Lawmakers’ interest in National Assembly Shows Declining Trend 101 lawmakers attend less than half of sittings Attendance remains higher in shorter sessions while lower in longer sessions Average annual attendance the lowest during second parliamentary year FREE AND FAIR ELECTION NETWORK www.fafen.org I www.openparliament.pk Overall Attendance The 14th National Assembly completed its third parliamentary year on May 31, 2016. It held 289 sittings in 32 sessions between June 1, 2013 and May 30, 2016. The attendance record of lawmakers was first made public on the National Assembly website in June 2015 at the outset of third parliamentary year. The Free and Fair Election Network (FAFEN) acquired the attendance record of the Members of the National Assembly (MNA) for the first two parliamentary years through an information request to the National Assembly Secretariat. This report is based on the official attendance record and does not include the attendance of the Joint Sittings of Parliament and sitting held on May 31, 2016. The Assembly held 99 sittings in the first parliamentary year, 92 in the second and 98 in the third year. The highest attendance of MNAs was recorded during the first session of the 14th National Assembly followed by the third and 19th sessions which were single-sitting sessions. The third sitting of the first session witnessed the highest attendance when the election of the Prime Minister took place in the presence of 318 lawmakers. The fourth sitting of 18th session was the least attended with only 87 members were present. -

Tall claims were made in 2013 elections of a better governance model by PTI based on which it got elected 2. Since past 14 months we have not seen the “Naya” Pakistan promised neither in D-Chowk nor in KP. 3. PTI attracted new segment of youth, women and the educated middle class into voting; but it ended up polluting their minds with hatred and introduced a politics of blames minus proofs. 4. The idea of WP is not to attract more abuses PTI style but to open the eyes of those who claim to be educated to the failed PTI model in KP where real change could have been a role model for Pakistan. 5. Whilst PTI has mastered the art of breaking all laws, wanting to be treated VIP by not adhering to any laws, and of conducting failed dharnas and entertaining jalsas it has not learnt how to deliver when blessed with governance in KP. Economic performance • Second lowest among all provinces for generating tax revenues at Rs11.7 b vs Punjab at 96.4b • Investment road show under WB $20 m Economic Revitalization of ERKF postponed again by KP govt. • Closed industries package unannounced and unimplemented. -

PARLIAMENTARIANS TAX DIRECTORY FOR YEAR ENDED 30 JUNE 2017 (Published on 22nd February 2019) FOREWORD Every country levies taxes to raise revenues which are essential for the running of affairs of a state and provision of public services. Development of a progressive taxation system is an essential tool to reduce social inequalities in a society and bridge the gap between the rich and the poor. The countries exhibiting due diligence in collection of taxes from the affluent segments of the society through progressive taxation and expending them judiciously for the welfare of the poor are rated high on transparency and good governance index. Efficient, fair and sustainable tax systems are critical for institution building and promoting democracy and improved economic governance. The need for transparency and accountability in a vibrant democracy imposes extra responsibility on public representatives for disclosure of their assets and the sources of their income. With these aims and objectives, Federal Board of Revenue published, its first Tax Directory of Parliamentarians in tax year 2013. However, this time, in line with the incumbent government’s reform agenda, The Directory embodies the policy of transparency and accountability through access to information. The publication of the Parliamentarians’ Tax Directory is an integral step towards ensuring transparency and informing voters about the tax- paying status of their elected representatives. Tax Directory of the honourable Parliamentarians for the tax year 2017 is now published. The directory contains tax details of members of the Senate of Pakistan and Members of the National as well as Provincial Assemblies. I would like to appreciate the efforts of the Federal Board of Revenue for compiling and publishing this tax directory. -
