U.S. Department of Transportation Federal Motor Carrier Safety Administration REGISTER U.S. Department of Transportation Federal Motor Carrier Safety Administration REGISTER A Daily Summary of Motor Carrier Applications and of Decisions and Notices Issued by the Federal Motor Carrier Safety Administration DECISIONS AND NOTICES RELEASED July 15, 2021 -- 10:30 AM NOTICE Please note the timeframe required to revoke a motor carrier's operating authority for failing to have sufficient levels of insurance on file is a 33 day process. The process will only allow a carrier to hold operating authority without insurance reflected on our Licensing and Insurance database for up to three (3) days. Revocation decisions will be tied to our enforcement program which will focus on the operations of uninsured carriers. This process will further ensure that the public is adequately protected in case of a motor carrier crash. Accordingly, we are adopting the following procedure for revocation of authority; 1) The first notice will go out three (3) days after FMCSA receives notification from the insurance company that the carrier's policy will be cancelled in 30 days. This notification informs the carrier that it must provide evidence that it is in full compliance with FMCSA's insurance regulations within 30 days. 2) If the carrier has not complied with FMCSA's insurance requirements after 30 days, a final decision revoking the operating authority will be issued. Briggs Professor Daniel Party Spring 2021 Resonance and Resistance: Feminist Worldmaking and Musical Practice in Chile © 2021 by Christina Marie Azahar Folgar Abstract Resonance and Resistance: Feminist Worldmaking and Musical Practice in Chile by Christina Marie Azahar Folgar Doctor of Philosophy in Music University of California, Berkeley Professor Jocelyne Guilbault, Chair This dissertation engages the concept of resonance in order to explore how Chilean feminist activists, musicians, industry leaders, and audiences have used popular musical practices to create space for themselves and their communities. Centrally, this study asks, how are feminist organizers in Chile engaging music to mobilize artists, audiences, and industries to end patterns of patriarchal oppression? To what extent do feminist musical practices allow participants to navigate, re-sound, and re-envision the physical, social, industrial, and virtual spaces of which they are a part? By examining a diversity of feminist musical practices from the mid-twentieth century to the present, I explain how musical and interpersonal resonances shape feminist coalition-building while also reconfiguring the gender politics of social and geophysical space. Each chapter in this dissertation makes audible distinct feminist understandings of Chilean music history, spatial politics, and the patriarchal systems that shape these. The notion of a strong black male—irreverent, angry, defiant and many times violent—is pervasive in gangsta rap music. This badman trope, as characterized by Robin Kelley (1996), oftentimes encompasses hypermasculinity, misogyny, and homophobia. It should come as no surprise that this genre of rap music is rife with sexist themes and lyrics. Yet, what has not been fully explored are the progressive ways that male rappers express themselves towards others considered comrades or “homies.” Homosociality (Bird 1996; Sedgwick 1995), non-sexual positive social bonds, exists in gangsta rap music between men. This study explores the notion of homosociality in this genre of music, analyzing the lyrics of male rap artists who have sold one million or more of their compact discs, for a total of 478 songs. I attempt to further unpack the idea of hegemonic black masculinity, presenting an alternative understanding of its deployment and manifestation in this music. Keywords Black masculinity . Hip hop .
