(R1) Technical Strenghtening (Participatory land delimitation) Progresses After the trainings either through seminars or through fieldwork, the technicians absorbed the Participatory Land Delimitation methodology and lead the field activities. Lessons learnt The involvement of technicians in field activities improves them and ensures the sustainability of the process.

• Assumption:The constant changes of the technicians to the other areas of the administration can destroy all the capacity created

(R1) Technical Strenghtening (Cadastres using STDM) Progresses It did not begin with the handling of the cadastre of land occupation in the municipal administrations as predicted, for the 4 main reasons: 1. There was no Portuguese version of STDM 2. The coding of STDM did not work well with the diacritics used in Portuguese 3. There was no clear ability to gather data in the field and push it automatically into the system without running through complicated steps that was difficult to follow for the average technician 4. There was difficulty in working with various coordinate systems, as urban areas and rural areas use different coordinate systems in Angola

(R1) Technical Strenghtening (Cadastres using STDM). Cont Lessons learnt Action

Initiation of a collaboration with FAO to replace STDM for SOLA, so that it can respond to the problems faced by STDM

Consolidation of the application for Non Cost Extension process to the EU until November 2017.

(R2) Legal-Administrative Strenghtening Progresses • After the issuing of the by-law officializing the steps for the formalization of the community land title, the Provincial Government of Bié issued a second instrument, relating the individual titles. And the Provincial Government of Huambo Wants to adopt the same mechanism

(R3) Community Strenghtening Progresses • 8 community titles have been already approved by the Governor in the Province of Bié since the issuing of the by-law .

Lessons learnt Existence of overlapping lands. Mechanisms for communication and consultation of government entities with communities should be strengthened in the process of private legalization of lands that are in the community domain.

(R4) Diffusion of information Progresses • Holding of the national conference on VGGT with the participation of technician of different organisms that deal with the management of land at national level

Lessons learnt Many of VGGT principles are already included in the Angolan legal frame on land, but its implementation (practice) is contrary to the same principles

EXTERNAL INTERNAL • Angola is facing a delicate economic • Implementation of SOLA in less than a situation, due to the drop in the crude year. prices, which is affecting negatively in the balance of payment, and is leading to end of subsides, increased local prices, and devaluation of national currency • Elections are scheduled for September 2017, which means the political activities for the electoral campaign are already in place • The drafting of the new land law without the participation of all actors PROJECTO DE GESTÃO DE TERRAS NO PLANALTO CENTRAL DE ANGOLA Twapandula!
