The Priority Environmental Investment Programme for SEE (PEIP) The Priority Environmental Investment Programme for SEE (PEIP) Analytical Report on progress on developing and implementing environmental investment projects in the SEE. BACKGROUND DOCUMENT NR: 4 Country name: BOSNIA I HERZEGOVINA Timescale: Progress until June 2008. Introduction The purpose of the analytical report is to present major developments in the countries on creating conditions for implementation of environmental investment projects. It also attempts to track and explain progress on financing these projects. The document is constantly evolving and through it the PEIP team is trying to map drivers and barriers for environmental investments in the SEE countries. It is hoped that eventually it would help countries, IFIs, the EC and other relevant beneficiaries to understand better the underlying factors for accelerating environmental investments in the region. This document accompanies the updates lists of project (background document 5). This version of the report is prepared for the Regional Meeting of the PEIP on 19-20 th June 2008. 1. Progress on financing priority projects from PEIP list The updated list of priority investment projects contains eight projects. Out of the eight projects five are in the water sector, two are air projects and one is waste related. Since November 2007 no progress with the current projects on the PEIP list can be outlined. New projects It is intended that new projects are added to the list at the next update based on the Public Investment Programme 2008 - 2010 of Bosnia and Hercegovina that was recently adopted. It contains 57 priority environmental projects without secured financing. The Programme is attached to the analytical report (Annex 1). Based on the PIP it is intended that new projects are added to the PEIP list for the next update. Germany, Italy, Sweden, United Kingdom, EBRD, EIB, World Bank, Canada, Japan, Norway, Switzerland and USAID support the approximation of Bosnia i Hercegovina to the EU acquis including in the enviromental sector. 2. Legislative framework Progress can be reported on the legislative framework in the water sector with the adoption of the Water Law (FBiH 2006, RS 2006), and implementation started in 2007. The abovementioned laws are in accordance with Water Framework Directive. The new Water Laws also envisage higher involvement of the local government units in project identification and preparation activities. Regarding FBiH Law implementation, former Public Water Companies in Sarajevo and Mostar are re-registered as Water Agencies. RS Water Law foresees the establishment of two Agencies in Bijeljina and Trebinje. The Agencies are yet to be established, i.e. Water Directorate still operates in Bijeljina. Preparation of the State Environmental Law started. Working group for law preparation is established and consists of representatives of the entities and state representatives. Deadline for First Draft of the Law is end of October 2008. The Environmental Law will define the establishment of the BiH Environment Agency. 3. Strategies and programmes Public Investment Programme of Bosnia and Herzegovina (PIP) is a strategic three-year rolling document, and it consists of prioritized projects, based on the needs of Bosnia and Herzegovina, for which the financial assets have been or need to be secured in the future period. Only projects included in PIP can be considered national priority and eligible for financing. Preparation of strategies and bylaws for adoption is under procedure in both entities. Republika Srpska currently prepares Nature Protection Strategy. The Strategy is in the phase of the pre-draft. RS has focused its activities in preparation and adoption of the strategic document, i.e. Nature Protection Strategy with Action Plan and Air Protection Strategy. Federation of BiH has completed the preparation of the Federal Stategy for Enviroment Protection. The Strategy consists of four separate strategies i.e. Nature Protection, Air Protection, Waste Management and Water Protection (to be prepared separatly) Strategy. The Strategy is in the procedure of adoption by the Federal Governement and Parlament. It is expected that Strategy will be adopted by the end of this year. 4. Organisational structures One of the main objectives of the continuation of the EU funded project Water Quality Management at River Basin Level in Bosnia and Herzegovina (September 2007 - September 2008) is to increase availability of environmental investment projects for IFI financing. This is expected to be achieved through improved project preparation capacities of BiH authorities and improved cooperation with IFIs. The envisaged establishment of Project Preparation Unit is in line with this objective. 5. Financing mechanisms BiH, as a potential candidate country, will benefit from the first two components of EU IPA Programme, the Transition Assistance and Institution Building as well as the Cross-Border Cooperation. Under IPA Component II, BiH is participating in the cross border programmes, that include the enviroment component, as follows: Cross-border cooperation between IPA countries: Croatia, Serbia, Montenegro and Bosnia and Herzegovina. One of the focus areas for support under IPA is protection of the enviroment and promotion of sustainable management of natural resources. Projects from BiH can obtain funds from EU funded transnational programme „South-East Europe“. Directorate of European Integration of BiH presented Programming of IPA 2008 – Component I (Transitional Assistance and Institutional Building) to Donor Community and Civil Society in May 2008. 6. Relevant projects Several recent or planned technical assistance projects aimed at supporting identification, prioritization and preparation of environmental investment projects. Since January 2006 relevant EU BiH CARDS Projects are as follows: Water Quality Management at River Basin Level in Bosnia and Herzegovina (completed) Additional Services to the Support to Water Quality Management in BiH (current). Other relevant projects: Waste Recycling Pilot Project in BiH (completed). Goals of the project: (a) to help develop a sustainable solid waste management in the region through the definition of economically sustainable pilot recycling activities; and (b) to initiate secondary legislation and regulations on economic instruments supporting the recycling industry in BiH including finalization of bankable documents for all investment projects. Support to Environmental Field Inspection (completed) Goals of the project: to increase the capacity of all authorities involved in environmental management at local level. BiH is receiving assistance for infrastructure environmental investments by IFIs. For example, key focus of KfW activities in BiH is the upgrade of the water supply and sewage network. Currently up to 36 MEUR has been allocated to the sector. Besides the financing of infrastructure investments the programmes also concentrate on management of financial aspects of water utilities. Rehabilitation of Water and Sewage Systems in BiH is one of the biggest water supply projects in BiH with an amount of 14 MEUR. The programme which started in 2006 includes municipalities in both entities: Bihac, Derventa, Kakanj and Konstanica. Planned activities of KfW include the project on construction of the WWTP Bihac and water supply rehabilitation project in Banja Luka. In the water supply sector EBRD a major project with EBRD involvement is the preparation of Plava voda regional water supply system. 7. Key challenges for the next 6 months The following key challenges were identified for the next six months: First Draft of the State Environmental Law preparation; Follow up the activities for Entities Strategies adoption; Capacity building of the responsible institutions; Development of the Water Management plan and harmonization of all planned documents with the EU directives; Increasing investments in environmental projects. 8. Other relevant developments Attached to analytical report (Annex 2) is a table with the identified 23 projects based on the results of the EC CARDS project “Water Quality Management at River Basin Level”. However, the process of development of these 23 projects into bankable investments is currently in an initial stage. Therefore, the evolution of host-specifc parasites is at least partially shaped by the evolutionary history and distribution of such hosts. Gill ectoparasites of Dactylogyrus (Monogenea) are specifc to cyprinid fsh. In the present study, we investigated the evolutionary history of 47 Dactylogyrus species from the Balkan Peninsula, the Mediteranean region exhibiting the highest cyprinid diversity in Europe, and from central European cyprinids. Phylogenetic analyses revealed four well-supported clades of endemic and non-endemic Dactylogyrus spp. with four basal taxa. Endemic cyprinids with a limited distribution range were parasitized by endemic Dactylogyrus species, but some of them shared several Dactylogyrus species with central European cyprinids. Species delimitation analyses based on molecular data suggest that Dactylogyrus diversity is higher than that defned from morphology. Some endemic cyprinid species harboured Dactylogyrus species of diferent origins, this probably resulting from multiple host switching. Our results support the view that the evolution of Dactylogyrus in the Balkans has been infuenced not only by the historical dispersion and distribution of their cyprinid hosts, but also by recent contacts of non-native cyprinid species with endemic cyprinid fauna in this region. Te species richness of parasitic taxa and their distribution in host species is usually closely related to the history, dispersion and diversity of their hosts1–3.

