BULGARIAN PRESIDENCY OF THE – REPAIRWORKS OF THREE CONGRESS

1 Dear Comrades, 2 As you know Bulgaria holds now the presidency of the Council of the European Union for 3 six months. Instead of discussing policies, priorities and strategies, the whole preparation 4 for the Bulgarian presidency was concentrated around payments and repairworks of an 5 old congress center in the capital of Bulgaria – Sofia. The repair of the congress center led 6 to big quakes in the leadership of the governing party cause different wings wanted to put 7 close to them construction companies in order to receive state money, of course, for prices 8 several times over the market ones. The repair works started with forecast budget at 9 around 5 mln. EUR and ended with 25 mln. EUR. Again the poorest country in the EU – 10 Bulgaria spend millions which went into private pockets of related with the prime-minister 11 people while having lowest salaries and pensions in Europe.

12 We can share several facts about Bulgaria:

13 1. Bulgaria has the lowest salaries from all European countries. Even the Bulgarian 14 police forces rented an advertising billboards on several of the main roads of Sofia –

INTERNATIONAL UNION OF SOCIALIST YOUTH 15 the capital of Bulgaria stating that: “Employees in the ministry of interior are paid 16 less than their colleagues in the EU. Their basic salary is only 340 EUR. 17 2. Bulgarian army pilots refused in December 2017 to pilot the military planes due to 18 lack of fuel and other materials and equipment. 19 3. Bulgarian firefighters often protest on the streets showing their equipment that they 20 have bought with their own, private money – equipment second hand – more than 21 20 years old from USA and Canada. 22 4. Bulgaria has a ridiculous pension below the level of many “Third world” countries. 23 Bulgaria has 2 mln. pensioners from 5 mln. people permanently residing in 24 Bulgaria. Half of them – 1 mln. people have pensions at the amount of 150 EUR per 25 month. Most of these people do not have access to central heating, mobile 26 communications and eat very little in order to survive. Fat Bulgarian pensioners do 27 not exist. 28 5. Year 2017 was the second after year 1945 (second world war) with lowest birth-rate. 29 Bulgaria is in world top-three countries for highest death rate, lowest birth-rate and 30 fastest decreasing of population. 31 6. Corruption in Bulgaria is concentrated in the government. Millions are stolen from 32 public tenders (for example – fence against migrants was constructed on the border 33 with Turkey – the forecast price was 10 mln. EUR and it finished at 100 mln. EUR. 34 Corruption on government level is the reason for the great decrease of foreign 35 investments in Bulgaria – lowest level from 10 years was in 2017 and corruption in 36 government and prosecutors office is the reason why Bulgaria is not in Schengen 37 zone. 38 7. In the first days of new year 2018 were conducted several public murders one of 39 which was done at 10 a.m. in Sofia. A close partner of the prime-minister was shot. 40 They were partners in drug smuggling and forced insurance operations in the 41 1990s. In December a notorious corrupted National revenue agency local manager 42 was killed in Sofia from people who he has racketeered. 43 8. Young people of Bulgaria go out of the country due to low salaries and corruption. 44 Many educated young people speak on our meetings and they say that they love 45 Bulgaria, agree to be paid less, but when they see on the TV the face of our prime- 46 minister and listen to his propaganda the get demotivated. The current prime- 47 minister is 10 years on power and the social, economic and infrastructure situation 48 in Bulgaria is becoming worse and worse. 49 9. Boyko Borissov is the name of the Bulgarian prime-minister. A former bodyguard 50 who dealt with cars stealing and drugs now he leads Bulgarian population to 51 extinction. Mr. Borissov is always an object of mocks and jokes during his

INTERNATIONAL UNION OF SOCIALIST YOUTH 52 international visits – knowing not a single word in English, looking at this 53 smartphone during important meeting, travelling through countries just for 54 holidays. While other governments meet and agree mutual trade, investment and 55 employment projects our prime-minister just smiles and hugs people for photos. 56 10. Media freedom in Bulgaria is limited. Bulgaria is on 109th place from 180 countries 57 for 2017. Last place from all EU countries. The prime-minister Boyko Borissov 58 through his political parther Delyan Peevski controls almost all of the newspapers 59 as well as Bulgarian national television and the second biggest private TV channel. 60 Bulgarian live in two parallel media worlds. While prestigious foreign medias such 61 as “Guardian”, “Zeit”, “Journal du dimanche”, “ZDF”, “ press” present 62 Bulgaria as poorest and most corrupted on high political level country in EU, 63 Bulgarian medias explain how many millions have spent the “rich” Bulgarian 64 citizens for Christmas presents, or present the great international success of the 65 prime-minister.

66 We can give more and more examples about the bad situation that Bulgaria is in but it is 67 more important, that we, the young Bulgarian socialdemocrats and socialists, want 68 international support for:

69 1. Informing all your members and mother political parties about the critical situation 70 in Bulgaria. 71 2. The current government of Bulgaria engagers the EU core values and principles. 72 Corruption, poverty, local feudalism, media monopoly, low level of interior security 73 and of border security are some of the key and typical features of the current 74 government with prime-minister Boyko Borissov. Some of his public stated opinions 75 and ideas was the including the western Balkan countries can replace the negative 76 effects of Brexit show you the intellectual potential of the prime-minister and his 77 government. 78 3. We strongly believe that IUSY Congress is a hugely influential platform and the 79 acceptance of this resolution from all members is a step towards defending - social 80 justice, freedom and democracy. 81
