WELSH ST DONATS COMMUNITY COUNCIL th MINUTES OF COMMUNITY COUNCIL MEETING ON 5 February 2013 PRESENT: Councillors Andrew Foyle (in the Chair), Ann Thomas, Louise O’Shea, Bill Fawcett ITEM 1 (111) PUBLIC FORUM No member of the public present ITEM 2 (112 RECEIVE APOLOGIES Graham Duffield, Colin Evans, Rhodri Traherne and PC Matt Smith ITEM 3 (113) DECLARATION OF MEMBERS’ INTERESTS None th ITEM 4 (114) The minutes of the meeting on 8 January 2013 were approved and signed. ITEM 5 (115) POLICE MATTERS None ITEM 6 (116) MATTERS ARISING a) a map showing the location of the grit bins was completed ITEM 7 (117) HIGHWAY MATTERS The Chairman reported the current state of the culvert and pipe on Watery Lane opposite Loos House. The Clerk had met Kevin Smith, Drainage Engineer for the Vale Council, in the morning to discuss areas of flooding at Maendy and near the A48. Maintenance work would be carried out shortly. Branches over the highway, raised by a resident, were not considered a hazard and therefore not reported Apparently the Council are unable to do much about potholes while heavy rain continues, only the very worst would be reported this month and this included the lane between Highgrove and Tyntywod Cottage on Sandy Lane. ITEM 8 (118) REPORT FROM RHODRI TRAHERNE Rhodri emailed comments from Jamaica. A site visit would be arranged when works were complete, the issue with Glyn Evans land was receiving attention and as was the blocked drain opposite the Manse House on the A4222, the latter was found to be resolved at the time of the meeting. ITEM 9 (119) REPORTS FROM REPRESENTATIVES The Chairman had attended a Community Liaison Committee meeting and a training session on Sustainable Development. He reported back matters of interest and relevance to the Council ITEM 10 (120) CHAIRMAN’S CORRESPONDENCE None ITEM 11 (121) CORRESPONDENCE Vale of Glamorgan: Cash Grant Scheme 2013 application forms OS maps for new Councillors distributed Play Sufficiency requirements – assessment New mobile library service – for community consultation Mayor’s Charity Concert – notices displayed Vale Events February and March Public Rights of Way Definitive Map Consultation – details – for community consultation Proposed Air Quality Management area/Windsor Road, Penarth/consultation – circulated after the meeting for comments Herald – circulated – Correspondence concerning the culvert at Loos House, Watery Lane from Andrew Loosemore, Rhodri Traherne and Roger Helliwell – currently the lane is repaired but the retaining wall is temporary sandbags. The Vale is in correspondence with Gly Evan’s agent concerning issues with pipework in his field Rhodri Traherne – information regarding refuse collections during adverse weather conditions circulated Welsh Assembly Government: Frank Cuthbert £1.25 million additional funding to support local democracy and public engagement Section 137(4)(a) sum for 13/14 is £6.98 per elector One Voice Wales: Local Government (Democracy) Wales Bill – OVW response Public appointments – circulated Strong Roots training sessions circulated Cowbridge Mayor’s Charity Concert – Chairman unable to attend ITEM 12 (122) FINANCE MATTERS Payment approved for a) rental of Hall for CCW AGM following pond clearance (£20) and b) OVW training sessions (£75) It was agreed pay the slightly increased rate for website domain address now £5.48 to cover the first two years and registration and £5.98 per year thereafter (excluding vat) ITEM 13 (123) WEBSITE New Domain address is www.welshstdonats.co.uk ITEM 14 (124) CURRENT AND FUTURE PROJECTS Log book for the pond was signed for January. The contract with the owners of the Red House, Maendy was approved and would be signed by both parties. The contract was necessary to go ahead with a Cash Grant Application to replace three wooden notice boards in the parish with composite boards, one of which is attached to the wall of the Red House. Pond Day was extremely wet, however members of the Council turned up to lend a hand and help a team of ecologists to remove bulrushes allowing the pond to remain a suitable habitat for pond life. The CCW team held their AGM and barbecue at the Village Hall as guests of the Community Council. ITEM 15 (124) MATTERS FOR COMMUNITY LIAISON COMMITTEE None ITEM 16 (125) DOCUMENTS FOR DISCUSSION a) Vale of Glamorgan Play Sufficiency Assessment – no comments ITEM 17 (126) PLANNING MATTERS Applications approved: 2012/01103 /Welsh St Donats Church – retention of ‘The Ark’ There being no other business the Chairman thanked those present for attending and closed the meeting. .
