ISSN 1699-7549 Islam and Democracy Eliane Ursula Ettmueller Abstract: This paper proposes a short apprehension of the reflections of one of the most important progressive Islamic scholars, the Egyptian theologian Ali Abderraziq. It focuses on his work about Islam and the Fundamentals of Power, published in 1925. The main purpose is to allow a more sophisticated view of Islamic political thought and to show that there are roots and possibilities for an endogen democratic evolution and secularization progress coming from within Islamic dogma. Resumen: Este artículo propone una lectura de las reflexiones de uno de los eruditos islámicos progresistas más importantes, el teólogo egipcio Ali Abderraziq. Se centra en sus estudios sobre El Islam y los fundamentos del poder, publicado en 1925. El objetivo principal del artículo es ofrecer una visión más sofisticada del pensamiento político islámico y mostrar que es posible un proceso de evolución democrática endógeno y de secularización desde dentro del dogma islámico. 16 Astrolabio. Religion in general cannot deny political components, tendencies and impacts. There has always been an interconnected relationship between the two fields of human social action with an interchanging predominance of each, driven very far sometimes, even as far as a complete absorption of one by the other. Islam, as a matter of fact, has become the most politically relevant religion in the last few years. At the first sight, it seems to have operated at the same time as a modern ideology, able to unite social movements against western domination, and as an archaic construction reducing its adherents to a state of underdevelopment and barbarie (as under the Taliban regime). -

1 Secularization of religion in Indonesia: From Custom to Pancasila and back to adat Stephen C. Headley (CNRS) [Version 3 Nov., 2008] Introduction: Why would anyone want to promote or accept a move to normalization of religion? Why are village rituals considered superstition while Islam is not? What is dangerous about such cultic diversity? These are the basic questions which we are asking in this paper. After independence in 1949, the standardization of religion in the Republic of Indonesia was animated by a preoccupation with “unity in diversity”. All citizens were to be monotheists, for monotheism reflected more perfectly the unity of the new republic than did the great variety of cosmologies deployed in the animistic cults. Initially the legal term secularization in European countries (i.e., England and France circa 1600-1800) meant confiscations of church property. Only later in sociology of religion did the word secularization come to designate lesser attendance to church services. It also involved a deep shift in the epistemological framework. It redefined what it meant to be a person (Milbank, 1990). Anthropology in societies where religion and the state are separate is very different than an anthropology where the rulers and the religion agree about man’s destiny. This means that in each distinct cultural secularization will take a different form depending on the anthropology conveyed by its historically dominant religion expression. For example, the French republic has no cosmology referring to heaven and earth; its genealogical amnesia concerning the Christian origins of the Merovingian and Carolingian kingdoms is deliberate for, the universality of the values of the republic were to liberate its citizens from public obedience to Catholicism. -

Kabar kekerasan ISIS terdengar melalui media massa, dari internet, dalam artikel berita, dan didiskusikan di media sosial. Namun, dengan segala informasi mengenai kekejaman ISIS, mengapa masih ada orang Indonesia yang mendukung ISIS? Apa yang membuat mereka membenci orang-orang kafir? Apa yang memotivasi mereka untuk berjuang demi ISIS, bahkan sampai rela untuk kehilangan nyawa? Penelitian ini, dengan mengaplikasikan teori konstruktivisme, mendiskusikan kisah sejarah Indonesia dan faktor sosial yang mendasari alasan orang Indonesia mendukung ISIS. Dengan metode penelitian kualitatif, data dikumpulkan melalui interview dan studi literatur dari buku dan artikel penelitian. Peneliti mendiskusikan total 6 (enam) faktor pendorong dan penarik, mulai dari kisah sejarah, radikalisme di Tanah Air, kecendrungan orang Muslim di Indonesia, dan generasi milenial. To me, it symbolises the first acquaintance of Indonesia with building a democratic state: The short democratic experience, right before Sukarno’s Guided Democracy. As you can see, the picture on the cover is still quite blurry. After a long period of harsh ruling, Indonesia is granted a second chance in building a democratic state. During my brief time in Jakarta, I met many people who still struggle, every day, in pursuit of their democracy. e-ISSN : 2528 - 2069 SOEKARNO’S POLITICAL THINKING ABOUT GUIDED DEMOCRACY Author : Gili Argenti and Dini Sri Istining Dias Government Science, State University of Singaperbangsa Karawang (UNSIKA) Email : [email protected] and [email protected] ABSTRACT Soekarno is one of the leaders of the four founders of the Republic of Indonesia, his political thinking is very broad, one of his political thinking about democracy is guided democracy into controversy, in his youth Soekarno was known as a very revolutionary, humanist and progressive figure of political thinkers of his day. His thoughts on leading democracy put his figure as a leader judged authoritarian by his political opponents. This paper is a study of thought about Soekarno, especially his thinking about the concept of democracy which is considered as a political concept typical of Indonesian cultures. Key word: Soekarno, democracy PRELIMINARY Soekarno is one of the four founders of the Republic of Indonesia according to the version of Tempo Magazine, as political figures aligned with Mohammad Hatta, Sutan Sjahrir and Tan Malaka. Soekarno's thought of national politics placed himself as a great thinker that Indonesian ever had. In the typology of political thought, his nationality has been placed as a radical nationalist thinker, since his youthful interest in politics has been enormous. As an active politician, Soekarno poured many of his thinkers into speeches, articles and books. One of Soekarno's highly controversial and inviting notions of polemic up to now is the political thought of guided democracy. Young Soekarno's thoughts were filled with revolutionary idealism and anti-oppression, but at the end of his reign, he became a repressive and anti-democratic thinker. -

