APOLOGIES Cllr Dewi Arfon Jones, Cllr Eifion Williams Confirmation of Minutes Confirmed and signed the minutes of the Council held on 30th January, 2017 Matters arising from the minutes PLAYING FIELD MAENAN Coun John Owen and Cllr Mike Rayner noted that they will make arrangements to install a rail on the step at Maenan Playing Field when the weather permits. CADAIR IFAN GOCH CAR PARK Coun John Owen confirmed that he had looked at the fence around the car park at Cadair Ifan Goch, Maenan. He will install a few poles to strengthen the fence when weather permits. MAINTENANCE OF DECEMBER 1. Need to clean the road on the hill between 'Larkstoke Cottage and Recotry Llanddoged. The road cleaning work has been completed last week. 2. Concrete had come loose in the ditch on a hill at Penllan, Llanddoged. The Department of Environment and Roads will conduct repairs this Spring on the hill Penllan, Llanddoged. 3. Case of fly-tipping between Wigfa Hill, Maenan. These items were removed illegally fly on 02.02.2017. 4. Need to sweep the leaves on the Penrhwylfa hill, Maenan the road is very slippery. Sweeping floors have been swept leaves last week. 5. Hedge growing out to the road on the Trwyn Swch Rd, Llanddoged by Cae Cetyn Playing Field, Llanddoged- vehicles getting scratched by the hedges. The Highways Department will send a letter to the owner of the land on the road with overgrown hedges on Trwyn Swch Rd , Llanddoged. NEW STYLE AT PUBLIC FOOTPATH ROUTE No.5 AT TYN Y CELYN MAENAN Cllr Hefin Martin has received a call from Conwy County Borough Council with a message that they will install the stile on a public footpath number 5 next month. ELECTION FORMS The elections forms were distributed to the Councillors by the clerk for the upcoming election she announced that they need to be completed and handed in to Bodlondeb Conwy before April 4th, 2017. PLANNING • Planning - Application No. 0/43757 - SP Energy Networks - Raising overhead line 11kw - Dolgarrog, Maenan, Llanrwst. The members passed that they had no objection to this planning application. BUDGET Review of the budget for the year 2016/17 against the actual income and expenditure. The Chairman signed the Bank statement and confirmed that the is no issues arising from the budget. ACCOUNTS OF THE COUNCIL FOR THE YEAR ENDED 30TH MARCH 2017 The account was confirmed and it was passed to send the accounts for the year ending 30 March 2017 Mr John Arthur Jones Internal Auditor. FINANCIAL DONATION APPLICATION The clerk read a letter of application by Secretary of the Llanrwst Eisteddfod Conwy Valley requesting a donation towards the Eisteddfod. Members passed and raised their hands to confirm to send a £25 donation towards the Eisteddfod. CORRESPONDENCE 1. DBO - AGW Forms for the year ended 30 March 2017. 2. One Voice Wales - Request for membership for the year 2017/18. MAINTENANCE 1. Need to repair the ridge wall at Pont Garth, Maenan. 2. Pot holes in the road between Groesffordd and Pen y Bryn, Llanddoged. 3. Request by owner of 1 Maes Gwyn, Llanddoged for confirmation who owns the fence by the bus stop in the village of Llanddoged. Cllr Austin Roberts confirm that he will inquire with Property Section, Conwy County Borough Council who owns the fence. Austin Roberts PRESENTATION BY MR GWYN MOSELEY - NATURAL RESOURCES WALES Mr Moseley from Natural Resources Wales gave a presentation regarding Maenan Flood Plan and the role of a Community Warden. He handed out document which outlined the work and the role of the Flood Community Warden and how they would be able to communicate with the Natural Resources Wales, Conwy Borough County Council and the Emergency Services. Mr Moseley explained the Flood Warning codes, and what steps should be taken if the Flood Community Warden should receive flood warning messages from Natural Resources Wales. He noted that there are different types of flood warning level 1)Low Flood Warning, 2)Severe Flood Warning, 3)Warning Abolition. He also explained that other people from the Maenan community can register to receive these messages. Mr Moseley explained the role of the Flood Warden. • Register to receive messages Flood Warning • Appointment of Senior Assistant Flood Warden and Flood Warden • Engage and residents - Ensure that residents are aware that there are Community Flood Plan for Maenan. - Encourage residents to register to receive messages Flood Warning - Explain the meaning of the Flood Warning codes. - Encourage residents to take responsibility to protect their property. • To liaise with relevant authorities. Assist each Flood Warden in the authority and willing to respond to floods classified information.
