Department of Justice Office of the Inspector General A Review of the FBI's 1Uantlli.ng of Intelligence Information Re1ade:d to the September 11 Attacks (Novennl~er2004) Released Piublicly June 2006 Office (ofAthe Inspector General NOTE This report is an unclassified version of the full report that the Office of the Inspector General (OIG) completed in 2004 and provided to the Federal Bureau of Investigation (FBI), the Department of Justice, the Congress, the Central Intelligence Agency, the National Security Agency, and the National Commission on Terrorist Attacks Upon the United States. The OIG’s full report is classified at the Top Secret/SCI level. At the request of members of Congress, after issuing the full report the OIG created an unclassified version of the report. However, because the unclassified version included information about the FBI’s investigation of Zacarias Moussaoui, and because of Moussaoui’s trial in the United States District Court for the Eastern District of Virginia and the rules of that Court, the OIG could not release the unclassified version of the report without the Court’s permission until the trial was completed. In June 2005, the Court gave the OIG permission to release the sections of the unclassified report that did not discuss Moussaoui. Therefore, at that time the OIG released publicly a version of the unclassified report that did not contain Chapter 4 (the OIG’s review of the Mousssaoui matter), as well as other references to Moussaoui throughout the report. The Moussaoui case concluded on May 4, 2006, when the Court sentenced Moussaoui to life in prison. -

As chair of the National Commission on Terrorist Attacks on the United States, I hereby convene this commission's 10th public hearing. The hearing will run all today and tomorrow. Our focus for the next two days will be "Law Enforcement and the Intelligence Community." As we did with our two prior sets of hearings this calendar year, we precede each series of witnesses with a statement from the Commission staff. These statements are informed by the work of the Commissioners, as well as the staff, and they represent the staff's best efforts to reconstruct the factual record of what happened. Judgments and recommendations are for commissioners and the Commission to make, and of course we'll do that in the course of our work, and most definitively and finally in our final report. CDF is strongly committed to advancing reforms of juvenile justice policy at the federal, state and local levels that ensure that children and youth get the integrated services necessary to put them on a sustained path to a successful adulthood. The Act promises to contribute to the goals of our recently launched Cradle to Prison Pipeline® Campaign - a national call to action to stop the funneling of tens of thousands of youth, predominantly minority and poor children, down life paths that often lead to arrest, conviction, incarceration and, in some cases, death. While we applaud the significant improvements that S. 3155 makes to the Juvenile Justice and Delinquency Prevention Act (JJDPA), we respectfully request that the Committee on the Judiciary further strengthen key provisions of this bill. We need strong leadership from the federal government to signal that deplorable conditions of confinement will not be tolerated for any of our nation’s youth. We thus would encourage adoption of clearer language in S. 3155 requiring elimination of dangerous practices, unreasonable restraints and isolation, and for states to ensure that facilities establish safe staffing levels and effective programming, in addition to effective behavior management, all essential elements to ensure safety of youth and reducing use of harmful practices. -

The final rosters for the two teams are now coming together, re- flecting Senators’ votes on energy and climate legislation. Senators earn their spot on the Big Oil Team by voting to maintain America’s ailing energy policy with its en- trenched big government subsidies for oil companies, lax oversight on safety and the environment for oil drilling, leases and permits for risky sources of oil, and appointments of regulators who have cozy relationships with the industry. Senators get onto the Clean Energy Team by voting for a new energy policy that will move Amer- ica away from our dangerous dependence on oil and other fossil fuels, and toward cleaner, safer sources of energy like wind, solar, geothermal, and sustainable biomass. This new direction holds the opportunity to make American power the energy technology of the future while creating jobs, strengthening our national security, and improving our environment. The Big Oil Team’s sponsors, which include BP and the American Petroleum Institute (API), use their colossal spending power to hire sly K-Street lobbyists who make closed-door deals with lawmakers, sweetened with sizable campaign contribu- tions. -

AMERICAN FOLKLIFE CENTER & VETERANS HISTORY PROJECT Library of Congress Annual Report, Fiscal Year 2010 (October 2009-September 2010) The American Folklife Center (AFC), which includes the Veterans History Project (VHP), had another productive year. Over 150,000 items were acquired, and over 127,000 items were processed by AFC's archive, which is the country’s first national archive of traditional culture, and one of the oldest and largest of such repositories in the world. VHP continued making strides in its mission to collect and preserve the stories of our nation's veterans, acquiring 7,408 collections (13,744 items) in FY2010. The VHP public database provided access to information on all processed collections; its fully digitized collections, whose materials are available through the Library’s web site to any computer with internet access, now number over 8,000. Together, AFC and VHP acquired a total of 168,198 items in FY2010, of which 151,230 were Non-Purchase Items by Gift. AFC and VHP processed a total of 279,298 items in FY2010, and cataloged 54,758 items. AFC and VHP attracted just under five million “Page Views” on the Library of Congress website, not counting AFC’s popular “American Memory” collections.