Investigations were performed in summer 2010. Sam- ples were collected every seven days for eight weeks. Physical and chemical characteris- tics of water, temperature, oxygen saturation, dissolved oxygen, electric conductivity and nutrients as well as fl ow velocity at sample site, were measured simultaneously with each sampling. Physical and chemical characteristics showed low temperature oscillations, good aeration and oligotrophic conditions. In general, greater diatom diversity was noted on natural substrate. A total of 104 diatom species were found on natural substrate and 82 on glass slides. The best represented genera on both types of substrate were Gomphonema and Navicula (each with eight species), Nitzschia (with six species), and Cocconeis (with fi ve species). Achnanthidium exiguum, Achnanthidium minutissimum, Amphora pedicu- lus, Cymbopleura amphicephala and Surirella minuta were recorded in all samples of natural substrate and Gomphonema minutum in artifi cial substrate samples.

    Dr. August Heimer KROZ BOSNU I HERCEGOVINU Nepomena: Ovo je pregršt interesantnih svjedočenja Augusta Heimera, Šveđanina, nastalih na njegovom putovanju po BiH od 20 – 27 augusta 1903.g. Putovanje je inicirano kao posljedica njegovog učešća na devetom medjunarodnom kongresu geologa u Beču, a koju je organizirala Austro-Ugarska monarhija u sve svoje dijelove zemlje. Kada se vratio u Švedsku, Heimer je objavio svoja zapažanja te je tako nastala ova zanimljiva knjiga 1904.g. Knjigu je sa švedskog jezika preveo Dr.Izet Muratspahić. MOSTAR I NJEGOVA OKOLINA Mostar je hvaljen od svih pisaca i od svih turista, takodjer, kao lijep grad, a posjetili su ga isto tako i daleki stranci, koji su 9.i 10. septembra protekle godine boravili tamo. Medjutim, teško je reći gdje se ta slavljena ljepota zapravo nalazi. Čini se da nema ničeg drugog do golog stijenja, sjajnog safirskog neba i zelene vode u tom podugačkom Mostaru sa svojih 2.000 kuća zbijenih izmedju kraških masiva Huma i Podveleţa. On nije nikad bio nešto drugo osim mali provincijski grad, nije nikad vidio neke velike dogadjaje i nema nikakve historije. To je sasvim prosto «mostni grad» Mostar je, pored toga, i što se klime tiče vrlo neugodno mjesto boravka. Na ulicama prţi u toku najvećeg dijela godine afričko sunce i oduzima ţelju svake šetnje i izleta. Za vrijeme oba septembarska dana prošle godine bila je temperatura oko 42°C. Večeri ne nude nikakvu svjeţinu ili novu snagu, a na koncu avgusta priredjuju «popadači», ranije pomenuti sitni komarci, ljudima pravu patnju. Ako nekad bude oštra zima, dolazi do izraţaja znatna hladnoća, posebno medju kamenim zidovima, te ţitelji cvokoću u svojim stanovima kojima često nedostaju kaljeve peći.

