Danubio3 1 Department of Animal and Human Biology, University »La Sapienza«, Rome, Italy 2 Department of Methods, Economics and Territory, University of Teramo, Teramo, Italy 3 Department of Environmental Studies, University of L'Aquila, L'Aquila, Italy ABSTRACT The seasonality of 27,705 marriages celebrated in a four century span in the Province of Teramo (Abruzzo, Italy) was analyzed to identify the presence of a long-term pattern re- lated to the prevailing subsistence activity and the main factors affecting it. The results show general agreement in all centuries with the agricultural patterns of other lowland or south-central Italian groups (Piedmont, Veneto, Liguria, Emilia Romagna, Tuscany, Latium, Campania, Apulia) and Mediterranean regions (Spain, France), although with some differences. Religious factors strongly affected the timing of marriage only during Lent. Of interest is the progressive increase through the centuries of marriages in the summer-autumn months, associated with a decrease in January and February.     Space and time evolution of the Abruzzo precipitation Bruno Di Lena1*, Fernando Antenucci1, Luigi Mariani2 Abstract: This study assesses the climate trends of precipitation in a large number of locations in the Abruzzo region for the period 1951-2009. It highlights the reduction of annual precipitation, starting in 1980, due to a significant decrease in winter rainfall amount. This phenomenon seems to be the mesoscale realisation of a more general process that concerns the European area as the result of the new configuration of the Atlantic circulation that has been established through the ’80 years of the 20th century. Riassunto: Questo studio climatico valuta le tendenze evolutive delle precipitazioni in un consistente numero di località della regione Abruzzo per il periodo 1951-2009. Esso mette in evidenza la riduzione delle precipitazioni cumulate annue, a partire dal 1980, dovuta al calo significativo di quelle del periodo invernale. Questo fenomeno appare la realizzazione a mesoscala di un fenomeno più generale che riguarda l’area Europea e che costituisce il risultato della nuova configurazione della circolazione atlantica affermatasi nel corso degli anni ’80 del 20° secolo ed il cui effetto si manifesta soprattutto a livello invernale.     IEE/11/MLEI/869.SI2.616385 - Paride Abstract In order to endorse and support the efforts deployed by local authorities in the implementation of sustainable energy policies, the European Commission launched the “Covenant of Mayors” initiative in 2008. Since September 2009, the Province of Teramo has been recognised as a supporting structure for the 47 municipalities of the province. All municipalities have joined the Covenant and are developing their Sustainable Energy Action Plans (SEAPs). The Municipal Baseline Emissions Inventories (BEI) show that almost 70% of local electricity energy consumption is due to street lighting. The Region of Abruzzo, also supporting structure of the Covenant of Mayors, has recently updated the Regional Law 12/2005 concerning the "Urgent measures for light pollution reduction and energy saving" and confirms the attention of public authorities towards street lighting. Despite the existence of this Regional law, the lighting stock is inadequate if compared to the law, because of the use of outdated installations as well as a widespread use of low-efficiency lamps. The Province of Teramo is developing a shared technical assistance (TA) structure working to prepare and launch the investments on street lighting for itself and for the 3 ATS (association of municipalities, involving 33 Municipalities of the province), representing a population of 237.243 inhabitants. This will accelerate the implementation of an estimated 16.8 million Euros investment in the street lighting sector, in order to save energy, costs and greenhouse gas emissions. TA is needed to enable the transition from potential to real investment projects and to facilitate the mobilisation of funds for investments in small and medium-sized municipalities which, if not aggregated, could not make the upgrade of street lighting economically viable.

It focuses on the role of public authorities in creating internationalisation services to support the competitiveness of the regional economies and thus contribute to the Europe 2020 strat- egy.
