The music industry has grown in the last fifty years to become an important global industry. It encompasses a major area of economic activity, and attracts huge global investment. Over the last few years, the proliferation of digital music, the popularity of MP3 format and the emergence of Internet as a viable distribution medium have disrupted the existing music format, pricing and distribution standards. In India also the pattern of music consumption and distribution has shifted radically in the post digitisation era. The trends and patterns of music industry in India is in fact a reflection of the changes that have been taking place in the global sphere. The technological revolution, resulting in the digitalization of music, attendant problems of piracy and anti-piracy moves, changes in copyright laws- all reflect global patterns. The charts which are formulated using streaming figures of international singles are compiled by global music technology leaders BMAT, will be updated weekly on Mondays by sundown. Every week from Friday to Thursday BMAT aggregates and consolidates the data from three leading international DSPs (Digital Service Providers) in the country – Spotify, Apple Music, and Amazon Music. The Top 20 chart is reviewed by the IMI Charts committee comprised of experts from record labels such as Universal Music Group, Sony Music Entertainment, Times Music, and Warner Music Group. Our model is a hierarchi- cal Recurrent Neural Network, where the layers and the structure of the hierarchy encode our prior knowledge about how pop music is composed. In particular, the bottom layers generate the melody, while the higher levels produce the drums and chords. We conduct several human studies that show strong preference of our gen- erated music over that produced by the recent method by Google. We additionally show two applications of our framework: neural dancing and karaoke, as well as neural story singing. 1 INTRODUCTION Neural networks have revolutionized many fields. They have not only proven to be powerful in performing perception tasks such as image classification and language understanding, but have also shown to be surprisingly good “artists”. In Gatys et al. (2015), photos were turned into paintings by exploiting particular drawing styles such as Van Gogh’s, Kiros et al. (2015) produced stories about images biased by writing style (e.g., romance books), Karpathy et al. (2016) wrote Shakespeare inspired novels, and Simo-Serra et al. (2015) gave fashion advice. Music composition is another artistic domain where neural based approaches have been proposed. Early approaches exploiting Recurrent Neural Networks (Bharucha & Todd (1989); Mozer (1996); Chen & Miikkulainen (2001); Eck & Schmidhuber (2002)) date back to the 80’s. -

Alan Kronstadt Specialist in South Asian Affairs August 7, 2014 Congressional Research Service 7-5700 www.crs.gov R43679 India’s New Government and Implications for U.S. Interests Summary The United States and India have been pursuing a “strategic partnership” since 2004, and a 5th Strategic Dialogue session was held in New Delhi in late July 2014. A May 2014 national election seated a new Indian government led by the Hindu nationalist Bharatiya Janata Party (BJP) and new Prime Minister Narendra Modi. Top U.S. officials express eagerness to engage India’s new leadership and re-energize what some see as a relationship flagging in recent years. High hopes for the engagement have become moderated as expectations held in both capitals remain unmet, in part due to a global economic downturn that has dampened commercial activity. Yet the two countries, estranged through the Cold War period, have now routinized cooperative efforts through myriad working groups on an array of bilateral and global issues. Prime Minister Modi is known as an able administrator, having overseen impressive economic development in 15 years as chief minister of India’s Gujarat state. But he also is a controversial figure for his Hindu nationalist views and for communal rioting that killed up to 2,000 people, most of them Muslims, in Gujarat in 2002. His BJP made history by becoming the first party to win an outright parliamentary majority in 30 years, meaning India’s federal government is no longer constrained by the vagaries of coalition politics.
