The City of Mesa offers single-family households an in-home recycle container where you can store your items until you are ready to place them into your large outdoor recycle barrel. Customers may pick up a container at the Solid Waste office located at 730 N. Mesa Dr. Office hours are 7 a.m. to 6 p.m. Monday through Thursday, closed Fridays and holidays. Throughout this booklet, you will find useful information about the many programs and services offered by our department as well as helpful tips that will help you assist us in the collection process. One important thing to remember is the City of Mesa services barrels on all regularly scheduled collection days, including holidays. To avoid missed service, we ask that you please have your barrel out for service by 6 a.m. on your scheduled collection day. Per City and County health regulations, material should be properly bagged and tied before placing it into the barrel. This will help to eliminate odors and the breeding of flies in addition to preventing trash from being scattered around your neighborhood. Please remember that all contents placed in the black barrel will be sent to the landfill. Blue Recycle Barrel The blue barrel is for the recycling of acceptable materials listed below. Items placed into the blue barrel should not be bagged but they should instead be loose, relatively clean, dry and empty. Lids and labels do not need to be removed. ACCEPTED ITEMS: • Plastic cups & containers - Includes soda and water bottles, detergent bottles, milk jugs, margarine tubs, cups, yogurt containers and shampoo bottles. • Glass - Food and beverage containers. • Paper - Office paper, junk mail, newspaper, magazines and telephone books. • Cardboard & paperboard - Food and packing boxes (e.g. cereal boxes, detergent boxes). Please remove any plastic wrap or inserts. • Aluminum & metal cans - Food / beverage cans and containers. • Milk and juice cartons - Includes ice cream containers. NON-ACCEPTED ITEMS: • Bagged recyclables - Due to unknown contents, bagged recyclables will be landfilled to avoid contaminating other material. Items should always be loose, dry, empty and relatively clean. • Foam products - Cups, take out containers, plates, packing material, etc. (There is no current market for these types of items.) • Specialized glass & ceramics - Window & auto glass, lightbulbs, bakeware, drinkware, mirrors, tile, picture frame glass, etc. (Due to their specific use, these items contain additives and can’t be recycled with regular glass.) 3 SW Resident Handbook Mailer_SEP2018.indd 5 9/26/2018 1:09:40 PM • Hoses & cords - Garden hoses, light strands, extension cords, strapping material, etc. (These items get tangled in the sorting equipment.) • Plastic bags & wrap - Plastic bags, bread/produce bags, storage bags, tarps, case wrap (bottled water, paper towels, bathroom tissue), shrink wrap, soft plastic packaging, etc. (This material gets tangled in the sorting equipment.) Clean and empty plastic bags and wrap should be recycled at your local retailer. • Paper plates & napkins - Paper towels, facial tissue, greasy pizza boxes, etc. (Paper items that are dirty and/or greasy eliminates their ability to be recycled.) • Pet food bags - These bags are typically made of different components such as paper, plastic and/or wax lining which can’t be separated for recycling. • Pouches - Coffee & liquid soap refill bags, baby food & drink pouches, etc. (Pouches have different material layers which can’t be separated for recycling.) • Lumber & yard waste - Grass, branches, plywood, etc. • Textiles - Clothes, shoes, rags, linens, rugs, etc. • Food waste • Wire hangers & scrap metal - Appliances, electronics, batteries, pots & pans, auto parts, etc. (These items damage the sorting equipment. Contact a local scrap metal recycler for available options.) Placing non-acceptable items in the blue recycle barrel can jeopardize Mesa’s recycling efforts. Under the City of Mesa’s recycling contract, the vendor reserves the right to refuse contaminated loads or impose substantial penalty fees so please remember to only recycle accepted items. Green Yard Waste Barrel The green barrel, collected weekly on the same day as the blue barrel, is designated for the recycling of green yard waste material such as grass, leaves and branch clippings. Please note that due to their composition, palm fronds, citrus, food waste, lumber, cacti, animal waste and oleanders are not accepted. Also, please remember that yard waste placed in the green barrel should be loose to assist in the composting process. A monthly fee is charged for green barrel service and collected material is converted into fertile mulch. 4 SW Resident Handbook Mailer_SEP2018.indd 6 9/26/2018 1:09:40 PM Barrel Do’s & Don’ts • Roll barrel to the curb by 6 a.m. on scheduled pickup day to ensure collection and remove by 6 a.m. the following day (Mesa City Code 8-3-5). • Place barrel in the gutter with the handle of the barrel facing the house. Avoid blocking pedestrian access on sidewalk.* Sidewalk Street Curb (*Placement exception: Only customers residing on streets that have a 35 MPH or higher speed limit should place their containers on the sidewalk.) • Do not overfill the barrel. The lid must be closed in order for the container to be serviced. Call the City of Mesa if additional barrels are needed. Blue recycle barrels are provided at no charge, however, a monthly fee is assessed for each additional black or green barrel. • Avoid placing non-acceptable items into the blue barrel. Contaminated barrels cost your community money and jeopardize our recycling efforts. • Avoid placing barrel near objects that may prevent collection. (i.e.– vehicles, light poles, mailboxes, planters, etc.) • Do not park vehicles near or in front of barrels that are placed out for service. • Do not place items next to or on top of the barrel itself. • Do not use any other containers other than City provided barrels for garbage, green waste or recyclables. The City of Mesa services all barrels on scheduled collection days including all holidays. Backyard Composting Program Composting at home is a great way to recycle yard and kitchen waste. Finished compost is an earthy, dark, crumbly substance that is excellent for adding to house plants and enriching garden soil. It conditions the soil to require less water, eliminates the need to buy fertilizer, promotes healthy root growth and can help save money on disposal fees. Backyard compost containers are available to Mesa residents for a $5 delivery fee. The container may be kept for as long as needed. For more information or to request home delivery of a compost container, please contact City of Mesa Customer Service at (480) 644-2221. 5 SW Resident Handbook Mailer_SEP2018.indd 7 9/26/2018 1:09:40 PM Household Hazardous Materials Facility & Swap Shop Many items that are used or found in our homes do not belong in the trash barrel, or recycle barrel, and should not be poured down the drain or poured into the street. Instead they can be reused, recycled or disposed of properly to prevent pollution. City of Mesa residents should bring these hazardous and other accepted items to the Household Hazardous Materials (HHM) Facility for proper disposal. Our convenient drive-thru provides a quick and easy drop-off process. ACCEPTABLE ITEMS INCLUDE: • Latex and oil-based paint – limit 10 gallons • Motor oil, gasoline, antifreeze & transmission fluid – limit 10 gallons • Pool chemicals • Fluorescent & compact fluorescent light (CFL) bulbs • Pesticides & herbicides • Grill/Camping propane tanks • Computers & electronics – limit 2 “tube” TVs • Appliances – limit 2 • Automobile tires – limit 5 (rims accepted if tire has been removed) For a complete list of accepted items and allowable daily limits, visit mesarecycles.org. Please note that business and industrial waste are strictly prohibited and will not be accepted. The HHM Facility is located at 2412 N. Center St. and is open Wednesday-Saturday 7 a.m.-noon. The facility is open to City of Mesa residents ONLY and guests must provide proof of Mesa residency such as a driver’s license with City of Mesa address OR a current utility bill or rent receipt with a Mesa address AND a photo I.D. with matching name. Swap Shop Accepted items that are dropped off at the HHM facility and are in usable condition, such as paint, will be made available to Mesa residents at no charge in our Swap Shop.
