes as symbols, communication, and myth, and thus predate nationalism. Michael M. Gunter* Although he admits that nations are created, he maintains that they existed before the rise of nationalism.(4) Anthony D. The Kurds who live in the today’s Commonwealth of Independent States (CIS), before USSR, constitue about 2,5% of all Kurdish population, which is the most important part of the Kurdish Diaspora. The number of Kurds has increased in the Russian Federation especially after the collapse of the Soviet Union, when the Kurds began to leave Georgia, Armenia, Azerbaijan and Central Asia and began to settle in the Russian Federation. This is a brief study of the Kurds in the former Soviet Union with the study of the demography of the Kurds and their development from historical and cultural perspectives. Special attention is paid to the contemporary situation of the Kurds in the post-Soviet states, in particular on the territory of the Russian Federation.
