Sabah and Sarawak cover the northern coast of the island. The lower two‐thirds of Borneo is Kalimantan, which belongs to Indonesia. The area has a fascinating history, and probably because it is on one of the main trade routes through South East Asia, Borneo has had many masters. Sabah and Sarawak were incorporated into the Federation of Malaysia in 1963 and Malaysia is now regarded a safe and orderly Islamic country. Sabah has a diverse ethnic population of just over 3 million people with 32 recognised ethnic groups. The largest of these is the Malays (these include the many different cultural groups that originally existed in their own homeland within Sabah), Chinese and “non‐official immigrants” (mainly Filipino and Indonesian). In recent centuries piracy was common here, but it is now generally considered relatively safe for cruising. However, the nearby islands of Southern Philippines have had some problems with militant fundamentalist Muslim groups – there have been riots and violence on Mindanao and the Tawi Tawi Islands and isolated episodes of kidnapping of people from Sabah in the past 10 years or so.

Within the Sulu-Sulawesi Marine Ecoregion (SSME), Semporna Priority Conservation Area (PCA) ranks among the highest marine biodiversity in the world. Within Semporna waters, there are several government bodies responsible for different islands. Tun Sakaran Marine Park was gazetted under the management of Sabah Parks in 2004. Sipadan Island’s water is under the protection of Majlis Keselamatan Negara (National Security Council). The Department of Fisheries Sabah is interested in Omadal Island for seaweed farming. Mabul Island receives the most attention due to its proximity to Sipadan, and is the base for most tourism operators. Mabul has 2,500 residents relying on fisheries, and more than 15 resorts and dive lodges on 26 hectares of land (Aw et al, 2006). Reef check survey, community-based seagrass survey, seawater quality monitoring and groundwater analysis have been conducted on Mabul over the past 2 years. The environmental condition of Mabul is currently threatened, to the point where it might become the source of pollution that will spread to other islands within the Semporna PCA. Collaborative environmental monitoring has been identified as a primary method to reverse human impacts, so collaborative efforts have been initiated on Mabul since April 2010.

A total of 180 sites were surveyed in 2019 (2018: 212), 97 in Peninsular Malaysia and 83 in East Malaysia. The surveys are a continuation of a successful National Reef Check Survey Programme that has now run for thirteen years. 2. The surveys were carried out by trained volunteers as well as government officials from Marine Parks Malaysia, reflecting commitment from the Government in further improving management of Malaysia’s coral reefs. Surveys were carried out on several islands off Peninsular Malaysia’s East and West coast, covering both established Marine Protected Areas (MPAs) and non-protected areas, and in various parts of East Malaysia, both Sabah and Sarawak. 3. The results indicate that the Malaysian coral reefs surveyed have a relatively high level of living coral, at 40.63% (2018: 42.42%).

The best month for diving is from April to July but not guaranteed. Water temperature ranges from 26 ‐ 31 degree Celcius. Thermoclines exist, especially on Sipadan. Visibility averages 15‐30+ metres around Sipadan and is extremely variable; without warning it can drop to 3‐6 metres. Around Mabul it is sometimes no more than 6‐7 metres, especially if someone has kicked up the silt. The tanks and weight belt are included in the diving package.

    Malaysia and Indonesia: A Study of Foreign Policies with Special Reference to Bilateral Relations Ahmad Nizar Yaakub This thesis is presented for the degree of Doctor of Philosophy (Arts) The University of Western Australia School of Social and Cultural Studies Discipline of Political Science and International Relations October 2009 i Abstract In the post-Cold War era, the ‘special relationship’ between Malaysia and Indonesia appears to have become not as cordial as during the 1970s-80s. In fact, it has been characterized more by conflict and rivalry than cooperation. Many issues have contributed to the tension namely, clash of personality between leaders, national political transformation, cross-border environmental concerns, illegal migrant workers, separatist movement, territorial disputes, transnational terrorism, and disputes over cultural rights. While examining those specific developments, this thesis organizes its analysis of Malaysian and Indonesian foreign policies, with special reference to their evolving bilateral relations, from a constructivist perspective. Constructivists believe that culture, ethnicity, elite/leadership, national identity, and religious beliefs are among the main factors which should be examined in order to better understand a state’s behaviour in relation to other states in the international arena. Those non-material factors, which are ignored or under-studied in the leading international theories which mostly focus on military/economic power and the international system underpinned by balance of power, provide a useful interpretive framework to understand the cases of Malaysia and Indonesia. Deploying this constructivist perspective, this thesis examines and compares those factors’ impact on Malaysian and Indonesian foreign policies in general, and on their conduct of bilateral relations in particular, in the post-Cold War era.

    INTELLECTUAL DISCOURSE, 2007 VOL 15, NO 2, 147-165 Dispute Resolution through Third Party Mediation: Malaysia and Indonesia Asri Salleh* Abstract: Since independence, Malaysia has been involved in territorial disputes and overlapping maritime claims with almost all its neighbours. Some of these disputes were resolved through bilateral and multilateral treaties. However, Malaysia and Indonesia settled the dispute over Sipadan-Ligitan islands by referring the issue to the International Court of Justice (ICJ). This high sense of civility shown by the two countries need to be analysed and appreciated. Documentary analysis shows that the consideration of the geopolitical conditions, the state of bilateral relations the disputing countries were enjoying, security problems, the lack of progress in settling disputes through the bilateral efforts and the weaknesses inherent in ASEAN’s dispute settlement mechanism made the two parties to refer their dispute to the ICJ rather than to the ASEAN High Council (AHC). The ICJ’s decision, delivered in 2002, was accepted by the two parties as stipulated in the referral agreement. Malaysia, with a total area of 330,252 square kilometres (sq. km), is composed of two land masses: West Malaysia or Peninsula Malaysia and East Malaysia on Borneo Island.1 The two parts are separated by the South China Sea with a usual flight distance of 920 nautical miles (nm) or 1711 kilometres (km). With its coastline of some 4,675 km (i.e. West Malaysia 2,068 km, East Malaysia 2,607 km), Malaysia’s geographical condition exemplifies the most common boundary problems faced by coastal countries throughout Southeast Asia.
