On behalf of the Government of West Bengal, the Block Development Officer, Mirik, invites sealed percentage rate tender for each of the following works by two cover system by the eligible bidders viz. contractors registered in appropriate class with PwD/cpwD/MESA{HAI/Railways and bonafied outsiders who satisfy the terms and condition.

D" INSTRUCTION:

1. Bids shall be self attested by a person or persons duly authorizedto sign on behalf of the Bidder. 2. Tenders will be of 2 (Two) separate parts. Part - I will be for technical bid containing mainly pre qualification documents and Part - II Financial Bids. Details of documents required for Part - I for "Technical Bids" are to be submitted as per section ,.C', and for Part - II financial bids are as follows: a) Properly filled up tender forms containing offer on the basis of Percentage (AT PAR/BELOWABOVE) both in figures as well as words and all the pages of the tender forms are to be signed.

E. OPENING OR RECBIVING OF TENDER:

The tenders, so received on dated a prescribed on para B 4 & 5 will be opened on the same day at the given time in this office in presence of available intending tenderers or at any other date as the authority deem fit. Only financial bid of the participant tenders will be opened if the technical bid opened first is qualified. In case the last date of receipt of opening of tender happens to be a holiday or for any unforeseen reason the tender cannot be received or opened, as the case may be, the tenders shall be received or opened on the next opening day at the same hour.

R TERMS AND CONDITIONS:

i) : Before submission of tender, intending tenderers may visit the sites of work at their own effort and cost. ii) The intending tenderer may obtain detail information about general & detailed technical information, specification, other condition, procedure guidelines etc. and other terms and condition related with the works but not incorporated in the tender from the Engineering Cell on all working days during office hours. - s iii) No mobilization advance will be entertained. ir) No arbitration will be entertained. v) No extra Levy, freight will be entertained. vi) Successful tenderers will have to make formal agreement with the department in Rs. 10 stamp paper. vii) Deduction of S.D/I.T./S.T./VAT and Cess will be made as per the Govt" rules. viii) The authority shall reserve the right to accept or reject any o, all the tenders ' .... without assigning any reason thereof. The said authority shall not be bound to accept the lowest tender. ix) The contractors sl{ell be responsible for the safety of all activities on the site.

G. ELIGIBILITY OF BIDDERS FOR TECHNICAL PRE QUALIFICATION: . r,

Interested bidder should enclose the qualification information as per the format enclosed in a separate envelope marked technical Bid for pre qualification.

i) Copies of the documents defining the constitution or legal stays, place of registration and principal place of business of the firm. i0 Total Monetary value of civil construction works performed for each of the last five years with detail break up of works done with corresponding payment certificate from the concerned Engineer in Charge .: ia 1,,

Name of one single work of similar nature of HILLS/Plains executed and completed or under execution amounting to not less than 50% (Fifty Percent) of the tendered amount, during the last five years with details of supporling papers to be furnished (Please note that, Final Payment Certificate and Completion Certificate along with work'brder will only be entertained as credential. iv) Details of Machinery, equipment and accessories available for this work with evidence of ownership of such or evidence of arrangement of possessing them on hire/lease/buying. v) Details if technical personnel proposed to be employed for the work with all relevant papers as per enclosed. vi) Copies of valid Ineome Tax, Sales Tax and Professional Tax Certificates, FPF, VAT and PAN details. vii) Name and Address of Bankers giving clear indication of financial capacity with a copy of Bankers Certificate. Reports on financial standing such as Profit & Loss Statements and Auditors Report for the past five years. An affidavit that the bidder will be able to invest a minimum of cash upto the percentage of 30o/o of the contract amount during the implementation of the works. x) Information regarding any litigation or arbitration during the first five years in which the bidder is involved, shall be submitted by the bidder and in such case'bid shall be rejected. Whether the site of works has been visited to acquaint thoroughly with the site condition or not. Proposed work program backed with all supporting documents The earnest money deposits as mentioned in NIT will have to be deposited in the form of Demand Draft/Bankers Cheque in favour of the Block Development Officer, Mirik. The Security Deposit will be deducted to cover 10% of Total work actually done. xiv) Incase of unwillingness of the successful tenderer(s) to accept the work/ supply order at his/their tendered rate the aforesaid amount will be forfeited during the time of opening of tenders. If the tenderer or his representative is not present during the time of opening of tender, he will have no right to question in the matter. xv) Tenders must be in the form of "Form of Local Tender" available from this office. xvi) Tenderers will have to quote their rates clearly in the figure and in words as well as percentage (AT PAR/ABOVE/BELOW) the estimated/tendered rates. I{. this form is not filled properly the tenders will be cancelled. xvii) All pages of the tender documents is to be duly signed by the tenderers, otherwise the tender may be cancelled. xviii) No conditional tender will be accepted. xix) The successful tenderer will have to start the work/supply and complete within the stipulated time limits as mentioned in the work/supply order from this office. xx) All works are to be carried out in accordance with the general condition and specification of the enclosed vetted estimate and schedule of the concerned work, xxi) No claim for the idle labour will be entertained under any circumstances. xxii) The work site h& to be cleared by the contractor after completion of the work as per the direction of the Engineer-in-Charge. The work must be completed with all respect, within the scheduled time failing which penalty will be imposed as per rule. ,The contractor shall comply with provision of Contract Labour (Regulation & . Abolition) Rules 1972 with other rules and orders issued their under from time tb time. If the contractor fails to do so his failure will be breach of contract. The contractor shall be liable of any pecuniary liability arising on account of any violation by..'him on provision of the act. xxiv) Labour License will have to be produced before claiming of bill as per the provisions of Contract Labour (Regulations & Abolition Act 1970) from the Labour Department. xxv) The Security Deposit Retums will be as per PWD Rules. xxvi) ll'he Engineer-in-Charge on his discretion power may accept any work done not to the entire satisfaction of department and in such case the work paid in ,'Reduced Rate". The reduced rate fixed for such case by the office will be final. xxvii) The extension of time for completion of the work will be as per pWD Rules. xxviii) Any points not covered above will be followed as per the general and additional terms and condition as laid down in the PWD/PW(Rds) and Irrigation and Waterways Schedule and guidance. xxix) The Contractor shall not be allowed to sub con t to any part of the work or whole of the work.
