Welsh St Donats Community Council Minutes Of WELSH ST DONATS COMMUNITY COUNCIL th MINUTES OF COMMUNITY COUNCIL MEETING ON 5 ​ February 2013 ​ PRESENT: Councillors Andrew Foyle (in the Chair), Ann Thomas, Louise O’Shea, Bill Fawcett ITEM 1 (111) PUBLIC FORUM No member of the public present ITEM 2 (112 RECEIVE APOLOGIES Graham Duffield, Colin Evans, Rhodri Traherne and PC Matt Smith ITEM 3 (113) DECLARATION OF MEMBERS’ INTERESTS None th ITEM 4 (114) The minutes of the meeting on 8 ​ January 2013 were approved and signed. ​ ITEM 5 (115) POLICE MATTERS None ITEM 6 (116) MATTERS ARISING a) a map showing the location of the grit bins was completed ITEM 7 (117) HIGHWAY MATTERS The Chairman reported the current state of the culvert and pipe on Watery Lane opposite Loos House. The Clerk had met Kevin Smith, Drainage Engineer for the Vale Council, in the morning to discuss areas of flooding at Maendy and near the A48. Maintenance work would be carried out shortly. Branches over the highway, raised by a resident, were not considered a hazard and therefore not reported Apparently the Council are unable to do much about potholes while heavy rain continues, only the very worst would be reported this month and this included the lane between Highgrove and Tyntywod Cottage on Sandy Lane. ITEM 8 (118) REPORT FROM RHODRI TRAHERNE Rhodri emailed comments from Jamaica. A site visit would be arranged when works were complete, the issue with Glyn Evans land was receiving attention and as was the blocked drain opposite the Manse House on the A4222, the latter was found to be resolved at the time of the meeting. ITEM 9 (119) REPORTS FROM REPRESENTATIVES The Chairman had attended a Community Liaison Committee meeting and a training session on Sustainable Development. He reported back matters of interest and relevance to the Council ITEM 10 (120) CHAIRMAN’S CORRESPONDENCE None ITEM 11 (121) CORRESPONDENCE Vale of Glamorgan: Cash Grant Scheme 2013 application forms OS maps for new Councillors ­ distributed Play Sufficiency requirements – assessment New mobile library service – for community consultation Mayor’s Charity Concert – notices displayed Vale Events February and March Public Rights of Way Definitive Map Consultation – details – for community consultation Proposed Air Quality Management area/Windsor Road, Penarth/consultation – circulated after the meeting for comments Herald – circulated – Correspondence concerning the culvert at Loos House, Watery Lane from Andrew Loosemore, Rhodri Traherne and Roger Helliwell – currently the lane is repaired but the retaining wall is temporary sandbags. The Vale is in correspondence with Gly Evan’s agent concerning issues with pipework in his field Rhodri Traherne – information regarding refuse collections during adverse weather conditions ­ circulated Welsh Assembly Government: Frank Cuthbert ­ £1.25 million additional funding to support local democracy and public engagement Section 137(4)(a) sum for 13/14 is £6.98 per elector One Voice Wales: Local Government (Democracy) Wales Bill – OVW response Public appointments – circulated Strong Roots training sessions ­ circulated Cowbridge Mayor’s Charity Concert – Chairman unable to attend ITEM 12 (122) FINANCE MATTERS Payment approved for a) rental of Hall for CCW AGM following pond clearance (£20) and b) OVW training sessions (£75) It was agreed pay the slightly increased rate for website domain address now £5.48 to cover the first two years and registration and £5.98 per year thereafter (excluding vat) ITEM 13 (123) WEBSITE New Domain address is www.welshstdonats.co.uk ITEM 14 (124) CURRENT AND FUTURE PROJECTS Log book for the pond was signed for January. The contract with the owners of the Red House, Maendy was approved and would be signed by both parties. The contract was necessary to go ahead with a Cash Grant Application to replace three wooden notice boards in the parish with composite boards, one of which is attached to the wall of the Red House. Pond Day was extremely wet, however members of the Council turned up to lend a hand and help a team of ecologists to remove bulrushes allowing the pond to remain a suitable habitat for pond life. The CCW team held their AGM and barbecue at the Village Hall as guests of the Community Council. ITEM 15 (124) MATTERS FOR COMMUNITY LIAISON COMMITTEE None ITEM 16 (125) DOCUMENTS FOR DISCUSSION a) Vale of Glamorgan Play Sufficiency Assessment – no comments ITEM 17 (126) PLANNING MATTERS Applications approved: 2012/01103 /Welsh St Donats Church – retention of ‘The Ark’ There being no other business the Chairman thanked those present for attending and closed the meeting. .

Indeed, the Vale of Glamorgan has over 100 Scheduled Ancient Monuments, over 700 Listed Buildings and 38 Conservation Areas that are afforded statutory protection by legislation. However, this system of statutory recognition, by its nature, only takes account of items of exceptional significance. Often there are locally important buildings that although acknowledged not to be of ‘national’ or ‘exceptional’ importance, are considered key examples of vernacular architecture or buildings, which have an important local history. It is these buildings which are often the main contributors to local distinctiveness, but which have to date, remained un-surveyed and afforded little recognition or protection. The original County Treasures project was published by the then South Glamorgan County Council in the late 1970’s. It was conceived as a locally adopted inventory of ‘special features’ in the former County area. However, as a result of local government restructuring, the changes to local authority boundaries, as well as changes in responsibilities and funding mechanisms the survey was never completed, and as a consequence was not comprehensive in its coverage.

