UNITAR - UNOSAT on behalf of UN OCHA activated the International Space Charter on 19 February 2016. On the 20th of February 2016, the cyclone made landfall at 06:30 UTC (18:30 local time) over the north-eastern coast of Viti Levu (Fiji), the main island of the archipelago. The cyclone tracked west across the country, causing damage in four divisions (Western, Central, Eastern and Northern) with more concerns on the Western and Central divisions. According to FIJI Flash Appeal Tropical Cyclone Winston published by UNOCHA on 4 March 2016, 350,000 people living in the cyclone’s path could have been affected (170.000 female and 180,000 male) - equivalent to 40 per cent of Fiji’s population. This includes 120,000 children under the age of 18 (58,000 female and 62,000 male) and more than 3,100 people with disabilities. UNOSAT Damage Assessment UNOSAT triggered the space charter on behalf of UNOCHA the 19th of February 2016 and requested satellite imagery over the areas defined by UNOCHA based on the proximity to the cyclone track, wind speed values and related potential population exposure.

E1464 v8 Public Disclosure Authorized Public Disclosure Authorized Public Disclosure Authorized Public Disclosure Authorized Appendix G Hydrological Assessment EIA -Consolidated Scheme Hydropower Nadarivatu Appendix G Hydrological Assessment G.1 Introduction For the hydrological assessment of the Nadarivatu Scheme, data provided by the design engineers for the Qaliwana and Nukunuku catchments was used to describe the existing flow regime in the Sigatoka and Ba Rivers and to predict the potential downstream impacts from hydropower generation. This report firstly describes the flow characteristics of the Sigatoka River at the site of the Korolevu Weir, then the Ba River at the site of the Ba Power Station. Using the energy generation profiles from the design engineers, this report assesses the downstream effects of taking water from the Sigatoka River and discharging it to the Ba River, under various river flow conditions. G.2 Hydrological Data Quality Hydrological data for the Nukunuku, Qaliwana, and the Ba has been interpreted by MWH from a combination of rainfall and recorded flow data to estimate inflow to the proposed weir for scheme utilisation. Flow data for the Nukunuku and Qaliwana creeks was obtained for the period of 1981-1992 and 2004-early 2005. Rainfall-runoff modelling was used to generate a stream flow time series from 1990-1999. To be consistent with the design of the scheme, the data used by MWH has been accepted as the baseline hydrology for the impact assessment. No flow or rainfall data was obtained for the Ba catchment so a synthetic stream flow time series was generated based on the data generated for the Qaliwana Creek.

  • Hydrological Responses in the Fiji Islands to Climate Variability and Severe Meteorological Events
Regional Hydrological Impacts of Climatic Change—Hydroclimatic Variability (Proceedings of symposium S6 held during the Seventh IAHS Scientific Assembly at Foz do Iguaçu, Brazil, 33 April 2005). IAHS Publ. 296, 2005. Hazard warning! Hydrological responses in the Fiji Islands to climate variability and severe meteorological events JAMES TERRY Geography Department, The University of the South Pacific, PO Box 1168, Suva, Fiji Islands [email protected] Abstract Extreme meteorological events and their hydrological consequences create hardship for developing nations in the South Pacific. In the Fiji Islands, severe river floods are generated by tropical cyclones during the summer wet season, causing widespread devastation and threatening food security. In January 2003, Hurricane Ami delivered torrential rainfalls and record- breaking floods, owing to the rapid approach of the storm, the steep volcanic topography promoting strong orographic effects and hydrological short- circuiting, and landslides temporarily damming tributary channels then subsequently failing. At the opposite extreme, hydrological droughts are experienced during prolonged El Niño phases. Fiji’s population relies on streams for water resources, so episodes of dry season rain failure and low flows over recent decades caused severe water crises. Low discharges in the major Ba River show good correspondence with the SOI, although minimum Q lags behind lowest SOI values by several weeks. Regional ocean warming and more sustained El Niño-like conditions in future may increase the recurrence and intensity of flood-and-drought cycles. Key words El Niño; Fiji Islands; floods; hydrological droughts; tropical cyclones INTRODUCTION For the volcanic Fiji Islands in the tropical southwest Pacific, extreme high and low river flows, i.e.
