The main objective of this research is to identify devices that have been used to harvest hydrokinetic power elsewhere and perform an economic analysis as to their implementation in the Mexican Caribbean. First, the energy potential of the area was evaluated using simulated data available through the HY- COM consortium. Then, for four pre-commercial and commercial turbines, technical and economic analyses of their deployments were performed. Socio-environmental constraints were reviewed and discussed. Three optimal sites were identified, with an average annual hydrokinetic energy density of 3–6 MWh/m2-year. These sites meet the socio-environmental requirements for marine kinetic energy harvesting. This paper describes a single, wedge-shaped, boulder-covered, coastal berm on the Yucata´n coast of Mexico´ that stretches unbroken for 50 km across a coastal segment characterized by rocky headlands that alternate with crescent beaches.

    III.- POLÍTICAS Y ESTRATEGIAS 3.1 Políticas Generales Se ha planteado un conjunto de políticas generales dentro de las cuales se enmarca la estrategia para el desarrollo del Municipio Solidaridad. Dichas políticas son las siguientes: Ecología Instalar los sistemas de drenaje y saneamiento de aguas residuales necesarios en las zonas urbanas del municipio para preservar los mantos acuíferos. Consolidar las áreas para el tratamiento de los residuos orgánicos e inorgánicos ya sea áreas de relleno sanitario o áreas para plantas de reciclaje. Establecer la protección de los elementos con valor ecológico, tales como áreas de humedales, cenotes, lagunas y selva baja subcaducifolia. Promover la rehabilitación dunar en la zona costera del Municipio. Promover la creación de un programa de manejo integral Costero en coordinación con las autoridades correspondientes. Generar un programa de identificación y control de especies invasoras (flora y fauna) en el Municipio. Fomentar la participación ciudadana en el Comité Municipal de Ecología y las acciones o programas que disponga el mismo Comité. Incentivar el uso de transporte público ecológico y el uso de la bicicleta. Promover y difundir el uso de la arquitectura bioclimática y el uso de energías alternativas en el Municipio. Promover la actualización o modificación del Reglamento de Construcción del Municipio de Solidaridad para implementar los lineamientos normativos de construcción y operación de los desarrollos ecoturísticos. Desarrollo Urbano Proveer la dotación de infraestructura y equipamiento en las poblaciones rurales. Mejorar la imagen urbana de los centros de población del municipio a través de reglamentos que norman los: elementos constructivos, la imagen visual y anuncios. Ordenar los usos del suelo de los centros de población respetando el medio ambiente y evitando el establecimiento de usos incompatibles.
