In Historical Terms, Venezuelan Democracy Emerged from an Extended Process of Political Learning
COUNTRIES AT THE CROSSROADS COUNTRIES AT THE CROSSROADS 2011: VENEZUELA ANGEL ALVAREZ INTRODUCTION In historical terms, Venezuelan democracy emerged from an extended process of political learning. The lessons obtained from the breakdown of the democratic experiment led by the Democratic Action (AD) party from 1945–1948 paved the road for a 1958 governability accord known as the Punto Fijo pact. Leaders during the subsequent era of political stability were particularly inclined to heed lessons about the damaging effects of extreme polarization. Democratic political parties—aside from AD, the most important group was the Social Christian Party (COPEI)—were convinced that political stability depended on the exclusion of antidemocratic forces like the leftist guerrillas and right- wing militarists that engaged in sporadic attacks. Although this mode of stability entailed violations of human rights, democracy did indeed prevail. Venezuelan democratic continuity was based on oil revenues, and both political stability and oil dependence increased after the nationalization of the industry in 1974. In the 1970s, AD and COPEI continuously captured more than 80 percent of the vote, with only small groups of ultra-radical leftists violently challenging the government. This exceptional political steadiness, in a region plagued by authoritarian regimes, was based on massive distribution of the oil rent. Yet by the 1980s, oil prices fell dramatically and Venezuelan external debt skyrocketed. In 1983, the government depreciated the bolívar, the dramatic initiation of an era in which middle class voters, the political base of both parties, became progressively alienated by economic crisis exacerbated by blatant corruption. Political dissatisfaction with democratic politics became evident through declining electoral turnout between 1983 and the 1988 election of Carlos Andrés Pérez as president. -

Venezuela 2019 Crime & Safety Report This is an annual report produced in conjunction with the Regional Security Office at the U.S. Embassy in Caracas, Venezuela. The current U.S. Department of State Travel Advisory at the date of this report’s publication assesses Venezuela at Level 4, indicating travelers should not travel to the country. Overall Crime and Safety Situation The U.S. Embassy in Caracas does not assume responsibility for the professional ability or integrity of the persons or firms appearing in this report. The American Citizens’ Services unit (ACS) cannot recommend a particular individual or location, and assumes no responsibility for the quality of service provided. Review OSAC’s Venezuela-specific webpage for original OSAC reporting, consular messages, and contact information, some of which may be available only to private-sector representatives with an OSAC password. Crime Threats There is serious risk from crime in Venezuela, but no evidence to indicate criminals specifically target U.S. citizens. As in years past, Venezuela remained one of the deadliest and most violent countries in the world in 2018. The crime that had previously concentrated in some municipalities now exists throughout the entire country. The Government of Venezuela often attempts to refute claims of high crime and murder rates; however, independent observers widely reject such claims. Venezuela does not release official crime statistics. In 2018, the estimated rate of 81.4 violent deaths per 100,000 inhabitants (based on 23,047 total homicides) represented a slight decrease from 2017. The majority of Caracas’s crime and violence remains attributed to mobile street gangs and organized crime groups. -

TV Urgente Urban Exclusion, Civil Society, and the Politics of Television in Venezuela John Patrick Leary “Aqui no hay barrios” (There are no barrios here) was what real estate agents told me when they showed me apartments in one of the middle-class zones of eastern Caracas, to assure me that the slum districts that house roughly half of the city’s population, called barrios in Venezuela, were safely distant. Shortly after I arrived in the country, a security official at the U.S. Embassy warned me never to travel into the slums. “The people there are so desperately poor,” he insisted earnestly, “that they’ll rob your shoes, your shirt, your eyeglasses, your belt — and that’s if you get out alive.” The barrios are often identified in everyday conversations like these as a kind of cancer on the city, pouring bodies into and draining resources out of the valley of Caracas. -

Travel Advisory The current U.S. Department of State Travel Advisory at the date of this report’s publication assesses Venezuela at Level 4, indicating travelers should not travel to the country due to crime, civil unrest, poor health infrastructure, kidnapping, and arbitrary arrest and detention of U.S. citizens. Overall Crime and Safety Situation Crime Threats The U.S. Department of State has assessed Caracas as being a CRITICAL-threat location for crime directed at or affecting official U.S. government interests. Venezuela has one of the highest number of violent deaths in the region and in the world. Last year closed with an estimated 16,506 murders and a rate of 60.3 violent deaths per 100,000 inhabitants, well above any other country in Latin America. This rate is the result of three types of violence: Criminals committed 6,588 homicides, at a rate of 24 victims per 100,000 inhabitants; 5,286 deaths were caused by resistance to the government, mostly homicides committed by state security forces by excessive use of force/extrajudicial execution, with a rate of 19 victims per 100,000 inhabitants; and 4,632 deaths were of undetermined cause, officially registered as death inquiries, but mostly homicides at an estimated rate of 17 victims per 100,000 inhabitants. -

JICA selected and dispatched the study team headed by Mr. Mitsuo MIURA of Pacific Consultants International (PCI) and composed of staff members of PCI and OYO International Corporation to Venezuela, seven times from December 2002 to March 2005. In addition, JICA set up the advisory committee headed by Mr. Yasuo NAKANO and Mr. Haruo NISHIMOTO, Japan International Cooperation Agency, from December 2002 to March 2005, which examined the Study from the technical points of view. The team held discussions with the officials concerned of the Bolivarian Republic of Venezuela and conducted field surveys in the study area.
