The limited capacity of management to rescue UK defence policy: a review and a word of caution TREVOR TAYLOR* The three dimensions of defence In terms of press coverage and political debate, the story of British defence since the end of the Cold War has been marked by three themes: policy (direction and review), management (shortcomings and initiatives), and military opera- tions, although academic studies and courses tend to neglect the management domain.1 In principle, these three elements should be closely linked, with policy defining the evolving state of the world and constraining the direction of the country’s military response, management delivering the leadership, organiza- tion and coordination to build the forces to enable the policy to be implemented, and military operations being undertaken in line with the policy guidance and management preparations made. In practice, however, there have been significant disjunctions between the operations mounted and the policy and management. Military operations launched since 1990 have all been something of a surprise, most of them requiring significant extra funding to be obtained through Urgent Operational Requirements (UORs) to enhance and modify British capabilities before the operations could begin. The concept of Force Elements at Readiness (FE@R), the key output of the mainstream defence budget, came to be recognized in the MoD as of only limited utility unless consideration of the specific attributes of a particular adversary, the physical environment of the envisaged operation and the contribution of allies were also included in the equation. Also, in some cases a policy decision associated with specific changes in military posture was significantly undermined or even contradicted by events. -

Appendix 1 Technical Details of the Elliott 152 and 153 Introduction The Elliott 152 computer was part of the Admiralty’s MRS5 (medium range system 5) naval gunnery project, described in Chap. 2. The Elliott 153 computer, also known as the D/F (direction-finding) computer, was built for GCHQ and the Admiralty as described in Chap. 3. The information in this appendix is intended to supplement the overall descriptions of the machines as given in Chaps. 2 and 3. A1.1 The Elliott 152 Work on the MRS5 contract at Borehamwood began in October 1946 and was essen- tially finished in 1950. Novel target-tracking radar was at the heart of the project, the radar being synchronized to the computer’s clock. In his enthusiasm for perfecting the radar technology, John Coales seems to have spent little time on what we would now call an overall systems design. When Harry Carpenter joined the staff of the Computing Division at Borehamwood on 1 January 1949, he recalls that nobody had yet defined the way in which the control program, running on the 152 computer, would interface with guns and radar. Furthermore, nobody yet appeared to be working on the computational algorithms necessary for three-dimensional trajectory predic- tion. As for the guns that the MRS5 system was intended to control, not even the basic ballistics parameters seemed to be known with any accuracy at Borehamwood [1, 2]. A1.1.1 Communication and Data-Rate The physical separation, between radar in the Borehamwood car park and digital computer in the laboratory, necessitated an interconnecting cable of about 150 m in length. -

Lieutenant Commander Hugh C J Mcrae
Lieutenant Commander Hugh C J McRae Hugh Charles James McRae was born on 29th November 1909, the only son of Sir Charles James Hugh McRea Kt JP and Lady Edith Sophia McRea (nee Farnie). He had one sister Marjorie. When growing-up the family home was in Hendon. Hugh joined Lord Williams's Grammar School in 1918, and then in 1926 joined the Royal Navy as an officer cadet at the training school HMS Worcester. He was appointed a Midshipman in 1927 and went on to serve on a number of ships. He married Frances Mary Mason in Hendon in 1935 and they set-up their family home at Airandene, Wise Lane, Mill Hill, Middlesex. However when Hugh was stationed in China in 1936, Frances moved there too, albeit having to sail on a commercial liner – the Perseus – that departed Liverpool in September 1936. A daughter Jean was born in Shanghai in 1937. After serving in China for two years, Hugh returned to the UK and joined the destroyer HMS Grafton in July 1938. The Grafton was assigned to the 1st Destroyer Flotilla in the Mediterranean Fleet and his wife and daughter set up home in Malta in January 1939. In June 1940, during the evacuation from Dunkirk, and after successfully rescuing 1600 troops, the Grafton was struck by a torpedo from U-62., with the captain and 14 others killed, the ship was too badly damaged to be towed to safety, and she was sunk by gunfire from HMS Ivanhoe. Lieutenant McRea was subsequently Mentioned in Despatches, and promoted to Lieutenant Commander, taking over command of the captured French torpedo boat Branlebas. -

Guilmartin, Jr., Advisor Professor Alan Beyerchen Professor Ousman Kobo Copyright by Matthew Martin Hurley 2009 i Abstract From 1963 to 1974, Portugal and the African Party for the Independence of Guinea and Cape Verde (Partido Africano da Independência da Guiné e Cabo Verde, or PAIGC) waged an increasingly intense war for the independence of ―Portuguese‖ Guinea, then a colony but today the Republic of Guinea-Bissau. For most of this conflict Portugal enjoyed virtually unchallenged air supremacy and increasingly based its strategy on this advantage. The Portuguese Air Force (Força Aérea Portuguesa, abbreviated FAP) consequently played a central role in the war for Guinea, at times threatening the PAIGC with military defeat. Portugal‘s reliance on air power compelled the insurgents to search for an effective counter-measure, and by 1973 they succeeded with their acquisition and employment of the Strela-2 shoulder-fired surface-to-air missile, altering the course of the war and the future of Portugal itself in the process. To date, however, no detailed study of this seminal episode in air power history has been conducted. In an international climate plagued by insurgency, terrorism, and the proliferation of sophisticated weapons, the hard lessons learned by Portugal offer enduring insight to historians and current air power practitioners alike. -