Also shown are the region’s directions for growth driven by eco-tourism. Velez Region encompasses the three areas of unique geographic, climatic and historic-cultural setting - Podvelez, Blagaj and Nevesinje. Economic and tourism linkages among the three areas will remain weak. However, Nevesinje will strengthen its ties with areas in the west through attracting international tourists flowing in from Dobrovnik and Adriatic Coast and day-trippers and weekend tourists from Mostar City and the Herzegovina Region. Regional economic ties will also be strengthened via newly introducing venture of an eco-House along the National Route 17 selling a variety of farm and dairy produce of Blagai, Podvelez and Nevesinje. A cluster of diverse sports tourism opportunities, available from the three unique areas, will also attract more tourists of outdoor special interest tours.

Introduction Geological map of Bosnia and Herzegovina, Sc 1: 300.000 was printed during year 2003. The map synthesized all important data and results obtained during Basic Geological Maps of B&H Sc 1: 100.000 mapping, different special studies and many doctorates and magistrates. The terrain of Bosnia and Herzegovina consists of different igneous, metamorphic and sediment rock masses, from Silurian to Quaternary age. During evolution of 400 Ma, rock masses went through many changes with different preserved traces of Hercynian and Alpine folding cycles. Basic records, data and results about litho-stratigraphy and tectonic of Bosnia and Herzegovina, overview of Earth lithosphere fabric and general review of map using possibilities in knowledge, scientific and economic necessaries are presented in those papers. 4.2.2.2. Geological structure of terrain of Bosnia and Herzegovina The Dinarides of Bosnia and Herzegovina belong to Mediterranean Sea region, South branch of Alpines. In the area of 51,129 km2 different igneous, metamorphic and sedimentary rock masses of Phanerozoic Eon, developed in Palaeozoic, Mesozoic and Cainozoic age are represented. Palaeozoic periods Formations of Palaeozoic are consisted in about 9% of territory of Bosnia and Herzegovina. It consists of different stone masses developed from Silurian to Triassic age. Silurian – Outcrops of the rocks of Silurian age are notified on the left side of Drina River near Ustikolina. They are represented by plane-stratified shale with cherts, phylite shale with ichnophosiles and limestone.

  • Republika Srpska: Project HPP Dabar Is Launched Despite the Opposition and Court Case for Environmental Protection
    Republika Srpska: Project HPP Dabar is launched despite the opposition and court case for environmental protection Federal Ministry of Environment and Tourism (FMIOT) launched court case in District Court Banja Luka for the purpose of termination of Solution from the Ministry for Spatial Planning, Construction and Ecology of Banja Luka which approve the Study of HPP Dabar Environmental Influence in basin of Zalomka in Poscenje profile, at Bileca, Nevesinje and Berkovici municipalities with projected power of 159, 15 MW. Project investor is HPP Dabar doo Trebinje. Federal Ministry of Environment and Tourism has participated in three public discussions about the subject “Projekt Gornji Horizonti” and its threats to existence of Stoca and Donja Neretva since summer to November 2012 organized by Forum Bosna in order to draw public attention to this problem. The total information about Gorni Horizonti and Government of BiH was sent to Ministry of External Trade and Economy Relations of BiH as supervisory national Ministry of Environmental Problems. Considering that this is one of the biggest problems in environmental sector on BiH level, Federal Ministry of Environment and Tourism has continued to work on animating institutions in public in BiH and region. FMIOT got invitation from Sveuciliste in Zagreb for participation in roundtable about the subject “Sustainable management of water in Neretva and Trebisnjica basins” in Zagreb on 19 April 2013. Representatives of ministries have participated in discussion about this subject in cooperation with WWF (World Fund for Nature Protection) in Brussels where the problem of Gornji Horzonti was presented to EU institutions. Council for Environment and Environmental Licenses in FMOIT, Josip Dolusic, stated to Fena that BiH Government has supported all activities of Federal Ministry, as well as the decision for launching the court case for the purpose of RS Ministry’s solution termination related to the problem of external trade and economy relations in BiH and that they have never won in this problem.
