Department of Justice Office of the Inspector General A Review of the FBI's 1Uantlli.ng of Intelligence Information Re1ade:d to the September 11 Attacks (Novennl~er2004) Released Piublicly June 2006 Office (ofAthe Inspector General NOTE This report is an unclassified version of the full report that the Office of the Inspector General (OIG) completed in 2004 and provided to the Federal Bureau of Investigation (FBI), the Department of Justice, the Congress, the Central Intelligence Agency, the National Security Agency, and the National Commission on Terrorist Attacks Upon the United States. The OIG’s full report is classified at the Top Secret/SCI level. At the request of members of Congress, after issuing the full report the OIG created an unclassified version of the report. However, because the unclassified version included information about the FBI’s investigation of Zacarias Moussaoui, and because of Moussaoui’s trial in the United States District Court for the Eastern District of Virginia and the rules of that Court, the OIG could not release the unclassified version of the report without the Court’s permission until the trial was completed. In June 2005, the Court gave the OIG permission to release the sections of the unclassified report that did not discuss Moussaoui. Therefore, at that time the OIG released publicly a version of the unclassified report that did not contain Chapter 4 (the OIG’s review of the Mousssaoui matter), as well as other references to Moussaoui throughout the report. The Moussaoui case concluded on May 4, 2006, when the Court sentenced Moussaoui to life in prison. -

ABSTRACT Title of Document: ROBOTICS AND THE FUTURE OF INTERNATIONAL ASYMMETRIC WARFARE Nicholas Grossman, Doctor of Philosophy, 2013 Directed By: Professor George Quester, Department of Government and Politics In the post-Cold War world, the world's most powerful states have cooperated or avoided conflict with each other, easily defeated smaller state governments, engaged in protracted conflicts against insurgencies and resistance networks, and lost civilians to terrorist attacks. This dissertation explores various explanations for this pattern, proposing that some non-state networks adapt to major international transitions more quickly than bureaucratic states. Networks have taken advantage of the information technology revolution to enhance their capabilities, but states have begun to adjust, producing robotic systems with the potential to grant them an advantage in asymmetric warfare. AL-QAEDA IN THE UNITED STATES THE EUROPEAN ANGLE TO THE U.S. TERROR THREAT Robin Simcox | Emily Dyer THE EUROPEAN ANGLE TO THE U.S. TERROR THREAT EXECUTIVE SUMMARY • Nineteen individuals (11% of the overall total) who committed al-Qaeda related offenses (AQROs) in the U.S. between 1997 and 2011 were either European citizens or had previously lived in Europe. • The threat to America from those linked to Europe has remained reasonably constant – with European- linked individuals committing AQROs in ten of the fifteen years studied. • The majority (63%) of the nineteen European-linked individuals were unemployed, including all individuals who committed AQROs between 1998 and 2001, and from 2007 onwards. • 42% of individuals had some level of college education. Half of these individuals committed an AQRO between 1998 and 2001, while the remaining two individuals committed offenses in 2009. • 16% of offenders with European links were converts to Islam. Between 1998 and 2001, and between 2003 and 2009, there were no offenses committed by European-linked converts. • Over two thirds (68%) of European-linked offenders had received terrorist training, primarily in Afghanistan. However, nine of the ten individuals who had received training in Afghanistan committed their AQRO before 2002. Only one individual committed an AQRO afterwards (Oussama Kassir, whose charges were filed in 2006). • Among all trained individuals, 92% committed an AQRO between 1998 and 2006. • 16% of individuals had combat experience. However, there were no European-linked individuals with combat experience who committed an AQRO after 2005. • Active Participants – individuals who committed or were imminently about to commit acts of terrorism, or were formal members of al-Qaeda – committed thirteen AQROs (62%). -

Or at least their assigned noms de guerre: American Taliban, 20th hijacker, dirty bomber, shoe bomber. For two and a half years these names and others have flitted through our daily copies of The New York Times like shadow characters in a play, along with black-and-white photographs underneath which black-and-white text tells us of their alleged (and sometimes proven) wrongdoing and the latest developments in their tribula- tions (and sometimes trials) with our government. But the men themselves are almost invisible, hidden from us by our government, which insists that the characters and the play are too dangerous for public view. The clich6 that the events of September 11, 2001, "changed everything" is perhaps nowhere more true than in the realm of criminal procedure. Soon the Supreme Court will decide whether aliens the United States has imprisoned at Guantanamo Bay, Cuba, can challenge their detention in U.S. courts, and whether a U.S. citizen captured in a foreign war zone can be held indefinitely, without counsel or even a charge, when the president decides he is an "enemy combatant."' The Court will also decide whether a U.S. citizen arrested inside the U.S. and deemed an enemy combatant can be similarly detained; 2 and the Court may decide whether the government can continue to detain individuals under the federal * Associate Professor, New York Law School.
