The meaning of homeland for the Palestinian diaspora Revival and transformation Mohamed Kamel Doraï Lost partially in 1948, and complete1y in 1967, the idea of a homeland continues to live in Palestinian social practices and through the construction of a diasporic territory - a symbolic substitute for the lost homeland. This chapter aims to analyse the mechanisms by which the homeland has been perpetuated in exile, and focuses in particular on Palestinian refugee camps and settlements. It shows how a refugee community can partially transform itself into a transnational community, and examines what role the transformation of home plays in this process. After fifty years of exile, Palestinian refugees continue to claim their right to return to their country of origin. -

UNITED NATIONS NATIONS UNIES RAFAH HUMANITARIAN NEEDS ASSESSMENT SUBMISSION TO THE LOCAL AID CO-ORDINATION COMMITTEE Prepared by UNRWA and UN OCHA 6 June 2004 Rafah Humanitarian Needs Assessment, UNRWA OCHA, 6 June 2004 1 Executive Summary Rafah Needs Assessment, June 2004 Objectives of the assessment • To assess the humanitarian needs arising from the IDF incursions and house demolitions in Rafah – including the recent incursions in May 2004 – and from economic decline and poverty; • To outline the response of aid agencies to humanitarian needs in Rafah, including an assessment of current shortfalls in assistance; • To evaluate the sustainability of humanitarian assistance under current conditions. Shelter Needs During May 2004, 298 buildings were demolished in Rafah and almost 3,800 people were made homeless. A further 270 residential buildings housing 502 families were damaged during the May incursions. The incursions which took place in May were larger in scale than any other month since September 2000. However, a total of 1,497 buildings have been destroyed in Rafah as a result of IDF activities since September 2000, and 15,009 individuals have been made homeless. 82.5% of these homeless people are refugees. 2,041 homes in Rafah have been registered as damaged or in need of repairs as a result of IDF activities since September 2000. After the demolition of buildings in May, UNRWA established transit centres in central Rafah to accommodate people who had been made homeless. The relatively slow movement out of these centres is of serious concern, as it indicates that housing alternatives have reached capacity. Response The Palestinian Ministry of Housing has carried out 4,000 repairs of homes in Rafah in September 2000; in the same period, UNRWA has assisted 510 families eligible for assistance in repairing their homes. -

Palestinian Refugees The Palestinian refugee issue originated in the 1948194819481948 Arab-Israeli Arab-IsraeliArab-IsraeliArab-Israeli war warwarwar, when five Arab armies invaded the State of Israel just hours after it was established. During the ensuing war, as many as 750,000 Palestinian Arabs fled their homes in the newly created state as a result of many factors. Some of the Palestinian Arabs who fled did so to avoid the ongoing war or at the urging of Arab leaders, and expected to return after a quick and certain Arab victory over the new Jewish state. Other Palestinians were forced to flee by individuals or groups fighting for Israel. Of the Palestinians who left, one-third went to the WWWWestestestest Bank BankBankBank (which was under Jordanian control), one-third went to the GazaGazaGazaGaza Strip StripStripStrip (under Egypt’s control), and the remainder to Jordan, Lebanon and Syria. The Arab nations refused to absorb these Palestinians into their societies and they were instead settled into refugee camps, insisting that citizen and integration would undermine the refugees’ right to return to their homes in Palestine. Only Jordan’s King Abdullah conferred citizenship on the 200,000 Palestinian living in Jordan and the Jordanian-controlled West Bank and East Jerusalem. In 1949, the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWUNRWUNRWUNRWAAAA) was created to oversee the economic integration of the refugees into these Arab countries. UNRWA continues to operate, providing relief, health care, education and vocational training to the refugee populations in Jordan, Syria, Lebanon, the West Bank and Gaza Strip. -

The Israeli-Palestinian Conflict A Lecture/Discussion Series Don Gall, Facilitator First Congregational Church UCC, Eugene, Oregon Summer, 2021 Session IV The Palestinian Refugee Crisis The Arab world’s refusal to accept the U.N.’s partition plan for Palestine in 1947 resulted in what came to be known as Israel’s war of independence and the Palestinian’s Nakba, or “continuing catastrophe”. But by whatever name, the result was the same: over 700,000 men, women and children were displaced from their homes, stripped of their livelihoods, and made refugees in a land that was no longer their own. In addition, another 200,000 fled their homes in 1967 when Israel invaded and occupied Gaza and the West Bank. When new-born descendants are added into the total, the number of Palestinian refugees today exceeds 5.2 million. Most of these “refugees” now live in Jordan, Lebanon, Syria, Egypt, the West Bank, and Gaza. Whether they were all forcibly driven from their homes by the Israelis, or whether some fled voluntarily ahead of the fighting (believing they would return following a quick Arab victory) remains a matter of debate among Israelis and Palestinians. The facts, however, are that the lives and livelihoods of millions of men, women and children were violently disrupted and altered forever. And no just and peaceful resolution to the conflict will ever be found that does not also address and resolve the current and future status of the refugees. According to the Zionist historian, Benny Morris, the Israelis committed 34 massacres during the 1947-1948 war, killing an estimated 13,000-plus Palestinians and destroying approximately 50 percent of all Palestinian villages as part of “Plan Dalet” which was intended to “clear out the Palestinian population”. -

(1431) Buenos Aires, Argentina phone: (00 54) 114 7559518 e-mail: [email protected] Abstract The issue of refugees in the Gaza Strip has been a long and painful story of people displaced from their land, living in temporary shelters. In addition, the systematic demolishing of shelters by IDF (Israeli Defense Force) seeking militants mostly operating in the poorest areas, typically refugee camps, during the current Intifada (popular uprising), leads to an extremely risky humanitarian crisis demanding immediate international response. UNRWA (United Agency Relief and Work Agency, the UN agency assisting the Palestinian refugees) proposed two major re-housing projects whose architectural design and planning principles seek to overcome the crisis and lay the foundations for a viable future Palestinian State. This implies essentially the design of sensible housing typologies reaching middle densities in the context of the huge scarcity of land in the Gaza Strip, still allowing extended families to live together sharing the same plot, compound and neighborhood. Previous high rise apartment schemes when applied to low income refugees had seriously affected their survival strategies, especially those in more need of assistance such as the handicapped, elderly and poor. UNRWA propose a non conventional approach to refugee problems based on architecture and urban planning principles moving from transitory to more permanent habitat empowering income generating initiatives. This paper presents the output from the two interventions, its evolution from design principles to project details, highlighting some lessons regarding the role of architecture and urbanism in the construction of a more sustainable habitat even in clearly unsustainable environments. -

This workshop was intended to evaluate the status of the debate within Israel about Palestinian refugees, and various opinions were raised.
