Fitski The Netherlands Organisation for Applied Scientific Research TNO THE NETHERLANDS [email protected] [email protected] ABSTRACT New underwater sensors, such as the Low-Frequency Active-Passive Sonar (LFAPS) and the Helicopter Long-Range Sonar (HELRAS), have larger detection ranges than existing sonar systems. Effective and efficient deployment of these sensors in Anti-Submarine Warfare (ASW) operations requires decision support. TNO has performed research on both ‘a priori’ and ‘in situ’ planning of such operations, where ‘a priori’ is about planning at the tactical level, both long (months) and shortly (weeks, days) before a mission, and ‘in situ’ is about sensor performance and sensor settings during a mission. A priori planning is used for planning specific missions. This means that the area of operations and the expected threat are roughly known. Still, several uncertainties remain, such as the actual environmental conditions (which hugely affect the detection ranges) and enemy behaviour. These uncertainties may influence the operational effectiveness, e.g. the timely detection of enemy submarines. Hence, they must be taken into account when providing decision support for planning the ASW operation. The resulting algorithms of the a priori research have been incorporated in a demonstrator called APPAD (A Priori Planning Aid Demonstrator). Much attention was paid to the robustness of the advice on the best way to deploy the participating platforms. A robust tactic should perform reasonably well even if the uncertain parameters (such as the detection ranges) change during the actual mission. -

Faith for the Fight BARRY STRAUSS At a recent academic conference on an- cient history and modern politics, a copy of Robert D. Ka- plan’s Warrior Politics was held up by a speaker as an example of the current influence of the classics on Washing- ton policymakers, as if the horseman shown on the cover was riding straight from the Library of Congress to the Capitol.* One of the attendees was unimpressed. He de- nounced Kaplan as a pseudo-intellectual who does more harm than good. But not so fast: it is possible to be skeptical of the first claim without accepting the second. Yes, our politicians may quote Kaplan more than they actually read him, but if they do indeed study what he has to say, then they will be that much the better for it. Kaplan is not a scholar, as he admits, but there is nothing “pseudo” about his wise and pithy book. Kaplan is a journalist with long experience of living in and writing about the parts of the world that have exploded in recent decades: such places as Bosnia, Kosovo, Sierra Leone, Russia, Iran, Afghanistan, India, and Pakistan. Anyone who has made it through those trouble spots is more than up to the rigors of reading about the Peloponnesian War, even if he doesn’t do so in Attic Greek. A harsh critic might complain about Warrior Politics’ lack of a rigorous analytical thread, but not about the absence of a strong central thesis. 1 MINNESOTA STATUTES 2014 609.668 609.668 EXPLOSIVE AND INCENDIARY DEVICES. Subdivision 1. Definitions. For purposes of this section, the following terms have the meanings given them. (a) "Explosive device" means a device so articulated that an ignition by fire, friction, concussion, chemical reaction, or detonation of any part of the device may cause such sudden generation of highly heated gases that the resultant gaseous pressures are capable of producing destructive effects. Explosive devices include, but are not limited to, bombs, grenades, rockets having a propellant charge of more than four ounces, mines, and fireworks modified for other than their intended purpose. The term includes devices that produce a chemical reaction that produces gas capable of bursting its container and producing destructive effects. The term does not include firearms ammunition. (b) "Incendiary device" means a device so articulated that an ignition by fire, friction, concussion, detonation, or other method may produce destructive effects primarily through combustion rather than explosion. The term does not include a manufactured device or article in common use by the general public that is designed to produce combustion for a lawful purpose, including but not limited to matches, lighters, flares, or devices commercially manufactured primarily for the purpose of illumination, heating, or cooking. The term does not include firearms ammunition. (c) "Crime of violence" has the meaning given in section 624.712, subdivision 5, and also includes a domestic assault conviction when committed within the last three years or while an order for protection is active against the person, whichever period is longer. Sonar: Empire, Media, and the Politics of Underwater Sound John Shiga Ryerson University ABSTRACT This article traces the development of acoustic navigation media, or “sonar,” in the first half of the twentieth century, focusing on the relationships forged between underwater sound, electric media, and new techniques of listening. The central argument is that sonar shaped, and was shaped by, the expansion of warfare and capital underwater, and that this expansion came to be conceptualized by nautical organizations as dependent upon the con - trol of underwater sound. Through analysis of key episodes in the conquest of subsea space, the author explores scientific, military, and commercial efforts to sense underwater objects and demonstrates how these efforts helped reconceptualize oceanic water as a component of undersea acoustic media and led to the material reorganization of the ocean’s acoustic field. KEYWORDS Sonar; Military communication; Materiality; Subjectivity RÉSUMÉ Cet article retrace le développement de médias acoustiques de navigation ou « sonars » dans la première moitié du vingtième siècle en mettant l’accent sur les rapports créés entre les sons sous-marins, les médias électriques et les nouvelles techniques d’écoute. L’argument central de l’article est qu’il y a eu une influence réciproque entre le sonar et l’expansion sous-marine de la guerre et du capital, et que les organisations nautiques ont commencé à concevoir cette expansion comme nécessitant le contrôle des sons sous-marins. LiDAR (light detection and ranging) technology has now brought considerable improvement in our ability to record and map surviving archaeological features, but not necessarily increased our appreciation of local agency. Though the iconic landscape around the Iron Age Dacian capital of Sarmizegetusa Regia (Romania) and its Roman conquest have long caught the attention of specialists and the wider public, both previous research and more recent results from an airborne LiDAR survey leave considerable gaps in our understanding of networking potential across this challenging landscape. Based on LiDAR and satellite-generated high- and mid-resolution topographic data, our paper employs an innovative combination of GIS (geographic information system) spatial analysis tools to examine the spatial relationships between Roman military bases, Dacian targets, and the wider landscape as an integral part of a wider interdisciplinary archaeological research. This helped us formulate and test spatial and historical hypotheses, according to which all known and potential Roman military bases in the study area functioned as part of a system where each contributed individual advantages in securing their domination across the landscape. Our research highlighted the advantages and challenges for Comărnicelu as one of the key Roman logistical nodes, and for the attackers at ¸Sesuluiand Muncelu working in tandem to besiege and subdue Sarmizegetusa Regia. -