The author will argue in this Article that it is indeed possible to reconcile Islam with a commitment in favor of democracy. The author will then present a systematic exploration of Islamic theology and law as it relates to a democratic system of government, and in this context, address the various elements within Islamic belief and practice that promote, challenge, or hinder the emergence of an ideological commitment in favor of democracy. In many ways, the basic and fundamental ob- jective of this Article is to investigate whether the Islamic faith is consistent or reconcilable with a democratic faith. As addressed below, both Islam and democracy represent a set of comprehensive and normative moral commitments and beliefs about, among other things, the worth and entitle- ments of human beings. The challenging issue is to understand the ways in which the Islamic and democratic systems of convictions and moral commitments could undermine, negate, or validate and support each other. Voll Georgetown University Abstract The relationship between Islam and democracy is a hotly debated topic. Usually the disagreements are expressed in a standard form. In this form, the debaters' definitions of ªIslamº and ªdemocracyº determine the conclusions arrived at. It is possible, depending upon the definitions used, to ªproveº both positions: Islam and democracy are compatible and that they are not. To escape from the predefined conclusions, it is necessary to recognize that ªIslamº and ªdemocracyº are concepts with many definitions. In the twenty-first century, important interpretations of Islam open the way for political visions in which Islam and democracy are mutually supportive. Does religion represent an obstacle to modernization and democratization? Does religion pose a threat to democracy if a democratically elected govern- ment becomes a ªtheocracyº? Does the majority rule of democracy threaten the liberty and freedom of other members of a society? If the majority imposes its will upon minorities, is that a departure from democracy in general or form of ªliberalº democracy? Does modernization strengthen or inhibit democratization and individual liberty? These broad questions are being debated in many different contexts around the world. However, Islam like all other religions is multivocal and it has strong theorethical elements that can also work for a basis of a democratic polity. Throughout the Muslim world there are certain countries that achieved a considerable level of democratization. It is only the Arab world, not the Muslim world, that so far represents a complete failure in terms of democratic transition. The failure of Arab world should be attributed to more political reasons, such as oil economy and the rentier state model than to Islam. Lack of international support for pro-democracy movements in the region, under the fear that they might move towards an Islamist political system is also an important factor in the democratic failures in the region. However, democratic record of Turkey’s pro-Islamic Justice and Development Party challenges these fears. With the international attention it attracts, particularly from the Arab world, Turkish experience provides a strong case for the compatibility of [ 121 ] democracy and Islam. -

Is Islamofascism even a thing? Th e case of the Indonesian Islamic Defenders’ Front (FPI) Stephen Miller Abstract—Although a term with roots going back to 1933, “Islamofascism” did not gain wide-spread use until the beginning of the 21st century. In the West the term has often been associated with conservative and far right-wing politics, giving it Islamophobic overtones. However, in Indonesia and other Muslim majority coun- tries at times it can emerge in public discussion and debates as a rhetorical weapon of liberal intellectuals when discussing conserva- tive and far right-wing “Islamist” organizations—although in Indo- nesia the more common term is “religious fascist.” Th is paper exam- ines theories of fascism built up in “Fascist Studies” (the so-called “New Consensus”), as well as those of non-Stalinist Marxists and longue durée approaches to the history of fascism and the far right to see what light they might shed on the character of the Indonesian Islamic Defenders’ Front (Front Pembela Islam, FPI). It concludes that while “Islamofascism” might be an interesting and productive stepping-off point, and while there are some parallels that can be drawn between FPI politics and ideology and those of fascism and far right politics as identifi ed in this literature, the term “Islamofas- cist” is nevertheless problematic. Th is is both because of its Islamo- phobic overtones and because the politics and ideology of the FPI are still coalescing as the organization emerges on the national stage. Richardson Professor Goldie Shabad ___________________________ Adviser Department of Political Science ABSTRACT Most theories about the negative relationship between Islam and democracy rely on an interpretation of the Islamic political tradition. More positive accounts are also anchored in the same tradition, interpreted in a different way. While some scholarship relies on more empirical observation and analysis, there is no single work which systematically demonstrates the relationship between Islam and democracy. This study is an attempt to fill this gap by defining Islam empirically in terms of several components and democracy in terms of the components of democratic culture— social capital, political tolerance, political engagement, political trust, and support for the democratic system—and political participation. The theories which assert that Islam is inimical to democracy are tested by examining the extent to which the Islamic and democratic components are negatively associated. Indonesia was selected for this research as it is the most populous Muslim country in the world, with considerable variation among Muslims in belief and practice. Two national mass surveys were conducted in 2001 and 2002. This study found that Islam defined by two sets of rituals, the networks of Islamic civic engagement, Islamic social identity, and Islamist political orientations (Islamism) does not have a negative association with the components of democracy.