Their prominence largely develops from the time of the Rev. Robert Nicholl (1763-1849), of the Ham, Llantwit Major, ordained in 1787, curate of Chevenage, Gloucestershire, 1788-1789, and later rector of Port Eynon, Glamorgan, (1795) and Llanmaes, Glamorgan (1824). Robert received bequests in 1783 and 1786, and an annuity of £105 under the will of his father, Whitlock (d 1788). This enabled him to purchase, in 1791, the estate of the late Thomas Lewis in Llanblethian, Glamorgan, but he remained heavily dependent on donations from relatives until his marriage to Mary Woodward, of Chevenage. In 1795, they moved to Llanmaes House, and he paid more attention to the estate in Llantwit Major. From his father, he had inherited 99 acres, mostly near Dimlands and Frampton, but set about concentrating his estate around Dimlands, and began construction of a mansion there in 1799; up to his death in 1849, he continued to acquire property in the nearby parishes of Llanblethian and Llanmaes and further afield: he acquired land at Brynsach, 1817, by exchange, Westfield, by purchase, and Sheeplays farm, 1835, at an auction of Bute property.

    The Vale of Glamorgan Council/Cyngor Bro Morgannwg Contaminated Land Inspection Strategy February 2005 VALE OF GLAMORGAN COUNCIL CONTAMINATED LAND INSPECTION STRATEGY JANUARY 2005 First Prepared by Michael Jenkins - April 2001 Contaminated Land Officer Reviewed by George Cowie Pollution Control Officer Executive Summary This Contaminated Land Inspection Strategy has been prepared by the Vale of Glamorgan Council to fulfil the legal requirement of Part IIA of the Environmental Protection Act 1990. Pt IIA came into force on the 1st July 2001 and provided a new regulatory standard for the identification and remediation of historically contaminated land. This strategy document updates the previous strategy document, which was first published in April 2002, and details the methodology to be employed by the Vale of Glamorgan Council to implement it's duties under Part IIA of The Environmental Protection Act (EPA), 1990. The document reveals the inspection process and sets time scales for completion that will be used by the Vale of Glamorgan Council. The EPA defines contaminated land as any land where there appears to be a significant risk of significant harm to human health and or controlled waters due to substances in, on or under the land. In determining whether land is contaminated local authorities, including the Vale of Glamorgan, must use the principle of Pollutant Linkage. That is a link must be found between a source of potential contamination and a receptor, such as a watercourse or future or current users of a site. All three parts of the linkage, that is source, pathway and receptor, must be present before any land can be designated as contaminated.

    WELSH ST DONATS COMMUNITY COUNCIL CYNGOR CYMUNED LLANDDWUDD www.welshstdonats.co.uk July 2019 At our last meeting on 4th June, under matters arising, it was agreed to continue monitoring large vehicles going to and from Castell Talyfan. An amendment to Standing Orders was proposed (regarding motions for debate) and a draft will be discussed at the next meeting. After reviewing the Complaints and Concerns Policy, it was noted that it referred to another Policy which was not included. A suitable model policy will be located and discussed at the next meeting. No action was taken following reports by residents of barking dogs at the stables on Sandy Lane as it appears to be only an intermittent problem, however residents are keeping a diary and this will be discussed at our next meeting. COUNTY COUNCILLOR MICHAEL MORGAN: reported on the change in the administration of the Vale Council. Michael is now on the Environment and Regeneration Committee. He confirmed the plan to build a new primary school in Rhoose to replace Llancarfan Primary School had not been scrapped. The Pendoylan/Syacamore Cross lane has been reopened although diversion signs were still in place. HIGHWAYS AND FOOTPATHS: You may have noticed the robust warning posts that have been installed at a passing point on Watery Lane near Loos House to mark a sheer drop alongside the road. The installation follows persistent reporting to Vale Highways emphasising the potential hazard. Reports of commercial vehicles parked at the picnic area will be monitored to see if any further action is needed, such as the introduction of a height barrier.

    WELSH ST DONATS COMMUNITY COUNCIL CYNGOR CYMUNED LLANDDWUDD www.welshstdonats.co.uk June 2020 Due to current events, the Community Council cancelled a meeting in April and the AGM in May, however we are exploring the possibility of holding a remote ordinary meeting, in line with guidance from Wales Audit and the Welsh Government. An agenda will be posted on the website and notice board in the bus shelter at Welsh St Donats. No date has been set yet, but please keep an eye on the website for details and let me know of any issues you would like raised so they can be added to the agenda. An AGM will held later in the year. In the meantime, the Community Council has been operating as it normally does between meetings. Councillors have recently received notice of amended plans for the last application. Councillors also noted that the following applications were approved by Vale Council Planning Officers:- 20/00022/FUL Parc Newydd, Tair Onen, St Hilary, 20/00178/FUL 3 Heol y Mynydd, WSD and 20/00223/FUL Glanffawydd, Heol y Mynydd, WSD.
