Minutes of the Meeting of the State Advisory Group, Haryana held in the Conference Room of the Northern Regional Office on June, OS, 2013 at 11:30 hours under the Chairmanship of Shri A.K. Goyal, IFS, Add!. Principal Chief Conservator of Forests (Central), Govt. of India, Ministry of Environment and Forests, Northern Regional Office, Chandigarh A meeting of the State Advisory Group, Haryana was held on June, OS, 2013 at 11:30 hours in the office of Addl. Principal Chief Conservator of Forests (Centra]), Govt. of India, Ministry of Environment and Forests, Northern Regional Office, Bay No. 24-25, Sector 31-A, Chandigarh under the Chairmanship of Sh. A.K. Goyal, IFS, Addl. Principal Chief Conservator of Forests (Central), GOI, MoEF, Chandigarh. The list of members who participated in the meeting is attached as annex. 2 The SAG discussed the following proposals for diversion of forest lands for non-forestry purposes under the Forest (Conservation) Act, 1980: (i) Diversion of 19.464 ha. forest land for in favour of Executive Engineer, Provincial DivIt. No.1, PWD, B&R Br., Rohtak for widening and strengthening of Gohana-Lakhan Majra-Meham Bhiwani road (within Rohtak district boundary) from km. 16.00 to 53.700, under forest division and District Rohtak, Haryana. 3 The SAG discussed the proposal and decided to recommend the same for approval subject to (a) CA site should be in a compact block instead of patches of linear forests as shown in the proposal and identified in such forest areas which are not going to be diverted in near future for development works such as construction and widening of roads, canals etc; and (b) The linear plan of the forest area to be diverted with reference to KM. 37.850 to 33.850 should be revised and area calculation should be properly shown. (ii) Diversion of 21.36 ha. forest land in favour of Deputy General Manager-In, HSRDC Ltd., Sonipat for widening and strengthening of road UP bOl'de.r to Sonipat-Gohana upto District Sonipat boundary fl'o~n km 11.600 to 74.010, under forest division and District Sonipat, Haryana. 4 The SAG discussed the proposal and decided to recommend the same for approval subject to providing (a) A revised map clearly showing the forest and non-forest areas and the area proposed for diversion; and a clarification regarding ownership of land in the 'No Objection Certificate' issued by PWD B&R (iii) Diversion of 16.4760 ha. of forest land in favour of Project Director, NHAI, Rohtak for 4-laning of Rohtak-Hisar section of NH 10 from km. 115.000 to 123.000, under forest division and District Bhiwani, Haryana. 5 The SAG discussed the proposal and decided that the User Agency should submit (a) A combined proposal for diversion of forest areas in the three districts namely Rohtak, Bhiwani and Hissar directly to the Ministry of Environment and Forests, Government of India, New Delhi with a copy to the Northern Regional Office, Chandigarh along with proposing CA sites in a compact block instead of patches of linear forests and CA site should be identified in such forest areas which are not going to be diverted in the future for development works such as widening of' roads, etc. 6 It was observed that after inspection of the sites by the Conservator of Forests concerned, not much reduction in felling of trees or reduction in forest area proposed for diversion is being proposed. The CFs during inspections should attempt to propose reduction in number of trees .to be felled and forest area to be diverted.
