He graduated from the Heroes of Sądecczyzna School of Summer Sports in Nowy Sącz and a Complex of Marine Schools in Świnoujście, where he acquired the profession of a navigation technician. He also graduated from studies in political science and the Interdepartmental Institute of Humanistic Knowledge at the University of Szczecin. He graduated from postgraduate pedagogical studies there. He was also a scholarship holder of the “Summer University” organised by the University of Umeå (Sweden). He attended the PhD seminar conducted by Professor Wiesław Burger at the Institute of Political and European Sciences of the University of Szczecin. Next, he was admitted into a PhD programme at the Faculty of History of Adam Mickiewicz University in Poznań. The subject of his research was establishment of maritime administration and economy in Western Pomerania between 1945 and 1970. He held classes and delivered lectures at the West Pomeranian Business School and at the Post-Secondary School of Administration in Szczecin. When at school and at the university he worked on commercial and fishing ships of both Polish and foreign shipowners. During studies, he was an activist of the Pastoral Care of Students of the Jesuit Order. He was a student cultural manager in Szczecin. At the same time, he worked for the Polish Radio Szczecin, where he prepared reports devoted to maritime issues. He established the Maritime Job Information Centre to improve the foreign language skills of Polish seamen and fishermen. He was the spokesperson of the Maritime Office in Szczecin. In 1991, when he was a student of political science at the University of Szczecin, he joined the electoral campaign of the Centre Agreement (PC), becoming a member of the party the same year. In August 2002 she was elected the President of the Regional Board of Law and Justice (PiS). In 2005 he ran to the Sejm as the leader of the West Pomeranian list. He was a Deputy in the Sejm of the Republic of Poland of the 5th, 6th, 7th, and 8th term. He is the co-author and one of the founders of the Ministry of Maritime Economy established during the 5th term of the Sejm. He worked in the Sejm Infrastructure Committee and the National and Ethnic Minorities Committee. In 2006 he was appointed the Secretary General of Law and Justice and the Chairperson of the Main Board of the party. From October 2009 to January 2018 he was the Chairperson of the party’s Executive Committee. On 12 November 2015 he was elected the Vice-Marshal of the Sejm of the 8th term.
