• Close of election campaing in Angola; • The opposition part contest the final results • After 38 years we have a new president in Angola • Indicate the new staff (Ministers and State secretaries) without any claim – the civil society are with high expectation • The combat against corruption is one the priority in agenda of new government • The new president recognize that to grow the agricultural is necessary to give land title for farmer and family in rural areas (His speech during the opening of Agriculture season on last October in Cachiungo Municipality)

• With support of FAO, it was possible to initiate the a cycle of training in SOLA – Open Tenure

• Technicians start to print the first licenses for urban areas (plots)

Realization of three meeting with technicians to analyze the several document necessary to give land title in urban areas

The recommendation produced on those meeting will be presented in provincial meeting with provincial and municipalities authorities

The analysis of the Angolan land-related legislation under the VGGT-point of view has started. First draft ready to be discussed with relevant stakeholders

Production material to disseminate the land law, VGGT in Portuguese, and the municipalities profiles

Updated the manual of DRP and the flipchart for the community sensitization on the national land law

Finalization of the manual of “management municipality land” focused on urban land and the technical tools

1. Raise awareness about their rights on land occupation through the permanent sensitization in about 150 communities in center of Angola

2. Up to date, about 30 customary land titles issued, securing access to land to about 13.000 people in the Province of Bié

1. The technical discussion with the Provincial Direction of Urbanism in Huambo to harmonize and simplify the process for the issuing of individual concession

2. The Despacho adopted by the Provincial Government of Bié represents a model for the effective recognition of customary land rights

3. The Government of Bié shown the political willing to enforce the Despacho, and to advocate to scale it up at national level

1. Local Administration offices are understaffed, and with high turnover

2. Official translation of VGGT to Portuguese has never been provided. The project finally decided to produce an unofficial version

3. The 2017 has been more challenging than usual, due to the August general elections

PROJECTO DE GESTÃO DE TERRAS NO PLANALTO CENTRAL DE ANGOLA Lessons learned

Technical strengthening of the local administration staff is key for sustainability. However, this requires long term effort, which is often not in line with the limited timeframe of the projects

Simplification and harmonization of processes for land registration/titling requires a strong political commitment, which in turn, requires a long-term advocacy effort

Starting at local level is key to design sound bottom-up policies. However, it is necessary to scale up local experiences at national level to reach a real impact

Projects that have their direction to influence on land titles accordind with VGGT parameters must be done for a long time (programm), because they are strongly linked to the political, legislative and economics issues
