July 31, 2017 7:30 PM STATEMENT TO BE READ BY PRESIDING OFFICER: CALL TO ORDER Statement is hereby made that adequate notice of this meeting has been properly provided by the giving of a meeting notice, by mailing same to the Hub Newspaper, and Asbury Park Press on Thursday July 20, 2017, filing same on Thursday July 20, 2017, with the clerk of the Borough of Tinton Falls, Borough of Eatontown and the Township of Shrewsbury, and by prominently posting said notice on the Monmouth Regional High School Internet Web page and the main doors into the High School building in the Administration wing on Thursday July 20, 2017.

The meeting was called to order at 7:30 P.M. by Mr. Cohen President in the Schleig conference room with the following members in attendance:

I. SUPERINTENDENT’S REPORT – 1. Welcome Mr. Evans! - Mr. Brian Evans, Principal, thanked the Board of Education members for their support and relayed how excited he was to be named Principal of MRHS. 2. Superintendent’s Report – July 2017: Mr. Teeple updated the board members with the July 2017 activity 3. Board Goals and Objectives: Mr. Cohen discussed the upcoming retreat on 8/8/17 at Eatontown Borough Hall 4. Assistant Principal: Mr. Teeple reported that he had a recommendation for an Assistant Principal. On a recommendation of the Superintendent, motion by Mr. Seavey, seconded by Ms. Linder, and carried THAT: the Board approves the following:

Assistant Principal:

The Board approve Mr. Salvatore Spampanato as Assistant Principal for the 2017-2018 school year at a salary of $105,000 plus benefits with a start date of August 14, 2017.

A) Schedule of Bills The Pre Check Register dated June 30, 2017 in the amount of $487,385.19 (final June 2017 list of bills) be accepted and filed for audit.

The Pre Check Register and current payment register dated July 20, 2017 in the amount of $516,707.84 (July List of Bills) be accepted and filed for audit.

The payment register for June 2017 in the amount of $2,797,665.37.

B) Board Secretary's Report The Board Secretary's Report for the month of June 2017 in the amount of $1,403,158.11 and in agreement with the Treasurer of School Moneys Report be accepted, filed for audit, attached to, and made part of the official minutes of this meeting.

C) Treasurer Report The Treasurer of School Moneys Report for the month of June 2017 in the amount of $1,403,158.11 and in agreement with the Board Secretary's financial report be accepted, filed for audit, attached to, and made part of the official minutes of this meeting.

Board of Education Certification Pursuant to N.J.A.C. 6A:23-2-11, Monmouth Regional High School Board of Education certifies that as of June 30, 2017 after review of the Secretary's monthly financial report (appropriations section) and upon consultation with the appropriate district officials that to the best of our knowledge no major account or fund has been overexpended in violation of N.J.A.C. 6A:23-2.11 and that sufficient funds should be available to meet the district's financial obligations for the remainder of the fiscal year. A shared services agreement between Monmouth Regional High School and Howell Board of Education for bus maintenance for 2017-2018 at the following rates: $65/hour labor, maintenance and repair services as requested

E. Use of Pool – Winter 2017-2018: A contract between Monmouth Regional High School and Raney School for use of the pool for winter 2017-2018 at a projected fee of $11,200 and $780.00 for away meets.

F. Change in Use Room 406 2017-2018: A change in use for room 406 from non-educational space to educational space effective for the 2017-2018 school year.

G. Reduction State Aid 2017-2018: The reduction in State Aid for 2017-2018 in the amount of $67,326.

H. Extraordinary Aid 2016-2017: The 2016-2017 Extraordinary Aid reimbursement amount from the State of NJ in the amount of $188,869 and increase the 2017-2018 appropriations in the amount of $121,543 as this aid which has not been appropriated in 2017-18 per NJAC 6A:23-13.3(d) (does not need commissioner approval) : Private School Tuition 11-000-100-566-00-01 $121,543. Remaining differential will be utilized as offset to reduction in state aid for 2017-18

I. Elementary and Secondary Education Act Grant 2017-2018 Allocation : The 2017-2018 Elementary and Secondary Education Act Grant allocation and authorize the School Business Administrator to apply for such monies before the deadline of August 30, 2017: Name Amount Title 1 Part A Basic $107,119 Title II Part A $25,746 Title III $4,383 Title III Immigrant $1,228 Title IV $10,000 Total Allocation $148,476

J. Transportation Jointure with Tinton Falls: A transportation jointure with Tinton Falls (MRHS is host; TF is joiner) for Tinto Falls Middle School Special Education Life Skills Class Trips at a total fee of $63.00 per day x 10 days $630.00. This is for 2017-2018.

Nonpublic Transportation Costs 2016-2017: The 2016-2017 Non public transportation cost reimbursement amount from the State of NJ in the amount of $9,879 and increase the 2017-2018 appropriation amount of this aid which has not been appropriated in 2017-2018 per NJAC 6A:23-13.3(d) (does not need commissioner approval): Sal Transportation Regular 11-000-270-160.05 $9,879

T. Banking RFP:

The following proposals for Banking Services at Monmouth Regional High School, which were opened on July 27, 2017 at 10 AM:  TD Bank

Further, recommend the Board approve the awarding of the RFP for Banking Services at Monmouth Regional High School to TD Bank and direct that all school district accounts transfer over to TD bank as early as September 1, 2017. Further, recommend the Board approve the removal of Bank of America as the bank for the following accounts:  General Fund  Agency Account  Payroll Account

Mr. Seavey: Mr. Seavey reported on the leadership conference he recently attended with Mr. Cohen.

COMMENTS FROM THE PUBLIC: none.

RESOLUTION TO ENTER PRIVATE SESSION- 8:44 p.m. On a recommendation of the Superintendent, motion by Mr. Seavey, seconded by Ms. Fisher and carried THAT: WHEREAS, the Sen. Byron M. Baer Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., (the “Act”) provides that the Monmouth Regional High School Board of Education may hold an “Executive Session” from which the public is excluded to discuss matters that are confidential or are one of the nine (9) subject matters listed Section 12(b) of the Act; and WHEREAS, it is recommended by the Superintendent and Business Administrator that the Monmouth Regional High School Board of Education go into Executive Session on July 31, 2017 at 8:44 PM to discuss matters that are permissible for discussion in Executive Session; and WHEREAS, the length of the Executive Session is estimated to be 6 minutes after which the public meeting of the Board shall reconvene and proceed with business; and WHEREAS, that the Board hereby declares that its discussion of the following subject(s) will be made public at a time when the public’s interest in disclosure is greater than any privacy or governmental interest being protected from disclosure. NOW, THEREFORE, BE IT RESOLVED by the Monmouth Regional High School Board of Education that the Board shall go into Executive Session to discuss the following items: 1. Legal ITEMS DISCUSSED IN EXECUTIVE SESSION WILL NOT RESULT IN BOARD ACTION WHEN THE BOARD RECONVENES TO PUBLIC SESSION. Roll Call Vote: All in Favor
