The Belgian National Front and the question of power Pascal DELWIT Over the last twenty years several extreme right parties and right-wing populist parties have made a breakthrough in their national political system: the National Front in France, the Freedom Party (FPÖ) in Austria, the Progress Party in Norway, the Danish People’s Party, the Slovak National Party, the Social Movement-National Alliance and Northern League in Italy, the Republikaner Party in Germany, the Pim Fortuyn List in the Netherlands, etc. This (re)emergence has attracted the attention of the scientific community and numerous studies have been devoted recently to this new political phenomenon. What is the situation in Belgium? In Belgian and international scientific literature, the treatment devoted to the extreme right is important, but refers almost exclusively to a single political party: the Vlaams Belang, the former Vlaams Blok (Van Craen & Swyngedouw, 2002; Ivaldi & Swyngedouw, 2001; Swyngedouw, 2000; Spruyt, 1995; Billiet & De Witte, 1995), one of the most powerful extreme right groupings in Europe. On the other hand, the main French-speaking party of the extreme right is far less well-known and has been studied and analyzed far less frequently (Delwit, De Waele & Rea, 1998; Delwit, 2000; Faniel, 2000; Rea, 1997). This lack of knowledge about the Belgian National Front (FN) cannot be explained simply by its electoral and political marginality. A brief examination of its electoral results reveals in fact that the FN was and is in a position to achieve significant scores in the polls. At the last federal elections (2003), the National Front obtained more than 5% of the votes in Wallonia. -

8 From the Gaullist movement to the president’s party Andrew Knapp The right From the Gaullist movement to the president’s party Introduction Most major European countries are content with just one major party of the centre-right: Britain’s Conservatives, Spain’s PPE, Germany’s CDU–CSU. France has always had at least two. The electoral cycle of April–June 2002, however, held out the prospect of change by transform- ing the fortunes of France’s centre-right in two ways. A double victory at the presidential and parliamentary elections kept Jacques Chirac in the Elysée and put a large centre-right majority into the National Assembly. Second, most of the hitherto dispersed centre-right family merged into a single formation, the UMP. Why did this merger happen in 2002, and not sooner? The first part of this chapter will consider what kept the mainstream right apart before 2002. The second section will show why the parties had less reason to stay apart by 2002 than they had had five, ten or twenty years earlier. The third will show how a more favourable context was used to advance a concrete merger project, in the approach to and aftermath of the 2002 elections. The conclusion will assess both the UMP’s longer-term prospects, and its more general impact on the French party system. France’s divided right For most of the Fifth Republic, three things have divided the French right: real differences of ideology and policy; opposed organisational cultures; and the logic of presidential competition. On the other hand, although the right-wing electorate is far from homogeneous, divisions among voters had rather little impact on divisions between the parties – and voter demand was eventually to be important in the genesis of a merged party. -

Keeping the Tricolor Flying: The French Pacific into the I990S Stephen Henningham In 1989, as France celebrates the bicentenary of the Ftench Revolution, much will be heard of the revolution's ideals-Liberte, egalite, fraternite (Liberty, equality, fraternity). Yet on the other side of the world, in the South Pacific, France's critics will be tempted to point to the gap between these ideals and the realities of the French presence. The French Pacific territories have democratic institutions, but France has not always cham pioned liberty in the region. In Vanuatu in the 1970s, local French officials obstructed the nationalist campaign for unity and independence. In New Caledonia, France has been confronted by the demands of the Kanak nationalist movement, representing the minority Kanak community, for its version of national liberty. The conflict has involved two bouts of unrest, in 1984-1985 and early 1988, which left more than fifty dead and brought the territory to the brink of civil war. Instead of promoting social equality, France has produced sharp inequalities in both New Caledonia and French Polynesia. And rather than promoting fraternity, French poli cies in New Caledonia, and nuclear testing in French Polynesia, have sparked strong opposition. For example, Fiji's representative told the General Assembly of the United Nations in October 1988 that France "must heed the collective and growing opposition of the peoples of the South Pacific to its continued nuclear testing and cease all future testing" (FT, 17 Oct 1988). In late 1985 the governments of the region condemned France when they learned that French secret agents had been responsible for the bombing in Auckland Harbour (which killed one crew member) of the Rainbow Warrior, the Greenpeace vessel that had been about to sail to Moruroa Atoll to protest the tests. -
