Top Margin 1 IP/10/486 Bruxelas, 3 de Maio de 2010 Conferência da UE: 500 municípios comprometem- se a reduzir o CO2 em mais de 20% Mais de 500 autarcas europeus vão assumir amanhã o compromisso de reduzir as emissões de CO2 em mais de 20% até 2020. Com a assinatura do Pacto de Autarcas, comprometem-se a poupar energia, a promover as energias renováveis e a sensibilizar os seus cidadãos. A declaração será assinada na presença do Presidente da Comissão Europeia, José Manuel Durão Barroso, e do Primeiro-Ministro de Espanha, José Luis Rodríguez Zapatero. O Pacto de Autarcas é uma iniciativa da Comissão, com o apoio do Parlamento Europeu e do Comité das Regiões. Por sua vez, Günther Oettinger, Comissário responsável pela Energia, declarou: «O Pacto de Autarcas tornou-se um elemento fundamental na política de energia sustentável da União Europeia. Regiões e cidades demonstram que a atenuação das alterações climáticas é uma das melhores estratégias de retoma económica. O investimento na redução das emissões de CO2 e na eficiência energética cria postos de trabalho que, pela sua natureza, não podem ser deslocalizados.» Na Cerimónia do Pacto de Autarcas, no Parlamento Europeu, mais de 500 autarcas assinarão a declaração, nos termos da qual se obrigam a analisar a quantidade de CO2 que emitem no momento, a definir a forma de alcançar o objectivo e a avaliar as suas acções. Comprometem-se também a sensibilizar os cidadãos e a partilhar as melhores práticas. O município de Heidelberga, por exemplo, reduziu as suas emissões de CO2 em quase 40% nos edifícios públicos, por meio de estações de monitorização da energia e das «Equipas de Energia» nas escolas. O município de Riga utiliza o gás metano produzido na lixeira da cidade para produzir electricidade e Antuérpia utiliza um armazém industrial remodelado como edifício sustentável modelar e centro de demonstração para os cidadãos. O poder local tem um papel fundamental na atenuação das alterações climáticas. Mais de metade das emissões de gases com efeito de estufa são criadas nas cidades e pelas cidades. 80% da população vive e trabalha em cidades, onde se consomem até 80% da energia. Contexto: O Pacto de Autarcas é uma conferência anual iniciada pela Comissão Europeia em 2009. Com a assinatura da declaração por mais de 500 autarcas este ano, o número de signatários ultrapassará os 1600, representando 120 milhões de cidadãos em 36 países. Danubio3 1 Department of Animal and Human Biology, University »La Sapienza«, Rome, Italy 2 Department of Methods, Economics and Territory, University of Teramo, Teramo, Italy 3 Department of Environmental Studies, University of L'Aquila, L'Aquila, Italy ABSTRACT The seasonality of 27,705 marriages celebrated in a four century span in the Province of Teramo (Abruzzo, Italy) was analyzed to identify the presence of a long-term pattern re- lated to the prevailing subsistence activity and the main factors affecting it. The results show general agreement in all centuries with the agricultural patterns of other lowland or south-central Italian groups (Piedmont, Veneto, Liguria, Emilia Romagna, Tuscany, Latium, Campania, Apulia) and Mediterranean regions (Spain, France), although with some differences. Religious factors strongly affected the timing of marriage only during Lent. Of interest is the progressive increase through the centuries of marriages in the summer-autumn months, associated with a decrease in January and February.     Space and time evolution of the Abruzzo precipitation Bruno Di Lena1*, Fernando Antenucci1, Luigi Mariani2 Abstract: This study assesses the climate trends of precipitation in a large number of locations in the Abruzzo region for the period 1951-2009. It highlights the reduction of annual precipitation, starting in 1980, due to a significant decrease in winter rainfall amount. This phenomenon seems to be the mesoscale realisation of a more general process that concerns the European area as the result of the new configuration of the Atlantic circulation that has been established through the ’80 years of the 20th century. Keywords: Precipitation, trend, climate change, Westerlies, Abruzzo. Riassunto: Questo studio climatico valuta le tendenze evolutive delle precipitazioni in un consistente numero di località della regione Abruzzo per il periodo 1951-2009. Esso mette in evidenza la riduzione delle precipitazioni cumulate annue, a partire dal 1980, dovuta al calo significativo di quelle del periodo invernale. Questo fenomeno appare la realizzazione a mesoscala di un fenomeno più generale che riguarda l’area Europea e che costituisce il risultato della nuova configurazione della circolazione atlantica affermatasi nel corso degli anni ’80 del 20° secolo ed il cui effetto si manifesta soprattutto a livello invernale.     IEE/11/MLEI/869.SI2.616385 - Paride Abstract In order to endorse and support the efforts deployed by local authorities in the implementation of sustainable energy policies, the European Commission launched the “Covenant of Mayors” initiative in 2008. Since September 2009, the Province of Teramo has been recognised as a supporting structure for the 47 municipalities of the province. All municipalities have joined the Covenant and are developing their Sustainable Energy Action Plans (SEAPs). The Municipal Baseline Emissions Inventories (BEI) show that almost 70% of local electricity energy consumption is due to street lighting. The Region of Abruzzo, also supporting structure of the Covenant of Mayors, has recently updated the Regional Law 12/2005 concerning the "Urgent measures for light pollution reduction and energy saving" and confirms the attention of public authorities towards street lighting. Despite the existence of this Regional law, the lighting stock is inadequate if compared to the law, because of the use of outdated installations as well as a widespread use of low-efficiency lamps. The Province of Teramo is developing a shared technical assistance (TA) structure working to prepare and launch the investments on street lighting for itself and for the 3 ATS (association of municipalities, involving 33 Municipalities of the province), representing a population of 237.243 inhabitants. This will accelerate the implementation of an estimated 16.8 million Euros investment in the street lighting sector, in order to save energy, costs and greenhouse gas emissions. TA is needed to enable the transition from potential to real investment projects and to facilitate the mobilisation of funds for investments in small and medium-sized municipalities which, if not aggregated, could not make the upgrade of street lighting economically viable.

EXECUTIVE SUMMARY INTRA project (PGI01464) is funded within the first call of the INTERREG EUROPE Pro- gramme of the European Commission (EC), under the policy topic Competitiveness of SMEs. It focuses on the role of public authorities in creating internationalisation services to support the competitiveness of the regional economies and thus contribute to the Europe 2020 strat- egy. The project duration is five years (from 01.04.2016 to 31.03.2021) and the total grant is 1.640.062 EUR.
