    Section 7 ALAVES - The Blessley History Editor’s Note - 1 When Ken Blessley agreed to complete the ALAVES story it was decided by the new Local Authority Valuers Association that it would be printed, together with the first instalment, and circulated to members. Both parts have been printed unamended, the only liberty I have taken with the text has been to combine the appendices. As reprinting necessitated retyping any subsequent errors and omissions are my responsibility. Barry Searle, 1987 Editor’s Note - 2 As part of the preparation of “A Century Surveyed”, Ken Blessley’s tour de force has been revisited. The document has been converted into computer text and is reproduced herewith, albeit in a much smaller and condensed typeface in order to reduce the number of pages. Colin Bradford, 2009 may well be inaccuracies. These can, of course, be corrected if they are of any significance. The final version will, it is hoped, be carefully conserved in the records of the Association so that possibly some ALAVES - 1949-1986 future member may be prepared to carry out a similar exercise in perhaps ten years’ time. The circulation of the story is limited, largely because of expense, but also because of the lesser interest of the majority of the current membership in what happened all those years Kenneth Blessley ago. Those stationed in garrison towns were based frequently in castles, forts or similar fortifications dating back several years. These includes London (the Tower of London), Hounslow, Woolwich, Dover, Windsor, Chatham, Dover, Portsmouth, Plymouth, Chester, York, Edinburgh and Dublin. Outside of these main garrison towns, most troops were quartered in billets in towns and villages, often living with civilians in their houses. This meant that troops were distributed widely across the U.K., with no sizeable formation in any one location.

His manuscript, while well arranged, was not yet ready for printing. It has therefore been copied, recopied and edited, However, despite every effort, prepublication funds have not been secured to produce the kind of a book we desire and which Mr. Bushnell's painstaking work deserves. His material is too valuable to be lost in some library's manuscript collection. It is a faithful record of the Bushnell family, more complete than anyone could have anticipated. Time is running out and we have reluctantly decided to make the best use of available funds by producing the "book" by a process of photographic reproduction of the typewritten pages of the revised and edited manuscript. The only deviation from the original consists in slight rearrangement, minor corrections, additional indexing and numbering. We are proud to thus assist in the compiler's labor of love.   • Real Reform of the Defence Management Paradigm
    WORKING PAPER NO. 59 REFORM OF THE DEFENCE MANAGEMENT PARADIGM: A FRESH VIEW The Author Lieutenant Colonel Neil James graduated from the Royal Military College, Duntroon, in 1976. His subsequent military career has involved a wide range of regimental, instructional, staff and research appointments including regimental service in Malaysia and Singapore, exchange service in Britain, Germany and Canada, and UN duties in Kashmir, New York and Iraq. He was the senior defence intelligence officer in northern Australia 1994-96 and is currently the Director of the Land Warfare Studies Centre. Neil holds a Bachelor of Arts in Military Studies (1976) and a Master of Defence Studies (1991) from the University of New South Wales, and is a 1988 graduate of the Army’s Command and Staff College at Fort Queenscliff. He returned to teach at the college in 1992-93. He is a contributor to the Australian Dictionary of Biography, the author of several papers, journal articles and book chapters on the history of Australian participation in multinational peacekeeping; and author of the Army’s 1996 operational manual on multinational peace operations. His Master’s sub-thesis was a comparative study of the effectiveness of UN and non-UN peacekeeping operations. This Working Paper series aims to provide readers with access to current research relating to the defence of Australia and the region. The emphasis in these Working Papers will be upon applied research of direct relevance to the Australian Defence Force, the Department of Defence and to others working or interested in defence issues.
