Piedalue ; carried ACTION / DISCUSSION ITEMS Report only, no action required Policy 213 Guidelines For Use of SLO County Paramedics outside of SLO County Policy 213 – Motion from S. Lieberman to delete Discussed at length at previous meeting. S. Knuckles, suggested as a fire chief adding the request classification A. send policy to EMCC. S. Knuckles seconds to notify the EMS Agency each time a medic was sent out of county was burdensome and to delete motion; carried. the section Page 2, (Section V.A.).Consensus of group was to delete that wording, and move Policy 213 to EMCC to be approved. Policy 154 – Table till next meeting Policy 154 Diversion: Discussion on Notification Process K. Collins, asked if the process was working using the landline, Reddinet, and Med Com. Sue Fortier and Susan Rainey from SVRMC asked that language be added to allow the hospital on diversion continue to be contacted and that the hospital would relay if they could or could not take that patient. In addition there was the suggestion to add language where a hospital with a planned maintenance that would place them on a partial diversion, i.e. CT, would be communicated to MedCom and the transporting agencies’ prior to the event. Policy 212 Multi Casualty Incident Plan J. Piedalue – This policy represents a number of finite tweaks, giving us an opportunity to slow things down and to be able to look at the situation. There will also be training materials for, EMS, Fire, and Policy 214 – Motion to move to EMCC with Minor hospitals. Training will be PowerPoints, and internet based. R. Alsop, likes the training criteria, and Grammar changes. K. Aggson and seconded by Knuckles; noted 2 spelling errors on Page 3. Policy Number is actually 212 not 214. J. Piedalue is now working carried. on training slides, and should have training materials ready to deploy in January. ADJOURN Announcements: R. Piedalue :IV Section C Part 2: As soon as the hospitals know they are going to undergo scheduled maintenance, the hospitals should call the ambulance providers to inform them of what is being maintained so the ambulance providers can plan accordingly. Policy 201 – Hazard Materials Training Standards (Attached) R. Alsop : III. Section A (Within (1) year of working with in the field): Strike numbers 1 and 3 because FEMA no longer offers those courses. IV Section D, Part 4: Remove the wording “decontamination” first before transport and add follow OES decontamination policy first. Ron will send the correct wording to Kathy to add. S. Knuckles: II Section A (Within 6 months of working in the field): Make weapons of Mass Destruction Training optional. Public Safety First Aid Training Program Update (Attachment) V. Stone: First Aid and CPR Class all have to be approved through the EMSA . PURPOSE A. Federal law and state law require emergency response organizations to complete a minimum level of training to assure on scene safety and interagency coordination. Agencies with the response, mitigation, and management of hazardous materials shall follow appropriate internal policies. II. POLICY A. Training – all prehospital personnel shall complete the following training: Within (1) month of working in the field: 1. Federal Emergency Management Agency (FEMA) Introduction to the Incident Command System (ICS-100) 2. Introduction to Standard Emergency Management System (SEMS) 3. National Incident Management System (NIMS) An introduction (IS-700.a.) Within 6 months of working tin the field: 1. County of San Luis Obispo EMS MCI Policy #210 review 2. County of San Luis Obispo CHEMPACK SOP review Within one (1) year of working in the field: 1. OES approved program for radiologic exposure 2. FEMA NIMS Communication and Information Management (IS-704) III. EQUIPMENT 1. Emergency worker Radiation Exposure Control Kit: a. Shall be issued and changed out by the County of San Luis Obispo Office of Emergency Services b. EMS agencies shall designate a person to maintain the kits and provide training to new employees c. Kits shall be utilized in an atmosphere possibly contaminated with radioactive material 2. CHEMPACK – see the County of San Luis Obispo CHEMPACK SOP a. A cache containing a large quantity of nerve agent antidote; created by the Center for Disease Control and Prevention (CDC) to place nerve agent antidotes in strategic locations to support a rapid response in the POLICY #201 EMS PERSONNEL HAZARDOUS MATERIAL TRAINING STANDARDS Page 2 of 2 event of nerve agent attack or an accidental release of other nerve-agent- like substances i.e. agricultural organophosphate materials. b. EMS CHEMPACK designed with the ability to treat 454 casualties and contains mostly Mark-I auto injectors c. EMS CHEMPACK is stored at Sierra Vista Regional Medical Center and may be requested through the Incident Command and Sheriff’s Watch Commander (805-781-4553) IV. PROCEDURE A. Refer to the Multi Casualty Incident Policy # 210 B. Refer to the County of San Luis Obispo Weapons of Mass Destruction Guidelines C. Refer to the County of San Luis Obispo CHEMPACK SOP D. In general: 1. Isolate and deny entry to the hazardous area 2. Do not approach the patient until the IC or their designee determine the patient is properly decontaminated and ready for treatment and transport 3. Set up treatment areas uphill and an upstream from the hazardous area 4. Decontamination shall
